Co-Van Hai-Quan Cong-Xuong plaque and badge

from  1970-1971, SN-9740, Vietnamese Naval Shipyard (VNNSY), Naval Advisory Group Vietnam  album
Original tinned, engraved, and hand painted "beer-can badge" and cast aluminum plaque. The badge measures 1 1/3 inch and was given to me shortly after I was assigned to the Naval Advisory Group in the Vietnamese Naval Shipyard in Saigon (June 1970 to June 1971). This was the original artwork for the unit's patch and was modified for the plaque. The translation is: CO-VAN means ADVISOR, HAI-QUAN is NAVY, and CONG XUONG is Vietnamese for SHIPYARD. So, it says: Advisor to the Navy Shipyard.
