Appointed Director on January 9, 1918 of the newly formed Naval Overseas Transportation Service (NOTS). CDR Belknap was in charge of navy cargo ships and when appointed as Director NOTS gave him responsibility for all auxiliary vessles not otherwise assigned to the fleet or various naval districts.
For services in this position was awarded both the Navy Cross and Army DSM.
