United States Central Command's Joint Task Force Southwest Asia (JTF-SWA) had the mission of monitoring and controlling the airspace south of the 32nd Parallel (extended to the 33rd Parallel in 1996) in southern and south-central Iraq during the period following the end of the 1991 Gulf War until the 2003 invasion of Iraq.
Operation Southern Watch began on 27 August 1992 with the stated purpose of ensuring Iraqi compliance with United Nations Security Council Resolution 688 (UNSCR 688) of 5 April 1991, which demanded that Iraq "immediately end this repression and express the hope in the same context that an open dialogue will take place to ensure that the human and political rights of all Iraqi citizens are respected." Nothing in the resolution spelled out the Iraqi no-fly zones or Operation Southern Watch.
Iraqi bombing and strafing attacks against the Shi’ite Muslims in Southern Iraq during the remainder of 1991 and during 1992 indicated Saddam Hussein chose not to comply with the resolution. Forces from Saudi Arabia, the United States, the United Kingdom, and France participated in Operation Southern Watch. The commander of JTF-SWA, an aeronautically rated United States Air Force (USAF) Major General, assisted by an aeronautically designated United States Navy (USN) Rear Admiral, reported directly to the Commander, United States Central Command (USCENTCOM).
Military engagements in Southern Watch occurred with regularity, with Coalition aircraft routinely being shot at by Iraqi air defense forces, though they were usually only reported in the Western press occasionally. An intensification was noted prior to the 2003 invasion of Iraq, though it was said at the time to just be in response to increasing activity by Iraqi air-defense forces. The second set of missiles were fired in early 1996, allegedly intending to intimidate the Taiwanese electorate in the run-up to the 1996 presidential election.
U.S. military response
The U.S. government responded by staging the biggest display of American military might in Asia since the Vietnam War. President Clinton ordered additional ships into the region in March 1996. Two aircraft carrier battle groups, Carrier Group Seven centered on USS Nimitz, and Carrier Group Five centered on USS Independence, were present in the region as well as the amphibious assault ship USS Belleau Wood. The Nimitz and her battle group and the Belleau Wood sailed through the Taiwan Strait, while the Independence did not. The United States deployed the 74th Air Control Squadron to Kuwait on August 24, Operation Vigilant Sentinel was a response to Saddam Hussein advance of its military forces on the border with Kuwait. The United States deployed the 74th Air Control Squadron to Kuwait on August 24, 1995. The specific battle management functions the 74th Air Control Squadron and its counterparts performed included surveillance, data link management and weapons control. The deploying units were part of a ground theater air control system, consisting of a control reporting element and an air support operations center. The US then deployed 3,500 soldiers to Kuwait in October 1996 as a deterrent to further hostile Iraqi acts toward Kuwait following the expansion of the Iraqi no-fly zones.
Third Army/ARCENT provided command and control for a rapid deployment of a heavy brigade task force. Once more, Iraqi threats were decisively met while ARCENT simultaneously conducted a major training exercise in Egypt, codenamed "BRIGHT STAR 95," involving military forces from 6 other nations. This contingency operation validated critical procedures for deployment, particularly the off-loading of equipment from floating prepositioning ships and its distribution to arriving soldiers. The deployment of a "Fly-Away Package" of key contingency staff also validated procedures for a rapidly deployed command and control group able to conduct combat operations immediately upon arrival.
United States Navy and US Marine Corps combat forces (15th MEU) and active and reserve Military Sealift Command forces responded to Iraqi threats against Jordan and Kuwait. Maritime Pre-positioning Ship Squadron Two sortied from Diego Garcia with equipment for a 17,300-Marine combat force and remained on-station to provide rapid response capability.

Cobra Gold was first held in 1982. It served as military training exercise to improve coordination between the armed forces of the United States and Thailand in both hostile military and humanitarian efforts. It also had the goal of strengthening ties between the U.S. and Thailand, the oldest ally of the United States in the South Asia region. More recently, Cobra Gold has served a humanitarian mission, as military personnel deliver health care to the local Thai population, and as a testing ground for new battlefield technologies such as solar powered weaponry.
The United States has engaged in only a single, very minor military intervention in the Pacific area since the end of the Vietnam War, making it difficult to judge Cobra Gold's effectiveness in improving warfighting capabilities and coordination.
