Awarded for actions during the Cold War  

The President of the United States of America takes pleasure in presenting the Legion of Merit to Vice Admiral John M. Will, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander, Military Sea Transportation Service, from July 1956 to June 1959. Under his sound direction, the Military Sea Transportation Service provided timely logistic support during the Lebanon crisis in 1958, while continuing to meet its other commitments in all parts of the world. In September 1957, to insure two-ocean access to the DEW-LINE sites, he personally directed photographic reconnaissance missions over the waterways in search of likely routes for the passage.
