Establishment of the Navy Human Resources Center Of Excellence (HRCOE)

Principal technical advisor to the Dean of the Government School of Business and Public Policy, Naval Postgraduate School, Monterey, CA to establish Human Resource Officer Profession of the U.S. Navy. Worked with Fortune 500 HR executives, academia, U.S. Army and Air Force to devise the optimum structure that best delivered strategic HR capacities. Led efforts to identify and align Navy's hierarchical billet structure in order to maximize career development by assigning officers through a logical sequence of job assignments. The billets were aligned based in commonalities of the required knowledge, skills and abilities. Those KSAs were then used to align navy billets into a job hierarchy that linked subordinate KSA development to KSAs required by more senior navy positions. Determined student throughput necessary for Navy to sustain required inventories of senior officers who hold unique subspecialty skills. With this information, Navy can project future inventories and make cost-benefit assessments associated with retaining those skills in the military workforce. Led Lean Six Sigma project which streamlined the GSBPP's travel budget process by eliminating non-value added steps and creating a travel approval process that was responsive to the GSBPP professors tenure requirements.
