The USS Cisco (SS-290) began her first war patrol on 20 September 1943, and was never heard from after that. Japanese records indicate that a submarine was attacked and sunk on 28 September in the area where the USS Cisco was the only known American Submarine. She was presumed lost in action on that date. CWO (Torpedoman) Gurganus was listed as Missing in Action and later declared dead on 8 January 1946.

Some sources have CWO Gurganus listed as being a telegrapher, but no records found showed that to be the case. Many web sites list him as a Torpedoman First Class; however, various muster rolls show him having achieved the rank of Chief Torpedoman (E-7). Navy registers also show that he was granted the temporary rank of CWO (Torpedoman) shortly before the USS Cisco was lost.
