In April 1965 the Joint General Staff (JGS) decided to enhance their control of the Vietnamese Marine Corps by making it a separate service within the armed forces. In addition, the JGS redesignated the I, II, III and IV Naval Zones as Coastal Zones and, along with the newly created III and IV Riverine Areas, placed them under the operational control of the army commanders of the I, II, III, and IV Corps Tactical Zones. Because of its special riverine characteristics, the Rung Sat remained in the navy's charge. Thus, with the exception of ships steaming outside of territorial waters, most of the navy's combat forces came under army direction.
Administrative responsibility for the navy, however, remained with the Chief of Naval Operations. Another significant reorganization occurred in July 1965 when the JGS formally integrated the 3,500-man, paramilitary Coastal Force into the navy. Thereafter, the command's divisions and the old coastal district designations were dropped and the coastal zones became the operational sectors. In a similar move, in October the following year, the Vietnamese Navy was assigned administrative responsibility for the headquarters and training center of the 24 paramilitary Regional Force Boat Companies and maintenance responsibility for their 192 vehicle and personnel landing craft (LCVP).

In his speech, he warned a frightened American public that the missiles on Cuba were capable of hitting Washington, D.C. or anywhere in the southeastern portion of the country, the Panama Canal, Mexico City or “as far north as Hudson Bay, Canada, and as far south as Lima, Peru.” A military confrontation appeared imminent when Kennedy told his audience that he ordered the evacuation of the U.S. base at Guantanamo Bay in Cuba and put military units on standby. Boldly, he stated, “one path we shall never choose is the path of surrender or submission.”
Khrushchev responded by sending additional ships—possibly carrying military cargo—toward Cuba and by allowing construction at the missile sites to continue. Over the following six days, the Cuban Missile Crisis, as it is now known, brought the world to the brink of global nuclear war while the two leaders engaged in tense negotiations via telegram and letter.

Rear Admiral Augustus H. Kilty, born in 1807 at Annapolis, Md., was appointed Midshipman 4 July 1821. He served in Pacific, Asiatic, Mediterranean, and African waters. In February 1832 he took part in Commodore George Reid's operations in defense of American merchantmen at Quallah Batto. During the Civil War, he was conspicuous for his skill and bravery at Island No. 10 and Fort Pillow. He commanded an expedition to White River, Ark.; during this operation he was severely wounded 17 June 1862, causing the loss of his left arm. He was commissioned Rear Admiral 13 July 1870 and died 10 November 1879.

Kilty (DD-137) was launched 25 April 1918 by the Mare Island Navy Yard, Vallejo, Calif.; sponsored by Miss Elizabeth Harrison Shapley; and commissioned 17 December 1918, Lt. Comdr. Timothy Jerome Keleher in command.
After a Caribbean shakedown and a European cruise during the summer of 1919, Kilty returned to San Diego and operated there until she decommissioned 5 June 1922.
Kilty recommissioned 18 December 1939; and in April 1940 sailed on Neutrality Patrol out of San Diego. During the summer she conducted reserve training cruises and resumed her patrols early in September. The destroyer continued these operations until the United States entered World War. II. Then Kilty intensified ASW patrols, trained armed-guard crews for merchantmen, and escorted coastal convoys throughout 1942.
Reclassified APD-15 on 2 January 1943, Kilty cleared Mare Island 2 March for the South Pacific. After arriving Noumea 8 April with a Marine Raider battalion, the transport steamed toward Guadalcanal as an ASW screen 28 April. She made similar cruises until June when she reported for patrol and escort duty in the Solomons. Kilty played a vital role in the conquest of the Solomons, landing troops of the 37th Division on New Georgia Island 30 June and 4 July. Continuing operations in the area, she made three reinforcement runs up the "Slot" during July and landed troops on Vella Lavella Island 15 August.
As Allied operations built up momentum, Kilty moved on to the Treasury Islands Campaign. She successfully landed New Zealand troops on Stirling Island 27 October and a Marine force on Bougainville 9 days later, enabling Allied Forces to take Rabaul. Kilty effectively aided this campaign in three more landings before sailing for Brisbane 21 November.
Returning Milne Bay in mid-December, the transport began preparing for the assault on the Bismark Archipelago. Kilty landed units of the 7th Marine Regiment for the initial attack on Cape Gloucester, New Britain 26 December. Following two more landings there, she sent troops ashore at Saidor 2 January 1944 to take an air strip which would help the Air Force patrol and support Cape Gloucester. Kilty's next objective was Green Island, where she landed troops on 15 and 20 February before returning to Port Purvis.
Following an unopposed assault on Emiran Island 20 March, the transport prepared for the Hollandia campaign. Completing landings at Aitape 22 April, Kilty then participated in New Guinea landings, including Wakde 17 May and Biak 10 days later before putting into Humboldt Bay 28 May.
After a minor overhaul at Milne Bay, she landed troops on Cape Sansopor 30 July before sailing to Sydney. Returning to Humboldt Bay 30 August, Kilty landed troops on Morotai 15 September to complete her operations in New Guinea area. Kilty departed Hollandia 12 October as part of the spearhead for the giant Leyte assault that bore down on the enemy like a typhoon. In the advance assault force she landed rangers on Dinagat in the entrance to Leyte Gulf 17 October to pave the way for the main Philippine invasion. While Kilty was returning to Hollandia 23 October, the U.S. Fleet was crushing the Japanese Navy in the famous battle for Leyte Gulf.
During another cruise to Leyte in mid-November, the transport splashed two "Vals" before they could crash into American LST's. Continuing operations in the strategic Philippines, Kilty landed troops 15 December in the invasion of Mindoro, and on 11 January 1945 supported the Luzon landings. She made additional landings at Nasugbu 31 January and at Corregidor in mid-February before sailing for Ulithi 25 February for overhaul.
Battle-proven Kilty cleared Ulithi 2 April as escort to four escort carriers ferrying planes to the Okinawa beachhead. During May she made another escort cruise from Saipan to Okinawa, and on the 4th rescued survivors from Luce (DD-522) sunk during a kamikaze attack. With the Okinawa campaign well under way, Kilty departed Guam 17 May and arrived San Diego 18 June for overhaul. Redesignated DD-137 on 20 July 1945, Kilty was still in the yard as the war came to an end. The veteran destroyer decommissioned 2 November 1945, and was sold 26 August 1946 to the National Metal & Steel Corp. for scrapping.
Kilty received ten battle stars for World War II service.

Based on Okinawan government sources, mainland Japan lost 77,166 soldiers, who were either killed or committed suicide, and the Allies suffered 14,009 deaths (with an estimated total of more than 65,000 casualties of all kinds). Simultaneously, 42,000–150,000 local civilians were killed or committed suicide, a significant proportion of the local population. It took place in spring of 1944 and was part of the New Guinea campaign. The landings were undertaken simultaneously with the amphibious landings at Aitape ("Operation Persecution") to the east. The battle was an unqualified success for the US forces, resulting in a withdrawal by the Japanese to a new strategic defence line in the west of New Guinea and the abandonment of all positions in the east of the island.
Initial operations commenced in the second week of March 1944 with air raids by the Fast Carrier Force on Palau and islands in the Carolines, while aircraft of the US 5th Air Force and the RAAF attacked Japanese airfields along the New Guinea coast from Wewak to the Vogelkop and on Biak Island.
On 30 March and continuing to 3 April these air forces attacked Hollandia itself and the airfields on the Sentani plain. Achieving complete surprise they were able to destroy nearly 100 aircraft on the ground, leaving 6 Air Div unable to resist the planned invasion.
On 16 to 18 April the amphibious forces sailed from their bases at Finschafen and Goodenough Island, taking evasive routes to confuse their intentions until they arrived off Hollandia during the night of 21/22 April. The landings took place at dawn on 22 April after a supporting naval bombardment at each site.
At Tanahmera Bay the two RCT’s from 24 Div. were able to land without opposition, but found the beach to be highly unsuitable. Backed by a swamp just 30 yards from the shoreline, and with just one exit trail unsuitable for vehicles, Tanahmera Bay was quickly written off as a landing site; while the infantry already ashore pressed on to the Sentani plain the remainder of 24 Div was diverted to Humboldt Bay, which had by this time been secured. After four days under these conditions the two units had reached the western airfield and on 26 April it was secured.
Meanwhile at Humboldt Bay 41 Div. also achieved complete surprise, and though the beaches were defended after the naval bombardment the Japanese troops there uncharacteristically abandoned their positions and fled inland. There was some opposition as they pressed forward, but by 24 April they had reached the lake and by 26 April secured the two eastern airfields. The two forces linked up the same day.
The collapse of Japanese resistance has been attributed to lack of preparedness, due to changes in the command structure and to a lack of combat troops; many of the 11,000 men based there were administrative and support units. None of the senior officers present had been in post more than a few weeks and the senior air officer had been relieved following the destruction of his air forces at the beginning of April. Neither Kitazono nor Endo had been able to prepare a comprehensive defence plan, and in any event had neither the men nor the resources to carry it out. The invading forces greatly outnumbered the island's Japanese defenders and secured their objectives in two weeks. Japanese reinforcements landed on the island between September and November, but lacked the supplies needed to effectively attack the Allied defensive perimeter. Intermittent fighting continued until the end of the war, with the Japanese troops suffering heavy loss of life from disease and starvation.
Morotai's development into an Allied base began shortly after the landing, and two major airfields were ready for use in October. It was fought in waters near the Philippine islands of Leyte, Samar and Luzon from 23–26 October 1944, between combined US and Australian forces and the Imperial Japanese Navy. On 20 October, United States troops invaded the island of Leyte as part of a strategy aimed at isolating Japan from the countries it had occupied in Southeast Asia, and in particular depriving its forces and industry of vital oil supplies. The Imperial Japanese Navy (IJN) mobilized nearly all of its remaining major naval vessels in an attempt to defeat the Allied invasion, but was repulsed by the US Navy's 3rd and 7th Fleets. The IJN failed to achieve its objective, suffered very heavy losses, and never afterwards sailed to battle in comparable force. The majority of its surviving heavy ships, deprived of fuel, remained in their bases for the rest of the Pacific War.

Description Rabaul was the strategic key to the Bismarcks. The Japanese recognized the value of the port, and seized it with forces staged from Truk early in the Pacific War. Air attacks began on 4 January 1942 and elements of the South Seas Detachment began their landings on 23 January, rapidly driving back the 1390 men of the defending Australian 22 Battalion ("Lark Force") and taking the town and airfields. With Rabaul secured, the Japanese occupied the remainder of the Bismarcks more or less at their leisure. Kavieng was taken the same day as Rabaul, Bougainville was occuped on 30-31 March, and the Admiralties were occupied on 8 April 1942.
Allied strategy in the Southwest Pacific was initially focused on recapturing Rabaul. MacArthur envisioned a two-pronged counteroffensive (CARTWHEEL) with one prong coming up the Solomons and the other across the Dampier and Vitiaz Straits from New Guinea to New Britain. These operations began with the operations to secure Guadalcanal in the Solomons (7 August 1942) and to clear the northeast coast of New Guinea around Buna (19 November 1942.) Both tasks proved far more difficult than anticipated, becoming battles of attrition that lasted for months. The Buna area was not secured until 22 January 1943 and Guadalcanal was not secured until 9 February 1943.
At at the Pacific Military Conference of March 1943 in Washington, D.C., MacArthur's representative, Richard Sutherland, presented a revised plan for taking Rabaul (ELKTON III). This envisioned the capture of the Huon Peninsula in New Guinea and Munda on New Georgia, followed by the seizure of points in western New Britain and Bougainville. The Allies could then take Kavieng, if necessary, before the final assault on Rabaul. Japanese forces in the area were estimated at around 85,000 men and 383 aircraft, with another 11,000 men, 250 aircraft, and the main strength of Combined Fleet available for immediate reinforcement. In the longer term, the Japanese could dispatch another 615 aircraft and 10 to 15 divisions to the area if shipping could be found. (Japanese records show that this estimate was quite good, and that shipping available was about 300,000 tons to which perhaps another 100,000 tons could be added.) MacArthur demanded another five divisions and a tripling of the air strength in the theater in order to carry out his plan.
The Washington planners rejected any reinforcements beyond two or three divisions and a small number of aircraft, and the plan was scaled back accordingly. The final directive, issued 28 March 1943, called for Allied forces to advance as far as the Huon peninsula, western New Britain, and Bougainville by the end of 1943. Overall command would be given to MacArthur, with whom Halsey in the South Pacific would be expected to cooperate. On 20 June 1943 a Raider battalion (, 5(f)) landed at Segi Point on the main island, New Georgia, and during the next two weeks there were other landings by US Marines and 43rd US Division on Rendova and Vangunu islands, and on western New Georgia, to seize a Japanese airstrip at Munda point. Despite the US Navy's intervention, which resulted in the battles of Kula Gulf and Kolombangara, 4,000 reinforcements were successfully dispatched to the commander of the 10,500-strong Japanese garrison, Maj-General Sasaki Noboru. Most reinforced Munda, which became the focus of Japanese resistance, and their night infiltration tactics unnerved the inexperienced US troops. Non-battle casualties, caused by exhaustion and ‘war neuroses’, increased alarmingly, and when the commander of 14th Corps, Maj-General Oscar Griswold, arrived on 11 July he reported the division was ‘about to fold up’. The 37th US Division was brought in, Griswold replaced the worst affected units, and he then launched a corps attack on 25 July. Fierce fighting followed but by 1August the Japanese, outnumbered and outgunned, had withdrawn inland. This time US Navy destroyers prevented more reinforcements reaching them when, on the night of 6/7August, they sank three Japanese transports (battle of Vella Gulf).
Munda now became the base of Marine Corps squadrons which supported landings on Vella Lavella on 15 August. These bypassed and isolated Sasaki's garrison now gathering on Kolombangara after further US reinforcements, elements of 25th US Division, had failed to destroy them on New Georgia. On 15 September Sasaki was ordered to withdraw. In a brilliantly organized evacuation 9,400 men out of the 12,500 on Kolombangara were rescued by landing craft, and the following month those on Vella Lavella were also evacuated.
The campaign proved costly for the Americans who had 1,094 killed and 3,873 wounded with thousands more becoming non-battle casualties. Excluding the fighting on Vella Lavella, 2,483 Japanese bodies were counted. Planned as a one-division operation, the Japanese garrison's ‘skill, tenacity, and valor’—to quote the campaign's official US historian—eventually made it one where elements of four had to be used. ‘The obstinate General Sasaki,’ the same historian concludes, ‘deserved his country's gratitude for his gallant and able conduct.’... During their occupation the Japanese constructed naval aircraft bases in the north, east, and south of the island; but none in the west. They developed a naval anchorage at Tonolei Harbor near Buin, their largest base, on the southern coastal plain of Bougainville. On the nearby Treasury and Shortland Islands they built airfields, naval bases and anchorages. These bases helped protect Rabaul, the major Japanese garrison and naval base in Papua New Guinea, while allowing continued expansion to the south-east, down the Solomon Islands chain, to Guadalcanal.
The Allied campaign, which had two distinct phases, began on 1 November 1943 and ended on 21 August 1945, with the surrender of the Japanese.
Before the war, Bougainville had been administered as part of the Australian Territory of New Guinea, even though, geographically, Bougainville is part of the Solomon Islands chain. The United Kingdom and Germany had traded it for another islands territory which became British rather than German. - Owen enlisted in the Naval Reserve in St.Paul on November 29, 1940. He was a member of the 47th Reserve Division in St Paul and attended training meetings every Monday night in December, 1940 and January 1941. - The 47th Division was activated on January 21, 1941, and shipped out of St.Paul by train January 23, 1941, in -20 degree weather. They arrived in San Diego on January 28 and reported for duty on the WARD on Jan. 29. The 47th Division men would be the core of WARD's first crew in 1941. The crew assisted work men in cleaning up 19 years of rust and dirt that WARD accumulated while in the Reserve Fleet. - WARD left California on Feb. 28, 1941, and reached Pearl Harbor on March 9, passing through a storm that almost sank the ship. - Dolan was on the ship during the Japanese attack on Pearl Harbor. He continued on the WARD in 1942 when WARD was stationed at Pearl Harbor, again on guard duty and escort duty. He was promoted to Coxwain on September 1, 1942, and left WARD for good on Sept. 23, 1942 while it was in Pearl Harbor. He was ordered to report to the west coast for reassignment to a base or another ship.

Japan intended the attack as a preventive action to keep the U.S. Pacific Fleet from interfering with military actions the Empire of Japan planned in Southeast Asia against overseas territories of the United Kingdom, the Netherlands, and the United States. Over the next seven hours there were coordinated Japanese attacks on the U.S.-held Philippines, Guam and Wake Island and on the British Empire in Malaya, Singapore, and Hong Kong.
The attack commenced at 7:48 a.m. Hawaiian Time. The base was attacked by 353 Imperial Japanese fighter planes, bombers, and torpedo planes in two waves, launched from six aircraft carriers. All eight U.S. Navy battleships were damaged, with four sunk. All but Arizona were later raised, and six were returned to service and went on to fight in the war. The Japanese also sank or damaged three cruisers, three destroyers, an anti-aircraft training ship, and one minelayer. 188 U.S. aircraft were destroyed; 2,403 Americans were killed and 1,178 others were wounded. Important base installations such as the power station, shipyard, maintenance, and fuel and torpedo storage facilities, as well as the submarine piers and headquarters building (also home of the intelligence section) were not attacked. Japanese losses were light: 29 aircraft and five midget submarines lost, and 64 servicemen killed. One Japanese sailor, Kazuo Sakamaki, was captured.
The attack came as a profound shock to the American people and led directly to the American entry into World War II in both the Pacific and European theaters. The following day, December 8, the United States declared war on Japan. Domestic support for non-interventionism, which had been fading since the Fall of France in 1940,[19] disappeared. Clandestine support of the United Kingdom (e.g., the Neutrality Patrol) was replaced by active alliance. Subsequent operations by the U.S. prompted Nazi Germany and Fascist Italy to declare war on the U.S. on December 11, which was reciprocated by the U.S. the same day.
From the 1950s, several writers alleged that parties high in the U.S. and British governments knew of the attack in advance and may have let it happen (or even encouraged it) with the aim of bringing the U.S. into war. However, this advance-knowledge conspiracy theory is rejected by mainstream historians.
There were numerous historical precedents for unannounced military action by Japan. - Owen enlisted in the Naval Reserve in St.Paul on November 29, 1940. He was a member of the 47th Reserve Division in St Paul and attended training meetings every Monday night in December, 1940 and January 1941. - The 47th Division was activated on January 21, 1941, and shipped out of St.Paul by train January 23, 1941, in -20 degree weather. They arrived in San Diego on January 28 and reported for duty on the WARD on Jan. 29. The 47th Division men would be core of WARDS first crew.
