From August 1928 to June 1930, Holloway was aide and flag lieutenant on the staff of Rear Admiral Harris Laning, chief of staff of the Battle Fleet and subsequently Commander Battleship Division Two. He remained Laning's aide for the first two years of the admiral's next assignment as President of the Naval War College in Newport, Rhode Island,
