Citation: The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star (Army Award) to Captain Halle Charles Allan, Jr. (NSN: 0-61063), United States Navy, for conspicuous gallantry and intrepidity in action against the enemy as Commander, Destroyer Squadron NINE, Joint Task Force SEVEN, United Nations Command, in action in the Inchon-Seoul operation during the period 15 September to 21 September 1950. His actions contributed materially to the success of this operation and were in keeping with the highest traditions of the military service.

Citation: The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat "V" to Captain Halle Charles Allan, Jr. (NSN: 0-61063), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Destroyer Squadron NINE attached to Japan-Korea Support Group and later Korean TWO Blockade Group, and to the assault forces on Inchon, Korea, from 25 June 1950 to 20 October 1950. Displaying great professional skill and deploying his destroyers to best advantage, Captain Allan successfully and effectively directed his squadron through numerous bombardment missions far behind the enemy lines, conducted blockade duties against the North Korean Coast, and provided devastating naval gunfire support to our friendly troops at and North of Pohang on the East Coast of Korea. By his judgment, conscientious devotion to duty, and leadership as a destroyer squadron commander, he contributed greatly to the containment of the enemy and the advance of our friendly forces in the Korean campaign. His conduct throughout the period reflects great credit upon Captain Allan and the United States Naval Service. Captain Allan is authorized to wear the Combat "V".)
