The President of the United States of America takes pleasure in presenting a Third Gold Star in lieu of a Fourth Award of the Navy Distinguished Service Medal to Admiral Richmond Kelly Turner, United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, as Commander of the Joint Expeditionary Force of the FIFTH Fleet from November 1944 to May 1945. He prepared the intricate plans for and commanded at the objectives the amphibious operations which resulted in the capture and occupation of Iwo Jima and of positions in the Okinawa Gunto between February and May 1945. His mastery of the problems of coordination of the operations of the thousands of naval, air, and amphibious units under his command into a fighting team which accomplished its mission decisively against desperate enemy resistance ashore, and despite frequent air attacks during operations off Okinawa, was of the highest order. Forces under his command inflicted great damage on the enemy and advanced United States control of the sera and air from the Marianas well toward the shores of Japan. His outstanding personal example was an inspiration to the officers and men of his Command and combined with the skillful and aggressive leadership assured the success of the operations. His conduct throughout was in keeping with the highest traditions of the United States Naval Service.

The American invasion had the goal of capturing the entire island, including its three airfields (including South Field and Central Field), to provide a staging area for attacks on the Japanese main islands. This five-week battle comprised some of the fiercest and bloodiest fighting of the War in the Pacific of World War II.
After the heavy losses incurred in the battle, the strategic value of the island became controversial. It was useless to the U.S. Army as a staging base and useless to the U.S. Navy as a fleet base. However, Navy SEABEES rebuilt the landing strips, which were used as emergency landing strips for USAAF B-29s.
The Imperial Japanese Army positions on the island were heavily fortified, with a dense network of bunkers, hidden artillery positions, and 18 km (11 mi) of underground tunnels. The Americans on the ground were supported by extensive naval artillery and complete air supremacy over Iwo Jima from the beginning of the battle by U.S. Navy and Marine Corps aviators.
Iwo Jima was the only battle by the U.S. Marine Corps in which the Japanese combat deaths were thrice those of the Americans throughout the battle. Of the 22,000 Japanese soldiers on Iwo Jima at the beginning of the battle, only 216 were taken prisoner, some of whom were captured because they had been knocked unconscious or otherwise disabled. The majority of the remainder were killed in action, although it has been estimated that as many as 3,000 continued to resist within the various cave systems for many days afterwards, eventually succumbing to their injuries or surrendering weeks later.
Despite the bloody fighting and severe casualties on both sides, the Japanese defeat was assured from the start. Overwhelming American superiority in arms and numbers as well as complete control of air power — coupled with the impossibility of Japanese retreat or reinforcement — permitted no plausible circumstance in which the Americans could have lost the battle.
The battle was immortalized by Joe Rosenthal's photograph of the raising of the U.S. flag on top of the 166 m (545 ft) Mount Suribachi by five U.S. Marines and one U.S. Navy battlefield Hospital Corpsman. The photograph records the second flag-raising on the mountain, both of which took place on the fifth day of the 35-day battle. Description The Battle of Saipan was a battle of the Pacific campaign of World War II, fought on the island of Saipan in the Mariana Islands from 15 June–9 July 1944. The U.S. 2nd Marine Division, 4th Marine Division, and 27th Infantry Division, commanded by Lieutenant General Holland Smith, defeated the 43rd Division of the Imperial Japanese Army, commanded by Lieutenant General Yoshitsugu Saito.
Bombardment of Saipan began on 13 June 1944. Fifteen battleships were involved, and 165,000 shells were fired. Seven modern fast battleships delivered twenty-four hundred 16 in (410 mm) shells, but to avoid potential minefields, fire was from a distance of 10,000 yd (9,100 m) or more, and crews were inexperienced in shore bombardment. The following day the eight older battleships and 11 cruisers under Admiral Jesse B. Oldendorf replaced the fast battleships but were lacking in time and ammunition.
The landings[4] began at 07:00 on 15 June 1944. More than 300 LVTs landed 8,000 Marines on the west coast of Saipan by about 09:00. Eleven fire support ships covered the Marine landings. The naval force consisted of the battleships Tennessee and California. The cruisers were Birmingham and Indianapolis. The destroyers were Norman Scott, Monssen, Colahan, Halsey Powell, Bailey, Robinson and Albert W. Grant. Careful Japanese artillery preparation — placing flags in the lagoon to indicate the range — allowed them to destroy about 20 amphibious tanks, and the Japanese strategically placed barbed wire, artillery, machine gun emplacements, and trenches to maximize the American casualties. However, by nightfall the 2nd and 4th Marine Divisions had a beachhead about 6 mi (10 km) wide and 0.5 mi (1 km) deep. The Japanese counter-attacked at night but were repulsed with heavy losses. On 16 June, units of the U.S. Army's 27th Infantry Division landed and advanced on the airfield at Ås Lito (which is now the location of Saipan International Airport). Again the Japanese counter-attacked at night. On 18 June, Saito abandoned the airfield.
The invasion surprised the Japanese high command, which had been expecting an attack further south. Admiral Soemu Toyoda, commander-in-chief of the Japanese Navy, saw an opportunity to use the A-Go force to attack the U.S. Navy forces around Saipan. On 15 June, he gave the order to attack. But the resulting battle of the Philippine Sea was a disaster for the Imperial Japanese Navy, which lost three aircraft carriers and hundreds of planes. The garrisons of the Marianas would have no hope of resupply or reinforcement.
Without resupply, the battle on Saipan was hopeless for the defenders, but the Japanese were determined to fight to the last man. Saito organized his troops into a line anchored on Mount Tapotchau in the defensible mountainous terrain of central Saipan. The nicknames given by the Americans to the features of the battle — "Hell's Pocket", "Purple Heart Ridge" and "Death Valley" — indicate the severity of the fighting. The Japanese used the many caves in the volcanic landscape to delay the attackers, by hiding during the day and making sorties at night. The Americans gradually developed tactics for clearing the caves by using flamethrower teams supported by artillery and machine guns.
The operation was marred by inter-service controversy when Marine General Holland Smith, unsatisfied with the performance of the 27th Division, relieved its commander, Army Major General Ralph C. Smith. However, General Holland Smith had not inspected the terrain over which the 27th was to advance. Essentially, it was a valley surrounded by hills and cliffs under Japanese control. The 27th took heavy casualties and eventually, under a plan developed by General Ralph Smith and implemented after his relief, had one battalion hold the area while two other battalions successfully flanked the Japanese.
By 7 July, the Japanese had nowhere to retreat. Saito made plans for a final suicidal banzai charge. On the fate of the remaining civilians on the island, Saito said, "There is no longer any distinction between civilians and troops. It would be better for them to join in the attack with bamboo spears than be captured." At dawn, with a group of 12 men carrying a great red flag in the lead, the remaining able-bodied troops — about 3,000 men — charged forward in the final attack. Amazingly, behind them came the wounded, with bandaged heads, crutches, and barely armed. The Japanese surged over the American front lines, engaging both army and Marine units. The 1st and 2nd Battalions of the 105th Infantry Regiment were almost destroyed, losing 650 killed and wounded. However, the fierce resistance of these two battalions, as well as that of Headquarters Company, 105th Infantry, and supply elements of 3rd Battalion, 10th Marine Artillery Regiment resulted in over 4,300 Japanese killed. For their actions during the 15-hour Japanese attack, three men of the 105th Infantry were awarded the Medal of Honor — all posthumously. Numerous others fought the Japanese until they were overwhelmed by the largest Japanese Banzai attack in the Pacific War.
By 16:15 on 9 July, Admiral Turner announced that Saipan was officially secured. Saito — along with commanders Hirakushi and Igeta — committed suicide in a cave. Also committing suicide at the end of the battle was Vice-Admiral Chuichi Nagumo — the naval commander who led the Japanese carriers at Pearl Harbor and Midway — who had been assigned to Saipan to direct the Japanese naval air forces based there.
In the end, almost the entire garrison of troops on the island — at least 30,000 — died. For the Americans, the victory was the most costly to date in the Pacific War. 2,949 Americans were killed and 10,464 wounded, out of 71,000 who landed. Hollywood actor Lee Marvin was among the many American wounded. He was serving with "I" Company, 24th Marine Regiment, when he was shot in the buttocks by Japanese machine gun fire during the assault on Mount Tapochau. The 3rd Marine Division landed near Agana to the north of Orote at 08:28, and the 1st Provisional Marine Brigade landed near Agat to the south. Japanese artillery sank 20 LVTs, and inflicted heavy casualties on the Americans, especially on the 1st Provisional Marine Brigade, but by 09:00 men and tanks were ashore at both beaches. The 77th Infantry Division had a more difficult landing. Lacking amphibious vehicles, they had to wade ashore from the edge of the reef where they were dropped by their landing craft. The men stationed in the two beachheads were pinned down by heavy Japanese fire, making initial progress inland quite slow.

By nightfall, the Americans had established beachheads about 6,600 feet (2,000 m) deep. Japanese counterattacks were made throughout the first few days of the battle, mostly at night, using infiltration tactics. Several times, they penetrated the American defenses and were driven back with heavy loss of men and equipment. Lieutenant General Takeshi Takashina was killed on 28 July, and Lieutenant General Hideyoshi Obata took over the command of the defenders.
Supply was very difficult for the Americans in the first days of the battle. Landing ships could not come closer than the reef, several hundred yards from the beach, and amphibious vehicles were scarce. However, the two beachheads were joined up on 25 July, and the Orote airfield and Apra harbor were captured by 30 July.
The counterattacks against the American beachheads, as well as the fierce fighting, had exhausted the Japanese. At the start of August, they were running out of food and ammunition and had only a handful of tanks left. Obata withdrew his troops from the south of Guam, planning to make a stand in the mountainous central and northern part of the island. But with resupply and reinforcement impossible because of American control of the sea and air around Guam, he could hope to do no more than delay the inevitable defeat for a few days.
Rain and thick jungle made conditions difficult for the Americans, but after an engagement at Mount Barrigada from 2-4 August, the Japanese line collapsed; the rest of the battle was a pursuit to the north. As in other battles of the Pacific War, the Japanese refused to surrender, and almost all were killed. The 4th Marine Division landed on 24 July 1944, supported by naval bombardment and marine artillery firing across the strait from Saipan. With the help of Seabee ingenuity the Marines were able to land where the Japanese did not expect, along the Northwest coast with its water's edge small coral cliffs. A successful feint for the major settlement of Tinian Town diverted defenders from the actual landing site on the north of the island. They withstood a series of night counterattacks supported by tanks, and the 2nd Marine Division landed the next day.
The weather worsened on 28 July, damaging the pontoon causeways, and interrupting the unloading of supplies. By 29 July, the Americans had captured half the island, and on 30 July the 4th Marine Division occupied Tinian Town and Airfield No. 4.
Japanese remnants made a final stand in the caves and ravines of a limestone ridge on the south portion of the island, making probes and counterattacks into the Marine line. Resistance continued through 3 August, with some civilians murdered by the Japanese.
Aftermath
By 10 August 1944, 13,000 Japanese civilians were interned, but up to 4,000 were dead through suicide, murdered by Japanese troops or killed in combat. The garrison on Aguijan Island off the southwest cape of Tinian, commanded by Lieutenant Kinichi Yamada, held out until the end of the war, surrendering on 4 September 1945. The last holdout on Tinian, Murata Susumu, was captured in 1953.
After the battle, Tinian became an important base for further Allied operations in the Pacific campaign. Camps were built for 50,000 troops. Fifteen thousand Seabees turned the island into the busiest airfield of the war, with six 7,900-foot (2,400 m) runways for attacks by United States Army Air Forces B-29 Superfortress bombers on enemy targets in the Philippines, the Ryukyu Islands, and mainland Japan, including the March 9/10 1945 Operation Meetinghouse firebombing of Tokyo and the atomic bombings of Hiroshima and Nagasaki. North Field was built over Airfields No. 1 and 3, and became operational in February 1945, while West Field was built over Airfield No. 2, and became operational in March 1945.

Description On 7 Aug 1942, the United States committed to its first land based counterattack. The Marines landed at both Tulagi and Guadalcanal, on both sides of Savo Sound. The installation at Guadalcanal was mostly construction workers and was an easy landing. The more established base at Tulagi involved heavy fighting, but was captured in two days. The Japanese responded immediately with air attacks from their bomber bases in New Britain (Rabaul) from the north and fighter strips in the northern Solomons (Bougainville). US carrier planes operating near the invasion fleet in Savo Sound defended. Thirty-three enemy were shot down for a loss of 12 US planes, one destroyer crippled, and a transport, George F. Elliot (AP-13), set afire and lost. The IJN also sent the Eighth Fleet from Rabaul to attack the US beachhead. This fleet (VAdm Mikawa) consisted of five heavy cruisers, two light cruisers and a destroyer.
The western approaches to Savo Sound were guarded by a screening force of six heavy cruisers and six destroyers (the battle fleet had been destroyed at Pearl Harbor) in two groups covering both passages. Radar pickets were the destroyers Blue (DD-387) and Ralph Talbot (DD-390) deployed west of Savo Island. The south passage was defended by HMAS Australia (flagship of RAdm Crutchley, RN), HMAS Canberra, USS Chicago (CA-29), Bagley (DD-386) and Patterson (DD-392). The northern group was made up of Vincennes (CA-44), Quincy (CA-39), Astoria (CA-34) and destroyers Helm (DD-391) and Wilson (DD-408). The eastern approaches also had a screening force, made up of light cruisers San Juan (CL-54 flag), HMAS Hobart, and destroyers Monssen (DD-436) and Buchanan (DD-484).
The IJN 8th fleet of fast cruisers arrived the second night and meet the US screening force for the Battle of Savo Island. At the same time, the three US carriers and their escorts, including North Carolina (BB-55), six cruisers, and 16 destroyers, were withdrawing to get out of sight of land-based bombers from Rabaul.
The enemy force of fast cruisers sent out scout floatplanes that reported the American forces. Both radar picket ships (radar range about 10 miles) were at the extreme ends of their patrols sailing away from the Japanese fleet which passed undetected about 500 yards from Blue. The enemy was lost in the visual and radar shadow of nearby Savo Island. Allied ships were faintly silhouetted by a freighter burning far over the horizon. The enemy discovered the southern force and fired torpedoes before they were detected. Simultaneously with the explosions, the scout plane dropped flares illuminating the allied fleet. Canberra was stuck by two torpedoes and heavy shelling. The US ships fired star shells and opened fire. Chicago of the southern force was torpedoed. The Jap force turned north in two columns. The northern defense force had not gotten the word, there was a rain squall in the area, and they assumed the southern force was shooting at aircraft. The two Jap columns passed on each side of the US force and opened fire on Astoria, Quincy, and Vincennes. The American captains ordered "cease fire" assuming they were Americans firing on their own ships. Vincennes caught a torpedo. Robert Talbot came charging south and was attacked first by friendly fire and then raked by the enemy escaping to the north. Quincy and Vincennes went down. During rescue operations for Canberra, Patterson was fired on by Chicago. Canberra was sunk the next morning to prevent capture as the US fleet left the waters that was hereafter called Iron Bottom Sound. Astoria sank about noon while under tow. Chicago had to undergo repair until Jan'43.

The Marine Raiders were launched in LCRL rubber boats powered by small, 6 hp (4.5 kW) outboard motors shortly after 00:00 (midnight) on 17 August. At 05:13, Companies A and B of the 2nd Raider Battalion—commanded by Lt. Col. Evans Carlson—successfully landed on Makin. The landing had been very difficult due to rough seas, high surf, and the failure of many of the outboard motors. Lt. Col. Carlson decided to land all his men on one beach, rather than two beaches as originally planned. At 05:15, Lt. Oscar Peatross and a 12-man squad landed on Makin. In the confusion of the landing, they did not get word of Carlson's decision to change plans and land all the Raiders on one beach. Thus, Peatross and his men landed where they originally planned. It turned out to be a fortunate error. Undaunted by the lack of support, Peatross led his men inland.
At 07:00, with Company A leading, the Raiders advanced from the beach across the island to its north shore before attacking southwestward. Strong resistance from Japanese snipers and machine guns stalled the advance and inflicted casualties. The Japanese then launched two banzai charges that were wiped out by the Raiders, thus killing most of the Japanese on the island. At 09:00, Lt. Peatross and his 12 men found themselves behind the Japanese who were fighting the rest of the Raiders to the east. Peatross's unit killed eight Japanese and the garrison commander Sgt. Major Kanemitsu, knocked out a machine gun and destroyed the enemy radios; but suffered three dead and two wounded. Failing to contact Carlson, they withdrew to the subs at dusk as planned.
At 13:30, 12 Japanese planes—including two flying boats—arrived over Makin. The flying boats—carrying reinforcements for the Japanese garrison—attempted to land in the lagoon, but were met with machine gun, rifle and Boys anti-tank rifle fire from the Raiders. One plane crashed; the other burst into flames. The remaining planes bombed and strafed but inflicted no U.S. casualties.
Evacuation of the Raiders
At 19:30, the Raiders began to withdraw from the island using 18 rubber boats, many of which no longer had working outboard motors. Despite heavy surf seven boats with 93 men made it to the subs. The next morning several boatloads of Raiders were able to fight the surf and reach the sub; but 72 men, along with just three rubber boats, were still on the island. At 23:30, the attempt by most of the Raiders to reach the submarines failed. Despite hours of heroic effort, 11 of 18 boats were unable to breach the unexpectedly strong surf. Having lost most of their weapons and equipment, the exhausted survivors struggled back to the beach to link up with 20 fully armed men who had been left on the island to cover their withdrawal. An exhausted and dispirited Carlson dispatched a note to the Japanese commander offering to surrender, but the Japanese messenger was killed by other Marines who were unaware of Carlson's plan.
At 09:00 on 18 August, the subs sent a rescue boat to stretch rope from the ships to the shore that would allow the remaining Raiders' boats to be pulled out to sea. But just as the operation began, Japanese planes arrived and attacked, sinking the rescue boat and attacking the subs, which were forced to crash dive and wait on the bottom the rest of the day. The subs were undamaged. At 23:08, having managed to signal the subs to meet his Raiders at the entrance to Makin Lagoon, Carlson had a team, led by Lt. Charlie Lamb, build a raft made up of three rubber boats and two native canoes, powered by the two remaining outboard motors. Using this raft, 72 exhausted Raiders sailed 4 miles from Makin to the mouth of the lagoon, where the subs picked them up.
Casualties
USMC casualties were given as 18 killed in action and 12 missing in action. Of the 12 Marines missing in action, one was later identified among the 18 Marine Corps graves found on Makin Island. Of the remaining eleven Marines missing in action, nine were inadvertently left behind or returned to the island during the night withdrawal. They were subsequently captured, moved to Kwajalein Atoll, and executed by Japanese forces. Koso Abe was subsequently tried and executed by the Allies for the murder of the nine Marines. The remaining two Marines missing in action have never been accounted for.
Conclusions
Carlson reported that he had personally counted 83 Japanese bodies and estimated that 160 Japanese were killed based on reports from the Makin Island natives with whom he spoke. Additional Japanese personnel may have been killed in the destruction of two boats and two aircraft. Morison states that 60 Japanese were killed in the sinking of one of the boats.
Although the Marine Raiders succeeded in annihilating the Japanese garrison on the island, the raid failed to meet its other material objectives. No Japanese prisoners were taken, and no meaningful intelligence was collected. Also, no significant Japanese forces were diverted from the Solomon Islands area. In fact, because the vulnerabilities to their garrisons in the Gilbert Islands were highlighted by the raid, the Japanese strengthened their fortifications and defensive preparations on the islands in the central Pacific — one of the objectives of the raid, insofar as it would dissipate Japanese material and manpower — which may have caused heavier losses for U.S. forces during the battles of the Gilbert and Marshall Islands campaigns.
