Former Gov. John J. Gilligan of Ohio in 2008 with his daughter Kathleen Sebelius. Mr. Gilligan's daughter Kathleen Sebelius, a former governor of Kansas, is the federal secretary of health and human services. They are to date the only father/daughter governors.
