The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Rear Admiral Carl Frederick Espe (NSN: 0-57547/1100), United States Navy, for exceptionally meritorious service to the United States in a position of great responsibility between 8 October 1951 and 29 March 1952. Rear Admiral Espe served with great distinction as Commander Amphibious Group ONE and as Commander Task Force NINETY, in connection with operations against enemy forces in the Korean area. He was outstandingly successful in effecting large scale movements of military personnel, equipment, and prisoners of war. His skillful planning and expeditious execution of amphibious troop movements was exemplified on the occasion of the rapid redeployment between Japan and Korea of approximately 62,000 troops, 16,000 short tons of cargo, and 1,620 vehicles. In addition to his outstanding contribution to the success of operations in Korea as Commander of Amphibious forces, he rendered valuable service in providing logistic support and amphibious training for U.S. Army units of Division strength. Throughout this period of service Rear Admiral Espe exhibited aggressive leadership, initiative, and a thorough knowledge of amphibious tactics. His distinguished service reflects great credit upon himself and the United States Naval Service.

The lull resulted from Ridgway's decision to halt offensive operations in Korea, because the cost of major assaults on the enemy's defenses would be more than the results could justify. Furthermore, the possibility of an armistice agreement emerging from the recently reopened talks ruled out the mounting of any large-scale offensive by either side. On 21 November Ridgway ordered the Eighth Army to cease offensive operations and begin an active defense of its front. Attacks were limited to those necessary to strengthen the main line of resistance and to establish an adequate outpost line.
In the third week of December the U.S. 45th Division, the first National Guard division to fight in Korea, replaced the 1st Cavalry Division in the I Corps sector north of Seoul. The 1st Cavalry Division returned to Japan.
In the air, U.N. bombers and fighter-bombers continued the interdiction campaign (Operation STRANGLE, which the Far East Air Forces had begun on 15 August 1951) against railroad tracks, bridges, and highway traffic. At sea, naval units of nine nations tightened their blockade around the coastline of North Korea. Carrier-based planes blasted railroads, bridges, and boxcars, and destroyers bombarded enemy gun emplacements and supply depots. On the ground, the 155-mile front remained generally quiet in the opening days of 1952. Later in January the Eighth Army opened a month-long artillery-air campaign against enemy positions, which forced the enemy to dig in deeply. It was agreed at the first meeting that military operations would continue until an armistice agreement was signed. However, neither aide was willing to start any large-scale offensive while peace talks were in progress. U.N. military action in this period was limited to combat patrolling, artillery and air bombardment, and the repulsing of enemy attacks.
In August of 1951 the strength of all U.N. ground forces under Eighth Army command totaled 549,224. This included 248,320 U.S. ground troops, Army and Marines, 268,320 in the ROK Army, and 32,874 in the ground units of the seventeen other United Nations.
Truce negotiations were broken off by the Communists on 22 August. Van Fleet then launched a series of limited-objective attacks to improve the Eighth Army's defensive positions. The U.S. X and ROK I Corps in east-central Korea fought for terrain objectives five to seven miles above Line KANSAS, among them Bloody and Heartbreak Ridges, to drive enemy forces from positions that favored an attack on Line KANSAS. By the last week in October these objectives had been secured.
Along the western portion of the front, action in September was characterized by local attacks, counterattacks, and combat patrols. By 12 October five divisions of the I Corps had advanced the front three to four miles to a new Line JAMESTOWN to protect the Ch'orwon-Seoul railroad. The American invasion had the goal of capturing the entire island, including its three airfields (including South Field and Central Field), to provide a staging area for attacks on the Japanese main islands. This five-week battle comprised some of the fiercest and bloodiest fighting of the War in the Pacific of World War II.
After the heavy losses incurred in the battle, the strategic value of the island became controversial. It was useless to the U.S. Army as a staging base and useless to the U.S. Navy as a fleet base. However, Navy SEABEES rebuilt the landing strips, which were used as emergency landing strips for USAAF B-29s.
The Imperial Japanese Army positions on the island were heavily fortified, with a dense network of bunkers, hidden artillery positions, and 18 km (11 mi) of underground tunnels. The Americans on the ground were supported by extensive naval artillery and complete air supremacy over Iwo Jima from the beginning of the battle by U.S. Navy and Marine Corps aviators.
Iwo Jima was the only battle by the U.S. Marine Corps in which the Japanese combat deaths were thrice those of the Americans throughout the battle. Of the 22,000 Japanese soldiers on Iwo Jima at the beginning of the battle, only 216 were taken prisoner, some of whom were captured because they had been knocked unconscious or otherwise disabled. The majority of the remainder were killed in action, although it has been estimated that as many as 3,000 continued to resist within the various cave systems for many days afterwards, eventually succumbing to their injuries or surrendering weeks later.
Despite the bloody fighting and severe casualties on both sides, the Japanese defeat was assured from the start. Overwhelming American superiority in arms and numbers as well as complete control of air power — coupled with the impossibility of Japanese retreat or reinforcement — permitted no plausible circumstance in which the Americans could have lost the battle.
The battle was immortalized by Joe Rosenthal's photograph of the raising of the U.S. flag on top of the 166 m (545 ft) Mount Suribachi by five U.S. Marines and one U.S. Navy battlefield Hospital Corpsman. The photograph records the second flag-raising on the mountain, both of which took place on the fifth day of the 35-day battle. The 3rd Marine Division landed near Agana to the north of Orote at 08:28, and the 1st Provisional Marine Brigade landed near Agat to the south. Japanese artillery sank 20 LVTs, and inflicted heavy casualties on the Americans, especially on the 1st Provisional Marine Brigade, but by 09:00 men and tanks were ashore at both beaches. The 77th Infantry Division had a more difficult landing. Lacking amphibious vehicles, they had to wade ashore from the edge of the reef where they were dropped by their landing craft. The men stationed in the two beachheads were pinned down by heavy Japanese fire, making initial progress inland quite slow.

By nightfall, the Americans had established beachheads about 6,600 feet (2,000 m) deep. Japanese counterattacks were made throughout the first few days of the battle, mostly at night, using infiltration tactics. Several times, they penetrated the American defenses and were driven back with heavy loss of men and equipment. Lieutenant General Takeshi Takashina was killed on 28 July, and Lieutenant General Hideyoshi Obata took over the command of the defenders.
Supply was very difficult for the Americans in the first days of the battle. Landing ships could not come closer than the reef, several hundred yards from the beach, and amphibious vehicles were scarce. However, the two beachheads were joined up on 25 July, and the Orote airfield and Apra harbor were captured by 30 July.
The counterattacks against the American beachheads, as well as the fierce fighting, had exhausted the Japanese. At the start of August, they were running out of food and ammunition and had only a handful of tanks left. Obata withdrew his troops from the south of Guam, planning to make a stand in the mountainous central and northern part of the island. But with resupply and reinforcement impossible because of American control of the sea and air around Guam, he could hope to do no more than delay the inevitable defeat for a few days.
Rain and thick jungle made conditions difficult for the Americans, but after an engagement at Mount Barrigada from 2-4 August, the Japanese line collapsed; the rest of the battle was a pursuit to the north. As in other battles of the Pacific War, the Japanese refused to surrender, and almost all were killed. The Battle of Tarawa was the first American offensive in the critical central Pacific region. The U.S. attack involved a combination of airstrikes, surface ship actions, and submarine attacks over two days and appeared to take the Japanese completely by surprise. Several daylight, along with nighttime, airstrikes employed fighters, dive bombers, and torpedo aircraft in attacks on Japanese airfields, aircraft, shore installations, and ships in and around the Truk anchorage. A force of U.S. surface ships and submarines guarded possible exit routes from the island's anchorage to attack any Japanese ships that tried to escape from the airstrikes.
In total the attack sank three Japanese light cruisers (Agano, Katori, and Naka), four destroyers (Oite, Fumizuki, Maikaze, and Tachikaze), three auxiliary cruisers (Akagi Maru, Aikoku Maru, Kiyosumi Maru), two submarine tenders (Heian Maru, Rio de Janeiro Maru), three other smaller warships (including submarine chasers CH-24 and Shonan Maru 15), aircraft transport Fujikawa Maru, and 32 merchant ships. Some of the ships were destroyed in the anchorage and some in the area surrounding Truk lagoon. Many of the merchant ships were loaded with reinforcements and supplies for Japanese garrisons in the central Pacific area. Very few of the troops aboard the sunken ships survived and little of their cargoes were recovered.
Maikaze, along with several support ships, was sunk by U.S. surface ships while trying to escape from the Truk anchorage. On 17 February 1944, while evacuating convoys to Yokosuka from Truk following Allied attack on Truk, Maikaze, the cruiser Katori, and the auxiliary cruiser Akagi Maru were sunk by gunfire from the cruisers Minneapolis, New Orleans, and the battleship New Jersey 40 miles (64 km) northwest of Truk. Maikaze herself was sunk with all hands on board. The survivors of the sunken Japanese ships reportedly refused rescue efforts by the U.S. ships.
The cruiser Agano, a veteran of the Raid on Rabaul and which was already en route to Japan when the attack began, was sunk by a U.S. submarine, Skate. Oite rescued 523 survivors from Agano and returned to Truk lagoon to assist in its defense with her anti-aircraft guns. She was sunk soon after by air attack with the Agano survivors still on board, killing all of them and all but 20 of Oite's crew.
Over 250 Japanese aircraft were destroyed, mostly on the ground. Many of the aircraft were in various states of assembly, having just arrived from Japan in disassembled form aboard cargo ships. Very few of the assembled aircraft were able to take off in response to the U.S. attack. Several Japanese aircraft that did take off were claimed destroyed by U.S. fighters or gunners on the U.S. bombers and torpedo planes.
The U.S. lost twenty-five aircraft, mainly due to the intense anti-aircraft fire from Truk's defenses. About 16 U.S. aircrew were rescued by submarine or amphibious aircraft (several Japanese, whose crew took them prisoner). A nighttime torpedo attack by a Japanese aircraft from either Rabaul or Saipan damaged Intrepid and killed 11 of her crew, forcing her to return to Pearl Harbor and later, San Francisco for repairs. She returned to duty in June, 1944. Another Japanese air attack slightly damaged the battleship Iowa with a bomb hit.

One well-known pilot, U.S. Marine Corps ace Gregory "Pappy" Boyington, survived this raid while being held prisoner on Truk, after being captured at Rabaul.
Aftermath
The attacks for the most part ended Truk as a major threat to Allied operations in the central Pacific; the Japanese garrison on Eniwetok was denied any realistic hope of reinforcement and support during the invasion that began on February 18, 1944, greatly assisting U.S. forces in their conquest of that island.
The Japanese later relocated about 100 of their remaining aircraft from Rabaul to Truk. These aircraft were attacked by U.S. carrier forces in another attack on April 29–30, 1944 which destroyed most of them. The U.S. aircraft dropped 92 bombs over a 29-minute period to destroy the Japanese planes. The April 1944 strikes found no shipping in Truk lagoon and were the last major attacks on Truk during the war.
Truk was isolated by Allied (primarily U.S.) forces as they continued their advance towards Japan by invading other Pacific islands such as Guam, Saipan, Palau, and Iwo Jima.
