Frank attended Lebanon High School (Class of 1942) and Bullis School before graduating from the United States Naval Academy, Class of 1946. Accelerated under a three-year program, he received his commission in 1945, and later earned a Master's Degree in Operations Analysis from the Naval Postgraduate School in Monterey, CA in 1954.
As an Ensign, he commanded three minesweepers clearing mines from the Haiphong River, Hainan Island and various ports in China after World War II. Frank was designated a Naval Aviator in 1949. Commands included: Heavy Attack Squadron VAH 8 (1962-1963), the USS Point Defiance (1967-68), and the aircraft carrier USS Oriskany (1970-72), including Operation Ivory Coast, an attempted rescue of POWs at Son Tay prison camp in North Viet-Nam. Admiral Haak was also a member of the Chief of Staff and Aide to Commander Attack Carrier Striking Force, Seventh Fleet, and Commander Carrier Division Five.
Frank received the Bronze Star Medal with Combat “V” and the Meritorious Service Medal. He was engaged in the evolution of computer technology in 1953, and for his final service as the Director, Navy Information Systems Division, Office of the Chief of Naval Operations (1973-1976), he was awarded the Legion of Merit with a Gold Star.
