Description During 2008 and 2009, all non-U.S. foreign forces withdrew from Iraq. Withdrawal of all non-U.S. forces was complete by 31 July 2009. The United States decided after negotiations to cease combat operations, that is, patrolling, serving arrest warrants, route clearance, etc., within Iraq by 1 September 2010, and transition to a pure advise, train and assist role. The changing mission entailed major troop reductions; from 115,000 on 15 December 2009, to 50,000 by 1 September 2010, and to zero by 31 December 2011.
As a result of the evolution of Operation Iraqi Freedom, three major commands (Multi-National Force – Iraq, Multi-National Corps – Iraq and Multi-National Security Transition Command – Iraq) were merged on 1 January 2010. The streamlining reduced the total number of staff positions by 41%, and serves the new advise, train and assist role of the American forces under the U.S.–Iraq Strategic Framework Agreement. The reduced number of staff positions decreased the personnel requirements on the United States armed forces. This also meant that further space was created for the reconstitution of the U.S. military after the end of significant combat operations. (This reconstitution may include, for example, longer leave for many personnel, enhanced space for psychological counselling, equipment repair and maintenance, transport of enormous amounts of equipment, supplies, and materiel south to Kuwait and onward, reconsideration of requirements, etc.).
The new USF–I was claimed to be organized into three divisions, which as of January 2010 were actually four. United States Division – North takes over from the former MND–N, United States Division – Center takes over from United States Force – West and MND–Baghdad, amalgamated on 23 January 2010, and United States Division – South, takes over from the old MND–South. In December 2009/January 2010 when the transition occurred, the 34th Infantry Division was providing the headquarters of MND/USD South. On 3 February 2010, the 1st Infantry Division took command of USD–South (covering nine Governorates of Iraq, including Wasit Governorate and Babil Governorate) from the 34th Infantry Division. A number of Advise and Assist (A&A) Brigades were created to carry out the Advise and Assist mission. Advise and Assist brigades were 'standard combat brigades with a complement of forty-eight extra majors and colonels to serve as advisers to Iraqi troops.'
MNSTC–I became U.S. Forces – Iraq, Advising and Training, which was under a major general, double-hatted as Commander, NATO Training Mission – Iraq (NTM–I).

United States Central Command's Joint Task Force Southwest Asia (JTF-SWA) had the mission of monitoring and controlling the airspace south of the 32nd Parallel (extended to the 33rd Parallel in 1996) in southern and south-central Iraq during the period following the end of the 1991 Gulf War until the 2003 invasion of Iraq.
Operation Southern Watch began on 27 August 1992 with the stated purpose of ensuring Iraqi compliance with United Nations Security Council Resolution 688 (UNSCR 688) of 5 April 1991, which demanded that Iraq "immediately end this repression and express the hope in the same context that an open dialogue will take place to ensure that the human and political rights of all Iraqi citizens are respected." Nothing in the resolution spelled out the Iraqi no-fly zones or Operation Southern Watch.
Iraqi bombing and strafing attacks against the Shi’ite Muslims in Southern Iraq during the remainder of 1991 and during 1992 indicated Saddam Hussein chose not to comply with the resolution. Forces from Saudi Arabia, the United States, the United Kingdom, and France participated in Operation Southern Watch. The commander of JTF-SWA, an aeronautically rated United States Air Force (USAF) Major General, assisted by an aeronautically designated United States Navy (USN) Rear Admiral, reported directly to the Commander, United States Central Command (USCENTCOM).
Military engagements in Southern Watch occurred with regularity, with Coalition aircraft routinely being shot at by Iraqi air defense forces, though they were usually only reported in the Western press occasionally. An intensification was noted prior to the 2003 invasion of Iraq, though it was said at the time to just be in response to increasing activity by Iraqi air-defense forces. Individuals serving between January 17, 1991, and November 30, 1995, in Israel, Egypt, Turkey, Syria, and Jordan (including their air space and territorial waters) are also eligible; however, they must have directly supported combat operations (e.g., embassy guards are not eligible). Description UNITAS exercises are sponsored by U.S. Naval Forces Southern Command with the objective to foster cooperation and increase interoperability among the navies of the Americas. Held continuously since 19UNITAS exercises are sponsored by U.S. Naval Forces Southern Command with the objective to foster cooperation and increase interoperability among the navies of the Americas. Held continuously since 1959, UNITAS has become the premier multinational naval exercise in the Southern Command area of operations.
During the two-week exercise, participating units have the opportunity to train as unified force in all aspects of naval operations, from maritime interdiction to anti-submarine and electronic warfare. U.S. Naval Forces Southern Command sponsors UNITAS exercises with the objective to foster cooperation and develop interoperability among the navies of the region.
UNITAS supports U.S. Southern Command objectives for enhanced maritime security in its area of responsibility. It is intended to train participating forces in a variety of maritime scenarios to test command and control of forces at sea, while operating as a multinational force to provide the maximum opportunity to improve interoperability.... In addition, all members of the National Guard and Reserve who were part of the Selected Reserve in good standing between August 2, 1990, to November 30, 1995, are eligible for the National Defense Service Medal. In the case of Navy personnel, Midshipment attending the Naval Academy during the qualifying periods are eligible for this award, and Naval Reserve Officer Training Corps (NROTC) Midshipmen ae only eligible if they participated in a summer cruise that was in an area which qualified for a campaign medal.
