Israeli-Palestinian fighting in July 1981 was ended by a cease-fire arranged by U.S. President Ronald Reagan's special envoy, Philip C. Habib, and announced on July 24, 1981. The cease-fire was respected during the next 10 months, but a string of incidents, including PLO rocket attacks on northern Israel, led to the 06 June 1982, Israeli ground attack into Lebanon to remove PLO forces. Israeli forces moved quickly through south Lebanon, encircling west Beirut by mid-June and beginning a three-month siege of Palestinian and Syrian forces in the city.
Throughout this period, which saw heavy Israeli air, naval, and artillery bombardments of west Beirut, Ambassador Habib worked to arrange a settlement. In August 1982, he was successful in bringing about an agreement for the evacuation of Syrian troops and PLO fighters from Beirut. The agreement also provided for the deployment of a three-nation Multinational Force (MNF) during the period of the evacuation, and by late August 1982, U.S. Marines, as well as French and Italian units, had arrived in Beirut. On 10 August 1982 the alert posture of the Mediterranean Amphibious Ready Group was heightened in light of a likely deployment as part of a peacekeeping force to oversee the evacuation of Palestine Liberation Organization (PLO) forces from West Beirut.
The 32d Marine Amphibious Unit (MAU) from Camp Lejeune deployed to Beirut to oversee the safe departure of thousands of Palestine Liberation Organization (PLO) fighters out of the war-torn city. On 24 August (EDP), the first of 800 Marines began going ashore at Beirut as part of a joint U.S.-French peacekeeping force. When the evacuation ended, these units departed. On 8 September, following the removal of the PLO forces from West Beirut, the Marines redeployed aboard the MARG ships. The US Marines left on 10 September 1982.
In spite of the invasion, the Lebanese political process continued to function, and Bashir Gemayel was elected President in August, succeeding Elias Sarkis. On September 14, however, Bashir Gemayel was assassinated. On 15 September 1982, Israeli troops entered west Beirut. During the next three days, Lebanese militiamen massacred hundreds of Palestinian civilians in the Sabra and Shatila refugee camps in west Beirut. Bashir Gemayel's brother, Amine, was elected President by a unanimous vote of the parliament. He took office 23 September 1982.
MNF forces returned to Beirut at the end of September 1982 as a symbol of support for the government. On 22 September 1982, following the Phalangist Christian force massacre of Palestinians in the Sabra and Shatilla refugee camps, the Mediterranean Amphibious ready Group was ordered to the Eastern Mediterranean. President Ronald Reagan ordered the 32d MAU back into Lebanon to support the Lebanese Armed Forces where it was soon relieved by Camp Lejeune's 24th MAU. The 1st Battalion, 8th Marines Headquarters building was located at the Beirut International Airport and housed the Battalion Landing Team (BLT). From 27 September through 21 January 1983, two carriers were tethered to Lebanon to provide support for the Marine Corps forces ashore. On 11 February 1983, the response posture for carrier support was relaxed as the situation had stabilized. In February 1983, a small British contingent joined the U.S., French, and Italian MNF troops in Beirut.
On 17 May 1983, an agreement was signed by the representatives of Lebanon, Israel, and the United States that provided for Israeli withdrawal. Syria declined to discuss the withdrawal of its troops, effectively stalemating further progress.
The USMNF was initially successful; but, as the strategic and tactical situations changed, the peacekeepers came increasingly under fire. Opposition to the negotiations and to US support for the Gemayel regime led to a series of terrorist attacks in 1983 and 1984 on US interests, including the bombing on 18 April 1983 of the US embassy in west Beirut (63 dead), and of the US embassy annex in east Beirut on 20 September 1984 (8 killed).
Just before 6:30 a.m. on Oct. 23, 1983, a Mercedes truck passed a Lebanese checkpoint on the airport road without halting. The truck turned into the airport parking lot, circled twice and picked up speed for a deadly run at the headquarters building. Orders prohibited Marines from being locked and loaded, but small arms fire probably would not have made much difference, according to reports. A sentry did get some shots off with a pistol, however. The driver of the speeding van was determined to put a huge dent in the American presence in Lebanon. After breaking through several barriers, it sped between two sentry boxes and crashed through more obstacles, penetrating the building's first floor before detonating tons of explosives, taking the lives of 241 Marines, Sailors and soldiers, a majority of which were stationed at Camp Lejeune. Most died in their sleep or were crushed as the building collapsed, while a handful have died in the years that followed due to injuries sustained from the bombing.
On 3 December 1983, two F-14s flying over Lebanon were fired upon by Syrian antiaircraft artillery. On 4 December 1983, aircraft from Kennedy and Independence were launched against Syrian targets; two were shot down, and one U.S. airman was taken prisoner by Syrian troops.
The virtual collapse of the Lebanese army in February 1984, following the defection of many of its Muslim and Druze units to opposition militias, was a major blow to the government. As it became clear that the departure of the US Marines was imminent, the Gemayel Government came under increasing pressure from Syria and its Muslim Lebanese allies to abandon the May 17 accord. On 26 February 1984, the withdrawal of the USMC contingent of the international peacekeeping force was completed. The Lebanese Government announced on 05 March 1984 that it was canceling its unimplemented agreement with Israel.

However, U.S. Navy Commander Thompson S. Sanders wrote in Air & Space/Smithsonian that his S-3A Viking's mission was the real precursor to this incident. Sanders was ordered to fly his Viking in a racetrack orbit inside Qaddafi's claimed zone but outside the internationally recognized 12-mile territorial water limit to try to provoke the Libyans to react. An E-2C Hawkeye alerted Sanders that two Sukhoi Su-22 fighters had taken off from Ghurdabiyah Air Base near the city of Sirte.
The Hawkeye directed the F-14s to intercept while Sanders dove to an altitude of 500 feet and flew north to evade the Libyan aircraft, an experience Sanders found stressful because the S-3A was not equipped with a threat warning receiver, nor with any countermeasures, a deficiency later remedied on the S-3B.
The two F-14s set up for an intercept as the contacts headed north towards them. Only a few seconds before the crossing, at an estimated distance of 300 m, one of the Libyans fired an AA-2 "Atoll" at one of the F-14s, which missed. Then the two Sukhois split as they flew past the Americans; the leader turning to the northwest and the wingman turning southeast in the direction of the Libyan coast. The Tomcats evaded the missile and were cleared to return fire by their rules of engagement, which mandated self-defense on the initiation of hostile action. The Tomcats turned hard port and came behind the Libyan jets. The Americans fired AIM-9L Sidewinders; the first kill is credited to Fast Eagle 102, the second to Fast Eagle 107. Both Libyan pilots ejected.
Prior to the ejections, a U.S. electronic surveillance plane monitoring the event recorded the lead Libyan pilot report to his ground controller that he had fired a missile at one of the U.S. fighters and gave no indication that the missile shot was unintended. The official United States Navy report states that both Libyan pilots ejected and were safely recovered, but in the official audio recording of the incident taken from USS Biddle, one of the F-14 pilots states that he saw a Libyan pilot eject, but his parachute failed to open.
Less than an hour later, while the Libyans were conducting a search-and-rescue operation of their downed pilots, two fully armed MiG-25s entered the airspace over the Gulf and headed towards the U.S. carriers at Mach 1.5 and conducted a mock attack in the direction of USS Nimitz. Two VF-41 Tomcats headed towards the Libyans, which then turned around. The Tomcats turned home, but had to turn around again when the Libyans headed towards the U.S. carriers once more. After being tracked by the F-14s' radars, the MiGs finally headed home. One more Libyan formation ventured out into the Gulf towards the U.S. forces later that day. The crisis was described by the Western media as an “entanglement” of “vengeance and mutual incomprehension.” President Jimmy Carter called the hostages “victims of terrorism and anarchy” and said, “The United States will not yield to blackmail.” In Iran, it was widely seen as a blow against the United States and its influence in Iran, including its perceived attempts to undermine the Iranian Revolution and its longstanding support of the recently overthrown Shah of Iran, Mohammad Reza Pahlavi, who had led an autocratic regime.
After his overthrow in 1979, the Shah Mohammad Reza Pahlavi was purportedly admitted to the United States for cancer treatment. Iran demanded that he be returned to stand trial for crimes he was accused of committing during his reign. Specifically, Pahlavi was accused of committing crimes against Iranian citizens with the help of his secret police, the SAVAK. Iranians saw the decision to grant him asylum as American complicity in those atrocities. The Americans saw the hostage-taking as an egregious violation of the principles of international law, which granted diplomats immunity from arrest and made diplomatic compounds inviolable.
The crisis reached a climax when, after failed efforts to negotiate the hostages’ release, the United States military attempted a rescue operation using ships, including the USS Nimitz and USS Coral Sea, that were patrolling the waters near Iran. On April 24, 1980, the attempt, known as Operation Eagle Claw, failed, resulting in the deaths of eight American servicemen and one Iranian civilian, as well as the destruction of two aircraft.
Shah Pahlavi left the United States in December 1979 and was ultimately granted asylum in Egypt, where he died from complications of cancer on July 27, 1980. In September 1980, the Iraqi military invaded Iran, beginning the Iran–Iraq War. These events led the Iranian government to enter negotiations with the U.S., with Algeria acting as a mediator. Training exercises were conducted through March 1980 and the JCS approved mission execution on 16 April 1980. Between 19 and 23 April, the forces deployed to Southwest Asia.
On 24 April 1980, after six months of failed negotiation, the national command authorities executed Operation Eagle Claw to free US hostages held in Iran by militant students.
On the evening of 24 April, six C-130s left Masirah Island, Oman, and eight RH-53D helicopters departed the USS Nimitz in the Arabian Sea. Both formations headed for the location code-named Desert One. Within four hours, two helicopters had aborted. The remaining helicopters were delayed due to an unforecast "dust front," and one developed a hydraulic leak that its crew could not fix at the Desert One site. Because planners had decided six helicopters were required for the mission to continue, and only five were now available, the rescue attempt was aborted.
The plan called for eight Navy RH-53D helicopters to fly 600 miles to Desert One and, under the cover of darkness, refuel from KC-130 tankers, load a 120-man Army assault team and proceed to two additional hide sites. One of the go/no-go parameters for the mission was a minimum of six operational helicopters. Within four hours, two helicopters aborted due to mechanical failure. The remaining aircraft were delayed due to weather, with one of them not operational due to a hydraulic leak.
While repositioning to refuel from the C-130s, one helicopter collided with a C-130. The two aircraft were quickly engulfed in flames. The on-scene commander decided at that point to load the survivors of the collision and all the other helicopter crews in the C-130s and depart. Eight men had been killed and five more injured. Five intact helicopters, the burned wreckage of the helicopter and C-130, and the dead, were left behind.
It was during the evacuation of the site that problems arose. One of the helicopters collided with a KC-130 during refueling. The result was 193 million dollars worth of equipment and eight dead servicemen left behind. Unlike Operation Ivory Coast, analysis of the mission concluded that there were significant problems. Command and control during the execution of the operation was flawed. Violating the principle of unity of command, there was no designated mission commander for six months, hampering the training, planning, and execution of the operation. There were separate commanders for site security, helicopter force, ground force, KC-130, and landing support. The ground force commander had go/no-go authority, but he was not known to the rest of the force. Training was also not conducted in a joint manner. It was conducted at the individual and unit level within each component. Although there were few rehearsals that assessed specific portions of the operation, there was no full dress rehearsal. Compounding the problem was communications inter- operability and procedural restraints.
A six-member commission was appointed by the JCS to study the operation. Headed by Adm James L. Holloway III, the panel included Gen LeRoy Manor, who commanded the earlier Son Tay raid. One issue investigated was selection of aircrew. Navy and Marine pilots with little experience in long-range overland navigation or refueling from C-130s were selected though more than a hundred qualified Air Force H-53 pilots were available. Another issue was the lack of a comprehensive readiness evaluation and mission rehearsal program. From the beginning, training was not conducted in a truly joint manner; it was compartmented and held at scattered locations throughout the US. The limited rehearsals that were conducted assessed only portions of the total mission. Also at issue was the number of helicopters used. The commission concluded that at least ten and perhaps as many as twelve helicopters should have been launched to guarantee the minimum of six required for completion of the mission. The plan was also criticized for using the "hopscotch" method of ground refueling instead of air refueling as was used for the Son Tay raid. This medal is awarded to members of the Armed Forces of the United States who have been assigned, attached, or mobilized to units operating in the area of eligibility for thirty consecutive or for sixty non-consecutive days, or who meet the following criteria: Be engaged in combat during an armed engagement, regardless of the time in the area of elibility; Is wounded or injured in the line of duty and requires medical evacuation from the area of eligibility; While participating as a regularly assigned aircrew member flying sorties into, out of, or within the area of eligibility in direct support of military operations. Each day that one or more sorties are flown in accordance with these criteria shall count as one day toward the 30 or 60 day requirement; Personnel who serve in operations and exercises conducted in the area of eligibility are considered for the award as long as the basic time criteria are met. Due to the extensive time period for KDSM eligibility, the non-consecutive service period for eligibility remains cumulative throughout the entire period.
