The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Rear Admiral Albert Parker Niblack, United States Navy, for exceptionally meritorious service in a duty of great responsibility Commander of the U. S. Naval Base at Gibraltar and of U. S. Naval Forces in the Western Mediterranean, during World War I.
