The President of the United States of America takes pride in presenting the Silver Star (Posthumously) to Commander Elmer Charles Buerkle (NSN: 0-59576), United States Navy, for conspicuous gallantry and meritorious service in the line of his profession as Executive Officer of the U.S.S. HELENA (CL-50), which as a unit of a Task Force successfully engaged Japanese land and naval forces twice within a period of twenty-four hours on 5 and 6 July 1943, in the vicinity of Kula Gulf, British Solomon Islands. Commander Buerkle, by his skill and cool and determined conduct under enemy fire, contributed material assistance to his Commanding Officer in directing the extremely heavy and accurate gunfire of his vessel. During the second of these engagements, his vessel was struck by three Japanese torpedoes and sank within the space of a few minutes. Commander Buerkle directed the abandon-ship operations so successfully that the total personnel loss of the officers and crew of his vessel was only fifteen percent of her total complement. Commander Buerkle, in complete disregard for his own safety, assisted many members of his crew on board rescuing destroyers and was instrumental in saving the lives of a great number of his men. Due to this heroic conduct, he was not rescued and is considered missing in action. His conduct and heroism throughout were an inspiration to his officers and men and were in keeping with the highest traditions of the United States Naval Service.

On 20 June 1943 a Raider battalion (, 5(f)) landed at Segi Point on the main island, New Georgia, and during the next two weeks there were other landings by US Marines and 43rd US Division on Rendova and Vangunu islands, and on western New Georgia, to seize a Japanese airstrip at Munda point. Despite the US Navy's intervention, which resulted in the battles of Kula Gulf and Kolombangara, 4,000 reinforcements were successfully dispatched to the commander of the 10,500-strong Japanese garrison, Maj-General Sasaki Noboru. Most reinforced Munda, which became the focus of Japanese resistance, and their night infiltration tactics unnerved the inexperienced US troops. Non-battle casualties, caused by exhaustion and ‘war neuroses’, increased alarmingly, and when the commander of 14th Corps, Maj-General Oscar Griswold, arrived on 11 July he reported the division was ‘about to fold up’. The 37th US Division was brought in, Griswold replaced the worst affected units, and he then launched a corps attack on 25 July. Fierce fighting followed but by 1August the Japanese, outnumbered and outgunned, had withdrawn inland. This time US Navy destroyers prevented more reinforcements reaching them when, on the night of 6/7August, they sank three Japanese transports (battle of Vella Gulf).
Munda now became the base of Marine Corps squadrons which supported landings on Vella Lavella on 15 August. These bypassed and isolated Sasaki's garrison now gathering on Kolombangara after further US reinforcements, elements of 25th US Division, had failed to destroy them on New Georgia. On 15 September Sasaki was ordered to withdraw. In a brilliantly organized evacuation 9,400 men out of the 12,500 on Kolombangara were rescued by landing craft, and the following month those on Vella Lavella were also evacuated.
The campaign proved costly for the Americans who had 1,094 killed and 3,873 wounded with thousands more becoming non-battle casualties. Excluding the fighting on Vella Lavella, 2,483 Japanese bodies were counted. Planned as a one-division operation, the Japanese garrison's ‘skill, tenacity, and valor’—to quote the campaign's official US historian—eventually made it one where elements of four had to be used. ‘The obstinate General Sasaki,’ the same historian concludes, ‘deserved his country's gratitude for his gallant and able conduct.’... by a torpedo; within the next 3 minutes, she was struck by
two more. Almost at once, she began to jackknife. Below,
she was flooding rapidly even before she broke up. In a
well-drilled manner, HELENA's men went over the side.

Background
On 5 July, United States Navy Task Group 36.1 (TG 36.1)—commanded by Rear Admiral Walden L. Ainsworth and consisting of the light cruisers USS Honolulu (CL-48), USS St. Louis (CL-49), and USS Helena (CL-50), plus four destroyers, had received word of another "Tokyo Express" mission down "the Slot" in the Solomon Islands, and the task group proceeded northwest past New Georgia Island.
The Allies were in the process of launching their next offensive in the Solomon Islands, having just landed troops on the island of Rendova as a preliminary step to seizing the major Japanese airstrip at Munda on New Georgia Island. In support of this landing, which was to set up an initial beachhead for moving U.S. troops across Blanche Channel to New Georgia, Admiral Ainsworth had the night before conducted a cruiser bombardment of Vila on Kolombangara Island and Bairoko on New Georgia and, short of fuel and ammunition, was in the process of retiring to the Coral Sea to replenish. A U.S. Marine landing was scheduled on the northern shore of New Georgia on 10 July, that would require further naval support.
Battle
At 01:06 off Kolombangara, the task group came into contact with a Japanese reinforcement group commanded by Admiral Teruo Akiyama which consisted of ten destroyers loaded with 2,600 combat troops that were bound for Vila, which they used as a staging point for moving into Munda. The Japanese were divided into two forces, a formation of three escorts trailing the main column first came under attack.
The U.S. ships opened fire at 01:57, firing 612 shells in 21 minutes and six seconds, quickly sinking the destroyer Niizuki and killing Admiral Akiyama. However, Helena had expended all of her flashless powder the previous night, she was forced to use smokeless powder, thus illuminating herself to the Japanese ships with every salvo. Two of the Japanese destroyers launched their Long Lance torpedoes and hit Helena, fatally damaging her. The main Japanese force, which had countermarched away from Vila with the first contact, then broke away, having landed only 850 of the 2,600 troops. The Japanese destroyer Nagatsuki ran aground, while Hatsuyuki was damaged.
Both forces began to withdraw from the area, but one Japanese and two American destroyers remained to rescue survivors. At about 05:00, the destroyers Amagiri and USS Nicholas exchanged torpedoes and gunfire. Amagiri was hit and retired. The beached Nagatsuki was abandoned by her crew in the morning, she was bombed and destroyed by American aircraft.
Aftermath
The destroyers USS Radford and Nicholas both stayed behind to rescue survivors from Helena. While rescuing over 750 men, Radford and Nicholas had to reengage the enemy three times, they were awarded the Presidential Unit Citation for their rescue. Surprised by the Allied offensive, the Japanese made several attempts between August and November 1942 to retake Henderson Field. Three major land battles, seven large naval battles (five nighttime surface actions and two carrier battles), and continual, almost daily aerial battles culminated in the decisive Naval Battle of Guadalcanal in early November 1942, in which the last Japanese attempt to bombard Henderson Field from the sea and land with enough troops to retake it was defeated. In December 1942, the Japanese abandoned further efforts to retake Guadalcanal and evacuated their remaining forces by 7 February 1943 in the face of an offensive by the US Army's XIV Corps, conceding the island to the Allies.
The Guadalcanal campaign was a significant strategic combined arms victory by Allied forces over the Japanese in the Pacific theatre. Cape Esperance (9°15′S 159°42′E) is the northernmost point on Guadalcanal, and the battle took its name from this point.
On the night of 11 October, Japanese naval forces in the Solomon Islands area—under the command of Vice Admiral Gunichi Mikawa—sent a major supply and reinforcement convoy to their forces on Guadalcanal. The convoy consisted of two seaplane tenders and six destroyers and was commanded by Rear Admiral Takatsugu Jojima. At the same time, but in a separate operation, three heavy cruisers and two destroyers—under the command of Rear Admiral Aritomo Goto-were to bombard the Allied airfield on Guadalcanal (called Henderson Field by the Allies) with the object of destroying Allied aircraft and the airfield's facilities.
Shortly before midnight on 11 October, a U.S force of four cruisers and five destroyers—under the command of Rear Admiral Norman Scott—intercepted Goto's force as it approached Savo Island near Guadalcanal. Taking the Japanese by surprise, Scott's warships sank one of Goto's cruisers and one of his destroyers, heavily damaged another cruiser, mortally wounded Goto, and forced the rest of Goto's warships to abandon the bombardment mission and retreat. During the exchange of gunfire, one of Scott's destroyers was sunk and one cruiser and another destroyer were heavily damaged. In the meantime, the Japanese supply convoy successfully completed unloading at Guadalcanal and began its return journey without being discovered by Scott's force. Later on the morning of 12 October, four Japanese destroyers from the supply convoy turned back to assist Goto's retreating, damaged warships. Air attacks by U.S. aircraft from Henderson Field sank two of these destroyers later that day.
As with the preceding naval engagements, around Guadalcanal, the strategic outcome was inconsequential because neither the Japanese nor United States navies secured operational control of the waters around Guadalcanal as a result of this action. Express for several days, so on 11 October 1942 the Japanese
poured everything they could deliver against the airstrip,
hoping to neutralize air operations long enough to bring

fleet closed and by 1810 was less than 100 miles from Savo
Island.
HELENA, equipped with superior radar, was first to
contact the enemy and first to open fire at 2346. When
firing had ceased in this Battle of Cape Esperance in Iron
Bottom Sound, HELENA had sunk cruiser FURUTAKA and destroyer
FUBUKI.

Japan intended the attack as a preventive action to keep the U.S. Pacific Fleet from interfering with military actions the Empire of Japan planned in Southeast Asia against overseas territories of the United Kingdom, the Netherlands, and the United States. Over the next seven hours there were coordinated Japanese attacks on the U.S.-held Philippines, Guam and Wake Island and on the British Empire in Malaya, Singapore, and Hong Kong.
The attack commenced at 7:48 a.m. Hawaiian Time. The base was attacked by 353 Imperial Japanese fighter planes, bombers, and torpedo planes in two waves, launched from six aircraft carriers. All eight U.S. Navy battleships were damaged, with four sunk. All but Arizona were later raised, and six were returned to service and went on to fight in the war. The Japanese also sank or damaged three cruisers, three destroyers, an anti-aircraft training ship, and one minelayer. 188 U.S. aircraft were destroyed; 2,403 Americans were killed and 1,178 others were wounded. Important base installations such as the power station, shipyard, maintenance, and fuel and torpedo storage facilities, as well as the submarine piers and headquarters building (also home of the intelligence section) were not attacked. Japanese losses were light: 29 aircraft and five midget submarines lost, and 64 servicemen killed. One Japanese sailor, Kazuo Sakamaki, was captured.
The attack came as a profound shock to the American people and led directly to the American entry into World War II in both the Pacific and European theaters. The following day, December 8, the United States declared war on Japan. Domestic support for non-interventionism, which had been fading since the Fall of France in 1940,[19] disappeared. Clandestine support of the United Kingdom (e.g., the Neutrality Patrol) was replaced by active alliance. Subsequent operations by the U.S. prompted Nazi Germany and Fascist Italy to declare war on the U.S. on December 11, which was reciprocated by the U.S. the same day.
From the 1950s, several writers alleged that parties high in the U.S. and British governments knew of the attack in advance and may have let it happen (or even encouraged it) with the aim of bringing the U.S. into war. However, this advance-knowledge conspiracy theory is rejected by mainstream historians.
There were numerous historical precedents for unannounced military action by Japan. However, the lack of any formal warning, particularly while negotiations were still apparently ongoing, led President Franklin D. Roosevelt to proclaim December 7, 1941, "a date which will live in infamy". was moored at 1010 Dock Navy Yard on the east side of the
harbor, outboard was minesweeper OGLALA (CM-4). By chance,
HELENA was in the berth normally assigned to PENNSYLVANIA
(BB-38) and thus became a prime target for the Japanese
planes.
Within 3 minutes of the time the first bomb of the
attack fell on Ford Island, a lone torpedo plane launched a
torpedo that passed under OGLALA and hit HELENA on the
starboard side almost amidships, just as the crew raced to
battle stations. One engine room and one boiler room were
flooded. Wiring to the main and 5-inch batteries was
severed, but prompt action brought the forward diesel
generator up within 2 minutes, making power available to all
mounts. Immediately, they sent up a heavy fire that keep
her free of further damage. Outstanding damage control
work, and the fact that watertight integrity was promptly
insured by the closing of the doors and hatches throughout
the ship, kept HELENA afloat. Many times later she gave the
