The President of the United States of America takes pride in presenting a Gold Star in lieu of a Second Award of the Distinguished Flying Cross (Posthumously) to Commander Harry Eugene Thomas, United States Navy, for extraordinary achievement while participating in aerial flight as Commanding Officer of Attack Squadron ONE HUNDRED FIFTY-THREE (VA-153), serving aboard U.S.S. CORAL SEA (CVA-43), as a member of the U.S. SEVENTH Fleet, during the period 7 February to 13 August 1965. Planning and coordinating many major strikes conducted by CORAL SEA aircraft against targets in North Vietnam, Commander Thomas, an airborne strike leader, was the first to arrive on target, positively identify it, deliver his ordnance and remain in the immediate target area to control and coordinate the remainder of the strike. During this period, he led successful massive air strikes against such heavily defended targets as Vinh, Than Hoa, the Dong Phoung Thong Bridge and the Puc Loi Naval Depot. On two occasions he guaranteed success of the missions by personally dropping bridge spans. On another occasion he led two successive strikes to account for the destruction of two PT boats and damage a third. Particularly effective on night reconnaissance missions, Commander Thomas, using self-developed tactics, was consistently able to locate and destroy enemy vehicular traffic. On 13 August, he lost his life when his aircraft was hit by enemy fire and crashed while he was leading a small strike group on a low-level mission against an enemy surface-to-air missile site.

In April 1965 the Joint General Staff (JGS) decided to enhance their control of the Vietnamese Marine Corps by making it a separate service within the armed forces. In addition, the JGS redesignated the I, II, III and IV Naval Zones as Coastal Zones and, along with the newly created III and IV Riverine Areas, placed them under the operational control of the army commanders of the I, II, III, and IV Corps Tactical Zones. Because of its special riverine characteristics, the Rung Sat remained in the navy's charge. Thus, with the exception of ships steaming outside of territorial waters, most of the navy's combat forces came under army direction.
Administrative responsibility for the navy, however, remained with the Chief of Naval Operations. Another significant reorganization occurred in July 1965 when the JGS formally integrated the 3,500-man, paramilitary Coastal Force into the navy. Thereafter, the command's divisions and the old coastal district designations were dropped and the coastal zones became the operational sectors. In a similar move, in October the following year, the Vietnamese Navy was assigned administrative responsibility for the headquarters and training center of the 24 paramilitary Regional Force Boat Companies and maintenance responsibility for their 192 vehicle and personnel landing craft (LCVP).

As a result of increased Chinese ground action in the 45th Division sector, the division planned an operation to establish eleven patrol bases across its front. Operation COUNTER began on 6 June. By the 7th, ten of the eleven objectives had been taken. The last one (Hi11 191, eight miles west of Ch'orwon) was captured after a 48-hour battle on 14 June. The Chinese immediately launched counterattacks along the entire division front, climaxing their efforts on the night of 28-29 June with an unsuccessful 4-hour attack. The division sustained over 1,000 casualties during the month of June; Chinese losses were estimated at more than 5,000.
Throughout the first half of 1952, the U.N. forces waged a. war of containment. The frontline soldier, meanwhile, hoped that the armistice negotiators would soon reach an agreement.
As the Korean War went into its third year, in June 1952, the deadlock continued. July began with a series of small-scale attacks by both sides. Torrential rains restricted activity in the last week of July and through most of August. For some time the enemy had gradually increased the volume of mortar and artillery fire in support of his attacks, and in September fired a total of 45,000 rounds against the Eighth Army's front.
During the summer of 1952 the air war over Korea intensified. In addition to striking at supply centers, troop concentrations, power plants, factories, and rail and road networks, U.N. aircraft rendered valuable assistance to frontline troops by bombing, or searing with napalm, enemy bunkers, trenches, gun positions, and communications lines. On 29 August the largest U.N. air raid of the Korean War was carried out on P'yongyang, the North Korean capital. During the month of September alone the U.S. Fifth Air Force shot down 64 MIG-15's at a cost of seven Sabrejets.
A series of enemy attacks in October 1952 produced some of the heaviest fighting in more than a year. Most of it centered around two key heights, Hills 281 and 395, northwest of Ch'orwon. The attacks were opened on 6 October with the largest volume of mortar and artillery fire received by the Eighth Army during the war.
