The President of the United States takes pleasure in presenting the Navy Cross to Aaron Stanton Merrill, Rear Admiral, U.S. Navy, for extraordinary heroism and distinguished service in the line of his profession as Commander, Task Force THIRTY-NINE (TF-39), during an engagement with Japanese naval forces at Empress Augusta Bay, off Bougainville, Solomon Islands, on the night of 1 - 2 November 1943. Employing daring tactics with gunfire and torpedoes, Rear Admiral Merrill disposed his ships with such skill that the ensuing battle resulted in the destruction of five hostile warships, including one cruiser and four destroyers. During the retirement from this action, his forces repulsed an air attack by 67 Japanese planes, shooting down 17 of them. Rear Admiral Merrill's inspiring leadership and the valiant devotion to duty of his command contributed in large measure to the outstanding success of these vital missions and reflect great credit upon the United States Naval Service.

Background
After the American victory in the Guadalcanal campaign, operations in the Solomon Islands shifted to the west, where the Japanese maintained a substantial garrison on Kolombangara. On the night of 5 March 1943, the Japanese destroyers Murasame and Minegumo—commanded by Sho-sa (Lieutenant Commander) Yoji Tanegashima—took supplies to the Japanese base at Vila, on Kolombangara.
Battle
As they withdrew after landing their cargo, the two Japanese ships encountered Task Force 68 (TF 68), consisting of three light cruisers (USS Montpelier, Cleveland, and Denver) and three destroyers (USS Conway, Cony, and Waller) commanded by Rear Admiral Aaron S. Merrill, that had been bombarding Japanese positions at Vila.
In a short battle, both Japanese destroyers were sunk. Fifty-three survivors from Murasame and 122 survivors from Minegumo managed to reach Japanese lines. Two other survivors from Minegumo were later captured by U.S. forces.
Aftermath
On 7 May, the minelayers USS Gamble, Breese, and Preble laid mines across Blackett Strait in an attempt to interdict Japanese ship movements traveling through the strait. The next day, Japanese destroyers Oyashio, Kagero, and Kuroshio all hit mines in that area. Kuroshio sank immediately. Kagero and Oyashio sank later that day after being attacked and further damaged by U.S. aircraft from Henderson Field.
PT-109
Another engagement occurred in Blackett Strait when a force of 15 PT boats, including LTJG John F. Kennedy's PT-109 were sent to intercept the "Tokyo Express" supply convoy on 2 August. In what National Geographic called a "poorly planned and badly coordinated" attack, 15 boats with 60 available torpedoes went into action. However, of the 30 torpedoes fired by PT boats from four sections, not a single hit was scored.
In the battle, only four PT boats (the section leaders) had radar, and they were ordered to return to base after firing their torpedoes on radar bearings. When they left, the remaining boats were virtually blind and without verbal orders, thus leading to more confusion.
Patrolling just after the section leader had departed for home, PT-109 was run down on a dark moonless night by the Japanese destroyer Amagiri, returning from the supply mission. The PT boat had her engines at idle to hide her wake from seaplanes. Conflicting statements have been made as to whether the destroyer captain spotted and steered towards the boat. Members of the destroyer crew believed the collision was not an accident, though other reports suggest Amagiri's captain never realized what happened till after the fact. The captain of PT-109 was future U.S. President John F. Kennedy. Background
On 5 July, United States Navy Task Group 36.1 (TG 36.1)—commanded by Rear Admiral Walden L. Ainsworth and consisting of the light cruisers USS Honolulu (CL-48), USS St. Louis (CL-49), and USS Helena (CL-50), plus four destroyers, had received word of another "Tokyo Express" mission down "the Slot" in the Solomon Islands, and the task group proceeded northwest past New Georgia Island.
The Allies were in the process of launching their next offensive in the Solomon Islands, having just landed troops on the island of Rendova as a preliminary step to seizing the major Japanese airstrip at Munda on New Georgia Island. In support of this landing, which was to set up an initial beachhead for moving U.S. troops across Blanche Channel to New Georgia, Admiral Ainsworth had the night before conducted a cruiser bombardment of Vila on Kolombangara Island and Bairoko on New Georgia and, short of fuel and ammunition, was in the process of retiring to the Coral Sea to replenish. A U.S. Marine landing was scheduled on the northern shore of New Georgia on 10 July, that would require further naval support.
Battle
At 01:06 off Kolombangara, the task group came into contact with a Japanese reinforcement group commanded by Admiral Teruo Akiyama which consisted of ten destroyers loaded with 2,600 combat troops that were bound for Vila, which they used as a staging point for moving into Munda. The Japanese were divided into two forces, a formation of three escorts trailing the main column first came under attack.
The U.S. ships opened fire at 01:57, firing 612 shells in 21 minutes and six seconds, quickly sinking the destroyer Niizuki and killing Admiral Akiyama. However, Helena had expended all of her flashless powder the previous night, she was forced to use smokeless powder, thus illuminating herself to the Japanese ships with every salvo. Two of the Japanese destroyers launched their Long Lance torpedoes and hit Helena, fatally damaging her. The main Japanese force, which had countermarched away from Vila with the first contact, then broke away, having landed only 850 of the 2,600 troops. The Japanese destroyer Nagatsuki ran aground, while Hatsuyuki was damaged.
Both forces began to withdraw from the area, but one Japanese and two American destroyers remained to rescue survivors. At about 05:00, the destroyers Amagiri and USS Nicholas exchanged torpedoes and gunfire. Amagiri was hit and retired. The beached Nagatsuki was abandoned by her crew in the morning, she was bombed and destroyed by American aircraft.
Aftermath
The destroyers USS Radford and Nicholas both stayed behind to rescue survivors from Helena. While rescuing over 750 men, Radford and Nicholas had to reengage the enemy three times, they were awarded the Presidential Unit Citation for their rescue. At 01:00 on 13 July, the Allied ships established radar contact about 20 mi (17 nmi; 32 km) east of the northern tip of Kolombangara. Ainsworth assumed he had complete surprise, but the Japanese had been aware of the Allied force for almost two hours. The destroyers increased speed to engage the Japanese force while the cruisers turned to deploy their main batteries, but the Imperial destroyers had already launched Long Lance torpedoes and turned away. Jintsu engaged the Allied ships, but all Allied fire was concentrated on the largest ship. Jintsu was reduced to a wreck while Leander was struck by a torpedo and, severely damaged, retired from the battle escorted by Radford and Jenkins. Jintsu was finally broken in two by torpedo hits and sank at about 01:45, with the loss of nearly her entire crew, including Vice Admiral Izaki.
Ainsworth pursued the Imperial destroyers, but both St. Louis and Honolulu were struck by torpedoes and damaged, while Gwin was struck amidships and scuttled at 09:30 the next morning.
Aftermath
Honolulu and St. Louis were out of action for several months, while Leander was under repair for a year and never returned to action during World War II.
Except for Jintsu, the Japanese force escaped damage, and the transport destroyers successfully landed 1,200 men at Vila. The Emperor's men had won a tactical victory, but of the action the naval historian Samuel Eliot Morison wrote: "A string of such victories added up to defeat."
Though at a severe cost, Ainsworth also accomplished his mission of preventing an attack on the Marines, and combined with the earlier Battle of Kula Gulf, successfully deterred the Japanese from future use of Kula Gulf in reinforcing Munda. American soldiers under General John J. Pershing, commander of the American Expeditionary Force (AEF), arrived in large numbers on the Western Front in the summer of 1918. They played a major role until victory was achieved on November 11, 1918. Before entering the war, the U.S had remained neutral, though it had been an important supplier to Great Britain and the other Allied powers. During the war, the U.S mobilized over 4 million military personnel and suffered 110,000 deaths, including 43,000 due to the influenza pandemic. The war saw a dramatic expansion of the United States government in an effort to harness the war effort and a significant increase in the size of the U.S. military. After a slow start in mobilising the economy and labour force, by spring 1918 the nation was poised to play a role in the conflict. Although the United States declared war on Germany on April 6, 1917, it did not initially declare war on the other Central Powers, a state of affairs that Woodrow Wilson described as an "embarrassing obstacle" in his State of the Union speech. Congress declared war on the Austro-Hungarian Empire on December 17, 1917, but never made declarations of war against the other Central Powers, Bulgaria, the Ottoman Empire or the various Co-belligerents allied with the central powers, thus the United States remained uninvolved in the military campaigns in central, eastern and southern Europe, the Middle East, the Caucasus, North Africa, Sub-Saharan Africa, Asia and the Pacific.
The United States as late as 1917 maintained only a small army, smaller than thirteen of the nations and empires already active in the war. After the passage of the Selective Service Act in 1917, it drafted 2.8 million men into military service. By the summer of 1918 about a million U.S. soldiers had arrived in France, about half of whom eventually saw front-line service; by the Armistice of November 11 approximately 10,000 fresh soldiers were arriving in France daily. In 1917 Congress gave U.S. citizenship to Puerto Ricans when they were drafted to participate in World War I, as part of the Jones Act. In the end Germany miscalculated the United States' influence on the outcome of the conflict, believing it would be many more months before U.S. troops would arrive and overestimating the effectiveness of U-boats in slowing the American buildup.
The United States Navy sent a battleship group to Scapa Flow to join with the British Grand Fleet, destroyers to Queenstown, Ireland and submarines to help guard convoys. Several regiments of Marines were also dispatched to France. The British and French wanted U.S. units used to reinforce their troops already on the battle lines and not to waste scarce shipping on bringing over supplies. The U.S. rejected the first proposition and accepted the second. General John J. Pershing, American Expeditionary Forces (AEF) commander, refused to break up U.S. units to serve as mere reinforcements for British Empire and French units. As an exception, he did allow African-American combat regiments to fight in French divisions. The Harlem Hellfighters fought as part of the French 16th Division, earning a unit Croix de Guerre for their actions at Château-Thierry, Belleau Wood, and Séchault.
Impact of US forces on the war
On the battlefields of France in spring 1918, the war-weary Allied armies enthusiastically welcomed the fresh American troops. They arrived at the rate of 10,000 a day, at a time when the Germans were unable to replace their losses. After British Empire, French and Portuguese forces had defeated and turned back the powerful final German offensive (Spring Offensive of March to July, 1918), the Americans played a role in the Allied final offensive (Hundred Days Offensive of August to November). However, many American commanders used the same flawed tactics which the British, French, Germans and others had abandoned early in the war, and so many American offensives were not particularly effective. Pershing continued to commit troops to these full- frontal attacks, resulting in high casualties against experienced veteran German and Austrian-Hungarian units. Nevertheless, the infusion of new and fresh U.S. troops greatly strengthened the Allies' strategic position and boosted morale.
