We have come here this morning to pay honor to an outstanding officer and his outstanding career of honorable and faithful service to our country and to the cause of freedom in the world.
A few months after the end of the First World War the United States Naval Academy enrolled Midshipman Harry D. Felt. From that day in 1919 to this day in 1964, he has given 44 years of his life to the service of this Nation. I know of no way in which such devotion and such dedication could ever be rewarded fully or honored adequately, but I am sure that the personal knowledge of what he has done to make our freedom more secure is reward enough for Admiral Felt.
In many respects this long career of service around the world symbolizes the role of our Nation during this century. Over the span of nearly 5 decades, we have asked our sons and all our people to bear burdens which citizens of no other nation have ever borne. We have waved no flag of conquest. We have shouted no cries of national pride. But we have mustered great armies and we have floated great fleets and we have rallied our great resources to defend human freedom and world peace.
In all the history of humankind no other peoples have ever sought to exercise such an influence for responsibility among nations.
As this distinguished officer can be proud of the individual contribution that he has made, all of the American people can together be proud of the contribution that they and their Nation have made in the affairs of men. This great effort has not been for naught. We have not in 50 years changed the ways of the world for the last 5,000 years. But we have sown the seeds of decency, and I believe that we shall reap a harvest of victory if we continue on our course of preparedness and prudence and firm purpose.
The world in which Admiral Felt retires from active duty is much smaller than the world in which his duty and our destiny began, but the cause which we uphold is a much larger cause now for independent, freedom-loving men and women on every continent today. They stand with us, and our cause is the cause of free men everywhere. In the support of that cause, Admiral Felt has won the admiration and the respect of men from many free nations on both sides of the globe. For the past 6 years he has borne the responsibility for the largest joint military command in the world, acting as our Commander in Chief for the Pacific.
As your colleagues in uniform know, and as your country knows, Admiral Felt, you have met the challenges of this duty skillfully, prudently, and with a telling effect. You have been a lifelong credit to the traditions of your service and to the traditions of our country.
It is my privilege now, and a very great honor for me, on behalf of the Government and the people of the United States to add another honor to the many that you have received already in war and in peace--the Distinguished Service Medal.
I have asked Secretary McNamara to be present this morning and to read this citation.

The ROC troops on Kinmen dug in and then returned fire. In the heavy exchange of fire, roughly 440 ROC soldiers and 460 PRC soldiers were killed.
This conflict was a continuation of the First Taiwan Strait Crisis, which had begun immediately after the Korean War was over. The Nationalist Chinese had begun to build on the island of Kinmen and the nearby Matsu archipelago. During 1954, the PLA began firing artillery at both Kinmen and some of the nearby Matsu islands.
The American Eisenhower Administration responded to the request for aid from the ROC according to its obligations in the mutual defense treaty that had been ratified in 1954. President Dwight D. Eisenhower ordered the reinforcement of the U.S. Navy Seventh Fleet in the area, and he ordered American naval vessels to help the Nationalist Chinese government to protect the supply lines to the islands.
Also, under a secret effort called "Operation Black Magic", the U.S. Navy modified some of the F-86 Sabre fighter planes of the ROC Air Force with its newly developed AIM-9 Sidewinder air-to-air missiles (early models). These missiles gave the Nationalist Chinese pilots a decisive edge over the Soviet-made MiG-15 and MiG-17 fighters in the skies over the Matsu Islands and the Taiwan Strait. The ROC pilots used the Sidewinder missiles to score numerous kills on PLAAF MiG aircraft.
The US Army's contribution was to reinforce the strategic air defense capability of the ROC. A provisional Nike battalion was organized at Fort Bliss, TX, and sent via USMTS USS General J. C. Breckinridge (AP-176) to Taiwan. The 2nd Missile Battalion was augmented with detachments of signal, ordnance and engineers, totaling some 704 personnel. Recent research from the U.S. National Archives and Records Administration also indicates that the U.S. Air Force was prepared for nuclear warfare against the PRC.[citation needed]
Twelve long-range 203 mm (8-inch) M115 howitzer artillery pieces and numerous 155 mm howitzers were transferred from the U.S. Marine Corps to the Army of the ROC. These were sent west to Kinmen Island to gain superiority in the artillery duel back and forth over the straits there. The impact of these powerful (but conventional) artillery pieces led some members of the PLA to believe that American artillerymen had begun to use nuclear weapons against them.
Soon, the Soviet Union dispatched its foreign minister, Andrei Gromyko, to Beijing to discuss the actions of the PLA and the Red Chinese Air Force, with advice of caution to the Red Chinese.
On September 22, 1958, the Sidewinder missile was used for the first time in air-to-air combat as 32 Nationalist Chinese F-86s clashed with 100 Red Chinese MiGs in a series of aerial engagements. Numerous MiGs were shot down by Sidewinders, the first "kills" to be scored by air-to-air missiles in combat.

It took place from 7–9 August 1942 on the Solomon Islands, during the initial Allied landings in the Guadalcanal campaign.
In the battle, U.S. Marines, under the overall command of U.S. Major General Alexander Vandegrift, successfully landed and captured the islands of Tulagi, Gavutu, and Tanambogo among which the Japanese Navy had constructed a naval and seaplane base. The landings were fiercely resisted by the Japanese Navy troops who, outnumbered and outgunned by the Allied forces, fought and died almost to the last man.
At the same time that the landings on Tulagi and Gavutu–Tanambogo were taking place, Allied troops were also landing on nearby Guadalcanal, with the objective of capturing an airfield under construction by Japanese forces. The American Campaign Medal was awarded for For thirty days service outside the Continental United States but within the American Theater of Operations between December 7, 1941, and March 2, 1946; or, an aggregate service of one year within the Continental United States during the same period under the following circumstances: On permanent assignment outside the continental limits of the United States; or, On permanent assignment as a member of a crew of a vessel sailing ocean waters for a period of 30 consecutive days or 60 non-consecutive days; or, For service outside the continental limits of the United States in a passenger status or on temporary duty for 30 consecutive days or 60 non consecutive days; or, For service in active combat against the enemy and awarded a combat decoration or furnished a certificate by the commanding general of a corps, higher unit, or independent force that the individual actually participated in combat; or, For service within the continental limits of the United States for an aggregate period of one year.
