The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Samuel Wood Bryant, United States Navy, for distinguished service in the line of his profession as Commanding Officer of the U.S.S. ALLEN, engaged in the important, exacting and hazardous duty of patrolling the waters infested with enemy submarines and mines, in escorting and protecting vitally important convoys of troops and supplies through these waters, and in offensive and defensive action, vigorously and unremittingly prosecuted against all forms of enemy naval activity during World War I.

Graduating in June 1900, he then served the two years at sea then required by law before being commissioned as an ensign. During that interval, he served briefly in the armored cruiser New York (Armored Cruiser No. 2) before reporting on board the converted yacht Yankton on September 1. About a year later, he left the converted yacht for duty in the battleship Illinois (Battleship No. 7). It was late in this assignment, on August 7, 1902, that Bryant received his commission as an ensign.
