"It is also not irrational for Congress to decide that, even though it will not subsidize substantial lobbying by charities generally, it will subsidize lobbying by veterans' organizations. Veterans have "been obliged to drop their own affairs and take up the burdens of the nation," ?, "subjecting themselves to the mental and physical hazards as well as the economic and family detriments which are peculiar to military service and which do not exist in normal civil life." ?. Our country has a long standing policy of compensating veterans for their past contributions by providing them with numerous advantages. This policy has "always been deemed to be legitimate." ?U.S. Supreme Court Regan v. Taxation with Representation, 461 U.S. 540 (1983)

Best Moment As the base was closing the restricted barracks down, my fellow First Class and I had a sleep over with our kids in the barracks.
Chain of Command LNC Kathy Rhodes (damn fine Chief)
Other Memories Chief Rhodes had called me down to her office and as I was waiting to be seen, everyone was listening to her chew some ass on some unlucky soul and all I could think was "ohh shit, I'm next." To make it worse was that nobody would answer my question as to why I was there and that included the LT who was the OIC of the detachement. So the door slowly opens and LN1 T. comes out and he's damn near tears and my stomach goes to my ass and my heart soon follows as she beckons me to enter. I'm thinking that a gullitone would be easier to face. I don't even think of sitting, I just report for duty and she's just looking at me, I mean glaring. She finally sits back and asks if I got a smoke, "All I got is marlboro's Chief." "Damn, alright gimme one. I'm out." LMAO! She needed a smoke and I was the only she knew that smoked. LMAO!! Of course being a fleet Sailor i had never washed my coffee cup and had carried over to this duty station while on my HUMS transfer. I don't remember why I had my cup down at the NLSO, but it was. Being partially blonde I forgot it at the end of the day and had gone back to the barracks. The next morning I go to get a cup of mud and sh*t my cup isn't at the mess. Viola! I remember it's down at NLSO. So, a short walk and I'm back at the office. I'm looking and looking for my cup and I can't find it anywhere. Now mind ya, I'm looking for a well flavored cup. Well Chief Rhodes comes out and asks what am doing and then what does it look it? I tell her and she says, "oh it was dirty and stained so I washed it." I think she thought I was going to kill her. LOL
