(Joint Staff Permanant Order Number J-ISO-0217-06 dated 17 October 2006) Awarded to Headquarters, Combined Joint Task Force - Horn of Africa from 1 April 2004 to 31 March 2006. CJTF-HOA significantly contributed to the cause of peace and regional stability in the Horn of Africa. The Service Members of the Combined Joint Task Force displayed exceptional initiative, ingenuity and resolve while conducting humanitarian assistance, civil affairs and military-to-military training operatins in remote regions of east Africa under extrememly challenging and unforgiving conditions. The result of their efforts is an improved quality of life for the population in eleven nations in the region, and increcased capacity of these nations to protect their own borders. Together, their success has extended the influence of the United States and coalition nations in the Horn of Africa, while fully supporting national security strategy objectives and advancing the Global War on Terrorism. By their exemplary performance of duty, the members of Headquarters, Combined Joint Task Force - Horn of Africa have brought great credit upon themselves, their Service, and the Department of Defense.
