The President of the United States of America takes pride in presenting the Navy Cross (Posthumously) to Commander George Philip, Jr. (NSN: 0-74871), United States Navy, for extraordinary heroism and distinguished service in the line of his profession as Commanding Officer of the Destroyer U.S.S. TWIGGS (DD-591), during operations against the enemy in the vicinity of Okinawa Gunto, Nansei Shoto, from 25 March 1945 to 16 June 1945. Despite frequent attacks both day and night by enemy aircraft, and in the face of tremendous difficulties, Commander Philip directed the operation of his ship in such a manner that every mission was accomplished effectively. When his ship was damaged by an enemy suicide plane, Commander Philip brought her safely through the attack and supervised repair of battle damage in the combat area, returning to action in the minimum possible time. By his heroism in the destruction of enemy aircraft and shore installations, by his courage and endurance while commanding one of the destroyer pickets at Okinawa, an extraordinarily hazardous duty, and by virtue of conspicuous personal leadership in maintaining the fighting morale of a battle-worn crew under extremely trying conditions, Commander Philip distinguished himself and his command and contributed greatly to the success of a very difficult operation. His determination and heroic conduct were in keeping with the highest traditions of the United States Naval Service.

After a long campaign of island hopping, the Allies were approaching Japan, and planned to use Okinawa, a large island only 340 mi (550 km) away from mainland Japan, as a base for air operations on the planned invasion of Japanese mainland (coded Operation Downfall). Four divisions of the U.S. 10th Army (the 7th, 27th, 77th, and 96th) and two Marine Divisions (the 1st and 6th) fought on the island. Their invasion was supported by naval, amphibious, and tactical air forces.
The battle has been referred to as the "typhoon of steel" in English, and tetsu no ame ("rain of steel") or ("violent wind of steel") in Japanese. The nicknames refer to the ferocity of the fighting, the intensity of kamikaze attacks from the Japanese defenders, and to the sheer numbers of Allied ships and armored vehicles that assaulted the island. O'BANNON (DD-450), operating as a unit of a Task Force in the Solomon Islands from 10 January to 6 April 1943. During this period his ship acquitted itself with distinction, participating in three bombardments of enemy shore installations; operated against enemy air and surface forces attempting to relieve Guadalcanal, and surprised on the surface and sank an enemy submarine on the night of 15 April. Background
On 5 July, United States Navy Task Group 36.1 (TG 36.1)—commanded by Rear Admiral Walden L. Ainsworth and consisting of the light cruisers USS Honolulu (CL-48), USS St. Louis (CL-49), and USS Helena (CL-50), plus four destroyers, had received word of another "Tokyo Express" mission down "the Slot" in the Solomon Islands, and the task group proceeded northwest past New Georgia Island.
The Allies were in the process of launching their next offensive in the Solomon Islands, having just landed troops on the island of Rendova as a preliminary step to seizing the major Japanese airstrip at Munda on New Georgia Island. In support of this landing, which was to set up an initial beachhead for moving U.S. troops across Blanche Channel to New Georgia, Admiral Ainsworth had the night before conducted a cruiser bombardment of Vila on Kolombangara Island and Bairoko on New Georgia and, short of fuel and ammunition, was in the process of retiring to the Coral Sea to replenish. A U.S. Marine landing was scheduled on the northern shore of New Georgia on 10 July, that would require further naval support.
Battle
At 01:06 off Kolombangara, the task group came into contact with a Japanese reinforcement group commanded by Admiral Teruo Akiyama which consisted of ten destroyers loaded with 2,600 combat troops that were bound for Vila, which they used as a staging point for moving into Munda. The Japanese were divided into two forces, a formation of three escorts trailing the main column first came under attack.
The U.S. ships opened fire at 01:57, firing 612 shells in 21 minutes and six seconds, quickly sinking the destroyer Niizuki and killing Admiral Akiyama. However, Helena had expended all of her flashless powder the previous night, she was forced to use smokeless powder, thus illuminating herself to the Japanese ships with every salvo. Two of the Japanese destroyers launched their Long Lance torpedoes and hit Helena, fatally damaging her. The main Japanese force, which had countermarched away from Vila with the first contact, then broke away, having landed only 850 of the 2,600 troops. The Japanese destroyer Nagatsuki ran aground, while Hatsuyuki was damaged.
Both forces began to withdraw from the area, but one Japanese and two American destroyers remained to rescue survivors. At about 05:00, the destroyers Amagiri and USS Nicholas exchanged torpedoes and gunfire. Amagiri was hit and retired. The beached Nagatsuki was abandoned by her crew in the morning, she was bombed and destroyed by American aircraft.
Aftermath
The destroyers USS Radford and Nicholas both stayed behind to rescue survivors from Helena. While rescuing over 750 men, Radford and Nicholas had to reengage the enemy three times, they were awarded the Presidential Unit Citation for their rescue. Battle
At 01:00 on 13 July, the Allied ships established radar contact about 20 mi (17 nmi; 32 km) east of the northern tip of Kolombangara. Ainsworth assumed he had complete surprise, but the Japanese had been aware of the Allied force for almost two hours. The destroyers increased speed to engage the Japanese force while the cruisers turned to deploy their main batteries, but the Imperial destroyers had already launched Long Lance torpedoes and turned away. Jintsu engaged the Allied ships, but all Allied fire was concentrated on the largest ship. Jintsu was reduced to a wreck while Leander was struck by a torpedo and, severely damaged, retired from the battle escorted by Radford and Jenkins. Jintsu was finally broken in two by torpedo hits and sank at about 01:45, with the loss of nearly her entire crew, including Vice Admiral Izaki.
Ainsworth pursued the Imperial destroyers, but both St. Louis and Honolulu were struck by torpedoes and damaged, while Gwin was struck amidships and scuttled at 09:30 the next morning.
Aftermath
Honolulu and St. Louis were out of action for several months, while Leander was under repair for a year and never returned to action during World War II.
Except for Jintsu, the Japanese force escaped damage, and the transport destroyers successfully landed 1,200 men at Vila. The Emperor's men had won a tactical victory, but of the action the naval historian Samuel Eliot Morison wrote: "A string of such victories added up to defeat."
Though at a severe cost, Ainsworth also accomplished his mission of preventing an attack on the Marines, and combined with the earlier Battle of Kula Gulf, successfully deterred the Japanese from future use of Kula Gulf in reinforcing Munda. On 7 August 1942, Allied forces, predominantly American, landed on the islands of Guadalcanal, Tulagi, and Florida in the southern Solomon Islands with the objective of denying their use by the Japanese to threaten the supply and communication routes between the US, Australia, and New Zealand. The Allies also intended to use Guadalcanal and Tulagi as bases to support a campaign to eventually capture or neutralize the major Japanese base at Rabaul on New Britain. Three major land battles, seven large naval battles (five nighttime surface actions and two carrier battles), and continual, almost daily aerial battles culminated in the decisive Naval Battle of Guadalcanal in early November 1942, in which the last Japanese attempt to bombard Henderson Field from the sea and land with enough troops to retake it was defeated. In December 1942, the Japanese abandoned further efforts to retake Guadalcanal and evacuated their remaining forces by 7 February 1943 in the face of an offensive by the US Army's XIV Corps, conceding the island to the Allies.

On the night of 11 October, Japanese naval forces in the Solomon Islands area—under the command of Vice Admiral Gunichi Mikawa—sent a major supply and reinforcement convoy to their forces on Guadalcanal. The convoy consisted of two seaplane tenders and six destroyers and was commanded by Rear Admiral Takatsugu Jojima. At the same time, but in a separate operation, three heavy cruisers and two destroyers—under the command of Rear Admiral Aritomo Goto-were to bombard the Allied airfield on Guadalcanal (called Henderson Field by the Allies) with the object of destroying Allied aircraft and the airfield's facilities.
Shortly before midnight on 11 October, a U.S force of four cruisers and five destroyers—under the command of Rear Admiral Norman Scott—intercepted Goto's force as it approached Savo Island near Guadalcanal. Taking the Japanese by surprise, Scott's warships sank one of Goto's cruisers and one of his destroyers, heavily damaged another cruiser, mortally wounded Goto, and forced the rest of Goto's warships to abandon the bombardment mission and retreat. During the exchange of gunfire, one of Scott's destroyers was sunk and one cruiser and another destroyer were heavily damaged. In the meantime, the Japanese supply convoy successfully completed unloading at Guadalcanal and began its return journey without being discovered by Scott's force. Later on the morning of 12 October, four Japanese destroyers from the supply convoy turned back to assist Goto's retreating, damaged warships. Air attacks by U.S. aircraft from Henderson Field sank two of these destroyers later that day.
As with the preceding naval engagements, around Guadalcanal, the strategic outcome was inconsequential because neither the Japanese nor United States navies secured operational control of the waters around Guadalcanal as a result of this action.
