Throughout this period, MSTS shipping carried over 40,000 U.S. and allied combat and support troops to South Vietnam. The allied requirements for transportation were passed from MSTS representatives in the ports of Danang, Chu Lai, Qui Nhon, Nha Trang, Cam Ranh, Vung Tau, Phan Rang, and Vung Ro through the MSTS office in Saigon to the MSTS Far East, headquartered in Yokohama, Japan, and finally to Commander MSTS in the United States. Many types of vessels sailed in the MSTS fleet, including converted escort carriers Core, Card, Point Cruz (T-AKV 19), and Kula Gulf (T-AKV 8), which served as aircraft ferries. Corpus Christi Bay (T-ARVH 1), formerly seaplane tender Albermarle (AV 5), operated as a helicopter repair ship for the Army. In addition to the great number of standard cargo hulls, the service operated ships that carried cargo stowed in easily handled containers and new roll-on/roll-off ships that could quickly load and unload vehicles through rear or side ports. Arriving at Danang on 1 August 1967, Bienville was the first such container vessel to reach South Vietnam. Fuel tankers included the 190,000-barrel capacity Maumee (T-AO 149), the 140,000-barrel Cache (T-AO 67), and the 30,000-barrel Chattahoochee (T-AOG 82), the latter of which was used for storage and shuttle services in-country.
MSTS also controlled as many as 16 troop transports in the Pacific during the buildup of forces in South Vietnam. A fleet of LSTs, the number of which increased from 17 to 42 by mid-1968, handled cargo shuttling along the coast. In-port lighterage and terminal duties were accomplished by the MSTS-contracted Alaska Barge and Transport Company, which operated 19 tugs and 33 barges. The total MSTS effort ensured that the 550,000-man U.S. contingent in South Vietnam was well supplied, armed, and prepared to stay in the battle against the determined enemy.
Naval Support Activity, Saigon, which the Navy activated on 17 May 1966, two days after HSAS ceased operations, was charged with providing logistic support to naval units in the II, III, and IV Corps Tactical Zones. The newly created NAVFORV directed the operations of NSA Saigon. The support activity supplied the Navy's Coastal Surveillance Force, River Patrol Force, Riverine Assault Force, and the various specialized headquarters, offices, and detachments operating in the three southern corps areas. NSA Saigon provided the commands with ammunition, weapons, and communications equipment; transported cargo and personnel; repaired and maintained ships and craft; stocked spare parts; and built bases and facilities. Finally, NSA saw to the quartering, messing, payroll, and recreational needs of the naval officers and enlisted personnel in Vietnam.
The Saigon activity developed subordinate support bases for the combat forces similar to those of NSA Danang's. NSA Saigon detachments at Qui Nhon, Nha Trang, Cam Ranh Bay, An Thoi, Cat Lo, and Vung Tau primarily served the Market Time operation, although the last two bases were home to other naval combat units as well. The concentration of the Task Force 115 headquarters, naval air units, and other large contingents at Cam Ranh Bay required greater command authority and logistic resources. As a result, in September 1967, NSA Saigon upgraded the detachment to the Naval Support Facility, Cam Ranh Bay. Detachments were also established at Can Tho (and later moved to nearby Binh Thuy), Nha Be, Vinh Long, Sa Dec, My Tho, Tan Chau, and Long Xuyen. But on 22 October 1961, just two months after the construction of the Wall, the US Chief of Mission in West Berlin, E. Allan Lightner, was stopped in his car (which had occupation forces license plates) while crossing at Checkpoint Charlie to go to a theatre in East Berlin. The former Army General Lucius D. Clay, US President John F. Kennedy's Special Advisor in West Berlin, decided to demonstrate American resolve.
Clay sent an American diplomat, Albert Hemsing, to probe the border. While probing in a vehicle clearly identified as belonging to a member of the US Mission in Berlin, Hemsing was stopped by East German police asking to see his passport. Once his identity became clear, US Military Police were rushed in. The Military Police escorted the diplomatic car as it drove into East Berlin and the shocked GDR police got out of the way. The car continued and the soldiers returned to West Berlin. A British diplomat — British cars were not immediately recognisable as belonging to the staff in Berlin — was stopped the next day and showed his identity card identifying him as a member of the British Military Government in Berlin, infuriating Clay.
US Commandant General Watson was outraged by the East Berlin police's attempt to control the passage of American military forces. He communicated to the Department of State on 25 October 1961 that Soviet Commandant Colonel Solovyev and his men were not doing their part to avoid disturbing actions during a time of peace negotiations, and demanded that the Soviet authorities take immediate steps to remedy the situation. Solovyev replied by describing American attempts to send armed soldiers across the checkpoint and keeping American tanks at sector boundary as an "open provocation" and a direct violation of GDR regulations. He insisted that properly identified American military could cross the sector border without impediments, and were only stopped when their nationality was not immediately clear to guards. Solovyev contended that requesting identifying paperwork from those crossing the border was not unreasonable control; Watson disagreed. In regards to the American military presence on the border, Solovyev warned:
I am authorized to state that it is necessary to avoid actions of this kind. Such actions can provoke corresponding actions from our side. We have tanks too. We hate the idea of carrying out such actions, and are sure that you will re-examine your course.[16]
Perhaps this contributed to Hemsing's decision to make the attempt again: on 27 October 1961, Mr. Hemsing again approached the zonal boundary in a diplomatic vehicle. But Clay did not know how the Soviets would respond, so just in case, he had sent tanks with an infantry battalion to the nearby Tempelhof airfield. To everyone's relief the same routine was played out as before. The US Military Police and Jeeps went back to West Berlin, and the tanks waiting behind also went home.
Immediately afterwards, 33 Soviet tanks drove to the Brandenburg Gate. Curiously, Soviet premier Nikita Khrushchev claimed in his memoirs that as he understood it, the American tanks had seen the Soviet tanks coming and retreated. Col. Jim Atwood, then Commander of the US Military Mission in West Berlin, disagreed in later statements. As one of the first to spot the tanks when they arrived, Lieutenant Vern Pike was ordered to verify whether they were indeed Soviet tanks. He and tank driver Sam McCart drove over to East Berlin, where Pike took advantage of a temporary absence of any soldiers near the tanks to climb into one of them. He came out with definitive evidence that the tanks were Soviet, including a Red Army newspaper.
Ten of these tanks continued to Friedrichstraße, and stopped just 50 to 100 metres from the checkpoint on the Soviet side of the sector boundary. The US tanks turned back towards the checkpoint, stopping an equal distance from it on the American side of the boundary. From 27 October 1961 at 17:00 until 28 October 1961 at about 11:00, the respective troops faced each other. As per standing orders, both groups of tanks were loaded with live munitions. The alert levels of the US Garrison in West Berlin, then NATO, and finally the US Strategic Air Command (SAC) were raised. Both groups of tanks had orders to fire if fired upon.
It was at this point that US Secretary of State Dean Rusk conveyed to General Lucius Clay, the US commanding officer in Berlin, that "We had long since decided that Berlin is not a vital interest which would warrant determined recourse to force to protect and sustain." Clay was convinced that having US tanks use bulldozer mounts to knock down parts of the Wall would have ended the Crisis to the greater advantage of the US and its allies without eliciting a Soviet military response. His views, and corresponding evidence that the Soviets may have backed down following this action, support a more critical assessment of Kennedy's decisions during the crisis and his willingness to accept the Wall as the best solution.
With KGB spy Georgi Bolshakov serving as the primary channel of communication, Khrushchev and Kennedy agreed to reduce tensions by withdrawing the tanks. The Soviet checkpoint had direct communications to General Anatoly Gribkov at the Soviet Army High Command, who in turn was on the phone to Khrushchev. The US checkpoint contained a Military Police officer on the telephone to the HQ of the US Military Mission in Berlin, which in turn was in communication with the White House. Kennedy offered to go easy over Berlin in the future in return for the Soviets removing their tanks first. The Soviets agreed. Kennedy stated concerning the Wall: "It's not a very nice solution, but a wall is a hell of a lot better than a war."
A Soviet tank moved about 5 metres backwards first; then an American tank followed suit. One by one the tanks withdrew. But General Bruce C. Clarke, then the Commander-in-Chief (CINC) of US Army Europe (USAREUR), was said to have been concerned about Clay's conduct[citation needed] and Clay returned to the United States in May 1962. Gen. Adding to the regional tension, leftist Iraqi officers assassinated their nation's king and prime minister on 14 July 1958. This prompted the President of Lebanon and the King of Jordan to request military assistance from the US.
The purpose of Operation Blue Bat in Lebanon was to bolster the pro-Western Lebanese government of President Chamoun against internal opposition and threats from Syria and the United Arab Republic. The plan was to occupy and secure the Beirut International Airport, a few miles south of the city, then to secure the port of Beirut and approaches to the city. The operation involved approximately 14,000 men, including 8,509 Army personnel and 5,670 officers and men of the Marine Corps.
Army participation was conducted by USAREUR under the February 1958 revision of its Emergency Plan (EP) 201. The plan called for a task force (Army Task Force 201) to cope with any emergencies in the Middle East. The task force consisted of two airborne battle groups reinforced with minimum essential combat sand service support elements. The task force would comprise five echelons, four of which were actually committed to the operation in Lebanon.
While both Army and Marine forces were ordered to Lebanon on 15 July, only Marine units made assault landings. Army forces from USAREUR did not close in Beirut until 19 July. On this date, Force ALPHA, composed of 1 reinforced airborne battle group and the task force command group (1,720 personnel) arrived at Beirut by air. Since combat did not develop in Lebanon, Force BRAVO, a second airborne battle group and the advance headquarters of the task force (1,723 personnel) never left its station in Germany.
Force CHARLIE, containing combat, combat support and combat service units, left Germany by sea and air on 19 July and closed at Beirut by 25 July. According to EP 201, Force CHARLIE contained the main headquarters, the task force artillery (2 airborne batteries of 105-mm. howitzers), 1 section of a 762-mm. rocket battery, and the headquarters element-an airborne reconnaissance troop, an engineer construction company, the advance party of the task force support command, an evacuation hospital unit, elements of an airborne support group, and an Army Security Agency detachment. Political considerations subsequently eliminated the 762-mm rocket battery from the operations in Lebanon.
Force DELTA comprised the sea-tail of the airborne battle group, including 2 light truck companies, a section of a 762-mm. rocket battery, an engineer construction battalion (-), an antiaircraft artillery (AW) battery, technical service support units, and a military police unit. This echelon left Germany on 26 July and closed in Beirut from 3 to 5 August.
Force ECHO, a 90-mm. gun tank battalion, was to move by sea, according to EP 201. Its embarkation was delayed at Bremerhaven pending a decision whether to send one tank company or the entire battalion. Leaving Germany on 22-23 July, the echelon arrived at Beirut on 3 August 1958.
By 5 August, all major ATF-201 forces had reached Beirut and the bulk of their equipment and initial resupply had arrived or was en route. By 26 July, the Marines had deployed, in and around Beirut, four battalion landing teams and a logistical support group.
Besides authorizing the Navy's Sixth Fleet to conduct air operations and to land Marines in Beirut, the President ordered Tactical Air Command (TAC) Composite Air Strike Force Bravo to deploy from the US to Incirlik AB. The strike force, under command of Maj Gen Henry Viccellio, was in place by 20 July. It consisted of F-100s, B-57s, RF-101s, RB-66s, and WB-66s. These aircraft and supporting personnel overwhelmed the facilities at Incirlik, which also supported cargo and transport aircraft deploying an Army battalion from Germany to Lebanon. As no ground fighting involving Americans broke out, the strike force flew missions to cover troop movements, show-of-force missions over Beirut, aerial reconnaissance sorties, and leaflet drops. The Air Force had no tactical controllers in Lebanon, therefore the Navy established procedures for all tactical aircraft involved in the operation.
All operations had gone according to plan. Stable conditions were maintained until a new government was installed in Lebanon. American troops left in October, after the tension diminished.
The absence of opposition, and the underlying problem of whether such contingency forces should be supplied by USAREUR or STRAC in the United States, were factors in the Lebanon operation. The major logistical problems developed primarily from the non-combat status of the task force. The airlift of a Marine battalion from the continental United States to the objective area demonstrated that such a movement was both feasible and expeditious. While hostilities in western and southwestern China continued, the territory under the jurisdiction of the Republic of China was effectively reduced to Taiwan, the Pescadores, and several island groups along the coast of southeastern China. Hainan island fell to the Communists in April 1950 and the Choushan islands were evacuated by the Nationalists in May 1950, even before the First Taiwan Strait Crisis.
