The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Paul Henrik Bjarnason (NSN: 0-77152), United States Navy, for extraordinary heroism and distinguished service in the line of this profession as Commanding Officer of the Destroyer U.S.S. HENRY A. WILEY (DD-749), in action against enemy Japanese forces in the vicinity of Okinawa, on 4 and 5 May 1945. During this period he ably commanded his ship, showing extreme courage, skill in combat, and determination, during numerous concentrated and determined attacks against his ship by enemy aircraft, and Baka bombs. Were it not for his demonstrated coolness in action, as well as a fine coordination of offensive directed gunfire his ship would not have avoided certain destruction. As a result of this extensive action his ship destroyed four enemy planes and two Baka bombs. His conduct throughout was in keeping with the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat "V" to Commander Paul Henrik Bjarnason (NSN: 0-77152), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of the Destroyer U.S.S. HENRY A. WILEY (DD-749) at Okinawa Gunto, from 23 March 1945 to 24 June 1945. By his imitative, perseverance and outstanding ability he kept his ship operating, protecting minesweeping units, delivering effective harassment fire against the strong enemy shore emplacements, performing anti-submarine and anti-patrol boat patrols, all within dangerously mined enemy waters, and being subjected to numerous attacks by enemy aircraft, including attacks by suicide planes, all without damage to his ship or injury to the assigned personnel. During this period the ship, of which he was in command, drove off fifty-one attacks by multiple enemy aircraft, shooting down twelve of the attacking planes. His outstanding service and conduct throughout were in keeping with the highest traditions of the United States Naval Service. (Commander Bjarnason is authorized to wear the Combat "V".)

"For heroic service while attached to an Amphibious Force operating against enemy Japanese forces in the waters off Okinawa Shima during the assault and capture of that island, from March 23 to June 24, 1945. In action almost continuously during this period of intensive hostilities, the HENRY A. WILEY operated in dangerously mined waters to serve a total of 31 days in mine-sweeping activities, 23 days on radar picket duty and 18 days in patrol, with an additional 11 nights of screening duty. Handled superbly, she fought off 51 air attacks by enemy planes, on one such occasion enabling other ships in the immediate area to continue uninterruptedly the rescue of survivors from the U.S.S. LUCE. With her guns expertly manned at all times, she succeeded in destroying a total of 12 Japanese planes, including two baka bombs, and assisted in the destruction of three other aircraft. Fulfilling each assigned mission on schedule she emerged without damage from every contact with the enemy. By her efficient protection of minesweeping units, her brilliant performance on radar picket and her accurate gunfire, the HENRY A. WILEY contributed essentially to the success of our forces. Her gallant service throughout the Okinawa Operation attests the valor, skill and devotion to duty of her officers and men and sustains the highest traditions of the United States Naval Service."

On the Asian continent, as on the Eastern Front, an Allied partner, China, carried the brunt of the fighting. China had been at war with Japan since 1937 and continued the fight until the Japanese surrender in 1945. The United States advised and supported China's ground war, while basing only a few of its own units in China for operations against Japanese forces in the region and Japan itself. The primary American goal was to keep the Chinese actively in the Allied war camp, thereby tying down Japanese forces that otherwise might be deployed against the Allies fighting in the Pacific.
The United States confronted two fundamental challenges in the China theater. The first challenge was political. Despite facing a common foe in Japan, Chinese society was polarized. Some Chinese were supporters of the Nationalist Kuomintang government; some supported one of the numerous former warlords nominally loyal to the Nationalists; and some supported the Communists, who were engaged in a guerrilla war against the military and political forces of the Nationalists. Continuing tensions, which sometimes broke out into pitched battles, precluded development of a truly unified Chinese war effort against the Japanese.
The second challenge in the China theater was logistical. Fighting a two-front war of its own, simultaneously having to supply other Allies, and facing enormous distances involved in moving anything from the United States to China, the U.S. military could not sustain the logistics effort required to build a modern Chinese army. Without sufficient arms, ammunition, and equipment, let alone doctrine and leadership training, the Chinese Nationalist Army was incapable of driving out the Japanese invaders. A "Europe-first" U.S. policy automatically lowered the priority of China for U.S.-manufactured arms behind the needs of U.S. forces, of other European Allies, and of the Soviet Union. The China theater was also the most remote from the United States. American supplies and equipment had to endure long sea passages to India for transshipment to China, primarily by airlift. But transports bringing supplies to China had to fly over the Himalayas the so-called Hump--whose treacherous air currents and rugged mountains claimed the lives of many American air crews. Despite a backbreaking effort, only a fraction of the supplies necessary to successfully wage a war ever reached southern China.
Regardless of these handicaps, the United States and Nationalist China succeeded in forging a coalition that withstood the tests of time. Indeed, Chinese leader Generalissimo Chiang Kai-shek, the Allied Supreme Commander, China Theater, accepted, though reluctantly, U.S. Army generals as his chiefs of staff. This command relationship also endured differences in national war aims and cultures, as well as personalities, until the end of the war. The original policies of President Franklin D. Roosevelt and Army Chief of Staff George C. Marshall succeeded--China stayed in the war and prevented sizable numbers of Japanese troops from deploying to the Pacific.
Strategic Setting
China's estimated 400 million people seemed to offer the Allies a great military asset in terms of inexhaustible manpower. Emerging from a century of defeat and humiliation at the hands of European powers and Japan, plus years of civil wars, China in the early 1900s appeared to be moving slowly toward restoring its national sovereignty. By the late 1920s, the Chinese government had gained at least nominal control over most of the country and embarked on a path of reform and modernization, with advice and support from selected foreign governments and individuals. Japan's undeclared war in China in 1937 gained popular sympathy and respect for the Chinese from the international community. By 1941, for a variety of reasons ranging from noble political idealism to crude anti-Japanese sentiment, the West was again ready to support China.
One key recipient of this support was the Chinese Nationalist Army. Despite Chiang's apparent unification of China by military force, his army incorporated many units more loyal to their former regional warlords than to his new central government. Nationalist Army units were not only uneven in loyalty but also in quality. On paper China had 3.8 million men under arms in 1941. They were organized into 246 "front-line" divisions, with another 70 divisions assigned to rear areas. Perhaps as many as forty Chinese divisions had been equipped with European-manufactured weapons and trained by foreign, particularly German and Soviet, advisers. The rest of the units were under strength and generally untrained. Overall, the Nationalist Army impressed most Western military observers as more reminiscent of a nineteenth- than a twentieth-century army.

After a long campaign of island hopping, the Allies were approaching Japan, and planned to use Okinawa, a large island only 340 mi (550 km) away from mainland Japan, as a base for air operations on the planned invasion of Japanese mainland (coded Operation Downfall). Four divisions of the U.S. 10th Army (the 7th, 27th, 77th, and 96th) and two Marine Divisions (the 1st and 6th) fought on the island. Their invasion was supported by naval, amphibious, and tactical air forces.
The battle has been referred to as the "typhoon of steel" in English, and tetsu no ame ("rain of steel") or ("violent wind of steel") in Japanese. The nicknames refer to the ferocity of the fighting, the intensity of kamikaze attacks from the Japanese defenders, and to the sheer numbers of Allied ships and armored vehicles that assaulted the island. The battle resulted in the highest number of casualties in the Pacific Theater during World War II. Based on Okinawan government sources, mainland Japan lost 77,166 soldiers, who were either killed or committed suicide, and the Allies suffered 14,009 deaths (with an estimated total of more than 65,000 casualties of all kinds). Simultaneously, 42,000–150,000 local civilians were killed or committed suicide, a significant proportion of the local population. The vast size of Europe, Mediterranean and Middle East theatre saw interconnected naval, land, and air campaigns fought for control of the Mediterranean, North Africa, the Horn of Africa, the Middle East, and Europe. The fighting in this theatre lasted from 10 June 1940, when Italy entered the war on the side of Germany, until 2 May 1945 when all Axis forces in Italy surrendered. However, fighting would continue in Greece – where British troops had been dispatched to aid the Greek government – during the early stages of the Greek Civil War.
The British referred to this theatre as the Mediterranean and Middle East Theatre (so called due to the location of the fighting and the name of the headquarters that controlled the initial fighting: Middle East Command) while the Americans called the theatre of operations the Mediterranean Theatre of War. The German official history of the fighting is dubbed 'The Mediterranean, South-East Europe, and North Africa 1939–1942'. Regardless of the size of the theatre, the various campaigns were not seen as neatly separated areas of operations but part of one vast theatre of war.
Fascist Italy aimed to carve out a new Roman Empire, while British forces aimed initially to retain the status quo. Italy launched various attacks around the Mediterranean, which were largely unsuccessful. With the introduction of German forces, Yugoslavia and Greece were overrun. Allied and Axis forces engaged in back and forth fighting across North Africa, with Axis interference in the Middle East causing fighting to spread there. With confidence high from early gains, German forces planned elaborate attacks to be launched to capture the Middle East and then to possibly attack the southern border of the Soviet Union. However, following three years of fighting, Axis forces were defeated in North Africa and their interference in the Middle East was halted. Allied forces then commenced an invasion of Southern Europe, resulting in the Italians switching sides and deposing Mussolini. A prolonged battle for Italy took place, and as the strategic situation changed in southeast Europe, British troops returned to Greece.
The theatre of war, the longest during the Second World War, resulted in the destruction of the Italian Empire and altered the strategic position of Germany resulting in numerous German divisions being deployed to Africa and Italy and total losses (including those captured upon final surrender) being over half a million.
