Iwo Jima's mission during CP10 was to conduct joint civil-military operations, conduct HCA missions and provide veterinary, medical, dental and civil engineering support to eight partner nations. Iwo Jima and its Sailors strengthened the United States' and 4th Fleet's commitment to the region by fostering partnerships, building relationships and improving partner nation capabilities.
"Continuing Promise 2010 was a spectacular success," said Capt. Thomas Negus, Continuing Promise 2010 mission commander. "The entire Continuing Promise team demonstrated through their incredible efforts everyday, the strong commitment the United States has for its neighbors in the region. Every person involved with this mission should be incredibly proud of their efforts and achievements over the past four months as they gave of themselves to provide aid and help to those in need. They are true heroes of compassion."
During the deployment, the CP10 medical contingent of more than 500 joint military and international military medical professionals and non-governmental organizations, worked alongside host nationals to treat more than 43,000 primary care patients, dispense more than 76,000 prescriptions and provide more than 26,000 veterinary services. In total there were more than 161,000 medical services provided including medical, dental and optometry.
"The great strength of the medical mission was in the personal effort put forth by the team members," said Capt. William Tanner, Joint Medical Group commander. "Everyone on Continuing Promise 2010 was moved by the contact with the people of the countries we visited. They welcomed us into their villages, performed cultural dances, sang songs and shared their community spirit with us. We are blessed to have had this opportunity."
Tanner also reflected on a particular experience that will always hold a special place in his heart.
"My greatest memory will always be of the elderly Panamanian lady who was about to go into surgery, insisting on getting out of bed to meet with the president of Panama," said Tanner. "She was glowing with joy at the wonder of the day. All of the patients were so thankful; it is difficult not to be moved by the experience."
In addition to the basic medical care provided by the CP10 team, 321 patients were flown to Iwo Jima for shipboard surgeries, including cyst removal, hernia repair and eye surgery.
"The crew handled the humanitarian assistance focus of Continuing Promise extremely well," said Capt. Thomas Chassee, Iwo Jima commanding officer. "Iwo was primarily responsible for getting the medical, construction engineers and other experts ashore via air and landing craft, as well as providing key support. Additionally, selected crew members were able to participate in numerous community relations projects during all eight country visits. All in all everyone considers Continuing Promise 2010 a very rewarding and worthwhile mission."
In all, the joint-military engineering teams and volunteers completed 26 projects, including building playgrounds, fencing and refurbishing schools and hospitals. The Navy Seabees attached to Naval Mobile Construction Battalion 7, Construction Battalion Mobile Unit 202 and many volunteers completed various construction and renovation projects in each of the eight countries. CP10 also included participants from other nations' armed forces such as Canada, Dutch, French, Paraguayan, Netherlands, Colombia, Guatemala and Costa Rica.... More

Total property damage was estimated at $108 billion (2005 USD), roughly four times the damage wrought by Hurricane Andrew in 1992 in the United States.
The eleventh named storm and fifth hurricane of the 2005 Atlantic hurricane season, Katrina originated over the Bahamas on August 23 from the interaction between a tropical wave and the remnants of Tropical Depression Ten. Early the following day, the new depression intensified into Tropical Storm Katrina. The cyclone headed generally westward toward Florida and strengthened into a hurricane only two hours before making landfall at Hallandale Beach and Aventura on August 25. After very briefly weakening to a tropical storm, Katrina emerged into the Gulf of Mexico on August 26 and began to rapidly deepen. The storm strengthened to a Category 5 hurricane over the warm waters of the Gulf of Mexico, but weakened before making its second landfall as a Category 3 hurricane on August 29 in southeast Louisiana.
Katrina caused severe destruction along the Gulf coast from central Florida to Texas, much of it due to the storm surge and levee failure. Severe property damage occurred in coastal areas, such as Mississippi beachfront towns; over 90 percent of these were flooded. Boats and casino barges rammed buildings, pushing cars and houses inland; water reached 6–12 miles (10–19 km) from the beach.
Over fifty breaches in New Orleans's hurricane surge protection were the cause of the majority of the death and destruction during Katrina on August 29, 2005. Eventually 80% of the city and large tracts of neighboring parishes became flooded, and the floodwaters lingered for weeks. According to a modeling exercise conducted by the U.S. Army Corps of Engineers (USACE), two-thirds of the deaths in Greater New Orleans were due to levee and floodwall failure. All of the major studies concluded that the USACE, the designers and builders of the levee system as mandated by the Flood Control Act of 1965, is responsible. This is mainly due to a decision to use shorter steel sheet pilings in an effort to save money. In January 2008, Judge Stanwood Duval, U.S. District Court, ruled that despite the Corps' role in the flooding, the agency could not be held financially liable because of sovereign immunity in the Flood Control Act of 1928. Exactly ten years after Katrina, J. David Rogers, lead author of a new report in the official journal of the World Water Council concluded that the flooding during Katrina "could have been prevented had the corps retained an external review board to double-check its flood-wall designs."
There was also an investigation of the responses from federal, state and local governments, resulting in the resignation of Federal Emergency Management Agency (FEMA) director Michael D. Brown, and of New Orleans Police Department (NOPD) Superintendent Eddie Compass. Many other government officials were criticized for their responses, especially New Orleans Mayor Ray Nagin, Louisiana Governor Kathleen Blanco, and President George W. Bush. The invasion consisted of 21 days of major combat operations, in which a combined force of troops from the United States, the United Kingdom, Australia and Poland invaded Iraq and deposed the Ba'athist government of Saddam Hussein. The invasion phase consisted primarily of a conventionally fought war which concluded with the capture of the Iraqi capital of Baghdad by American forces.
Four countries participated with troops during the initial invasion phase, which lasted from 19 March to 9 April 2003. These were the United States (148,000), United Kingdom (45,000), Australia (2,000), and Poland (194). 36 other countries were involved in its aftermath. In preparation for the invasion, 100,000 U.S. troops were assembled in Kuwait by 18 February. The coalition forces also received support from Kurdish irregulars in Iraqi Kurdistan.
According to U.S. President George W. Bush and British Prime Minister Tony Blair, the coalition mission was "to disarm Iraq of weapons of mass destruction, to end Saddam Hussein's support for terrorism, and to free the Iraqi people." General Wesley Clark, the former Supreme NATO Allied Commander and Joint Chiefs of Staff Director of Strategy and Policy, describes in his 2003 book, Winning Modern Wars, his conversation with a military officer in the Pentagon shortly after 9/11 regarding a plan to attack seven Middle Eastern countries in five years: "As I went back through the Pentagon in November 2001, one of the senior military staff officers had time for a chat. Yes, we were still on track for going against Iraq, he said. But there was more. This was being discussed as part of a five-year campaign plan, he said, and there were a total of seven countries, beginning with Iraq, then Syria, Lebanon, Libya, Iran, Somalia and Sudan." Others place a much greater emphasis on the impact of the 11 September 2001 attacks, and the role this played in changing U.S. strategic calculations, and the rise of the freedom agenda. According to Blair, the trigger was Iraq's failure to take a "final opportunity" to disarm itself of alleged nuclear, chemical, and biological weapons that U.S. and British officials called an immediate and intolerable threat to world peace.
In a January 2003 CBS poll, 64% of Americans had approved of military action against Iraq; however, 63% wanted Bush to find a diplomatic solution rather than go to war, and 62% believed the threat of terrorism directed against the U.S. would increase due to war. The invasion of Iraq was strongly opposed by some long-standing U.S. allies, including the governments of France, Germany, and New Zealand. Their leaders argued that there was no evidence of weapons of mass destruction in Iraq and that invading the country was not justified in the context of UNMOVIC's 12 February 2003 report. On 15 February 2003, a month before the invasion, there were worldwide protests against the Iraq War, including a rally of three million people in Rome, which is listed in the Guinness Book of Records as the largest ever anti-war rally. According to the French academic Dominique Reynié, between 3 January and 12 April 2003, 36 million people across the globe took part in almost 3,000 protests against the Iraq war.
The invasion was preceded by an air strike on the Presidential Palace in Baghdad on 19 March 2003. The following day, coalition forces launched an incursion into Basra Province from their massing point close to the Iraqi-Kuwaiti border. While the special forces launched an amphibious assault from the Persian Gulf to secure Basra and the surrounding petroleum fields, the main invasion army moved into southern Iraq, occupying the region and engaging in the Battle of Nasiriyah on 23 March. Massive air strikes across the country and against Iraqi command and control threw the defending army into chaos and prevented an effective resistance. On 26 March, the 173rd Airborne Brigade was airdropped near the northern city of Kirkuk, where they joined forces with Kurdish rebels and fought several actions against the Iraqi army to secure the northern part of the country.
The main body of coalition forces continued their drive into the heart of Iraq and met with little resistance. Most of the Iraqi military was quickly defeated and Baghdad was occupied on 9 April. Other operations occurred against pockets of the Iraqi army including the capture and occupation of Kirkuk on 10 April, and the attack and capture of Tikrit on 15 April. United States Central Command's Joint Task Force Southwest Asia (JTF-SWA) had the mission of monitoring and controlling the airspace south of the 32nd Parallel (extended to the 33rd Parallel in 1996) in southern and south-central Iraq during the period following the end of the 1991 Gulf War until the 2003 invasion of Iraq.
Operation Southern Watch began on 27 August 1992 with the stated purpose of ensuring Iraqi compliance with United Nations Security Council Resolution 688 (UNSCR 688) of 5 April 1991, which demanded that Iraq "immediately end this repression and express the hope in the same context that an open dialogue will take place to ensure that the human and political rights of all Iraqi citizens are respected." Nothing in the resolution spelled out the Iraqi no-fly zones or Operation Southern Watch.
Iraqi bombing and strafing attacks against the Shi’ite Muslims in Southern Iraq during the remainder of 1991 and during 1992 indicated Saddam Hussein chose not to comply with the resolution. Forces from Saudi Arabia, the United States, the United Kingdom, and France participated in Operation Southern Watch. The commander of JTF-SWA, an aeronautically rated United States Air Force (USAF) Major General, assisted by an aeronautically designated United States Navy (USN) Rear Admiral, reported directly to the Commander, United States Central Command (USCENTCOM).
Military engagements in Southern Watch occurred with regularity, with Coalition aircraft routinely being shot at by Iraqi air defense forces, though they were usually only reported in the Western press occasionally. An intensification was noted prior to the 2003 invasion of Iraq, though it was said at the time to just be in response to increasing activity by Iraqi air-defense forces. The operation was originally called "Operation Infinite Justice", but as similar phrases have been used by adherents of several religions as an exclusive description of God, it is believed to have been changed to avoid offense to Muslims, who are the majority religion in Afghanistan. U.S. President George W. Bush's remark that "this crusade, this war on terrorism, is going to take a while", which prompted widespread criticism from the Islamic world, may also have contributed to the renaming of the operation.

The term "OEF" typically refers to the war in Afghanistan. Other operations, such as the Georgia Train and Equip Program, are only loosely or nominally connected to OEF, such as through government funding vehicles. All the operations, however, have a focus on counterterrorism activities.
Operation Enduring Freedom – Afghanistan, which is a joint U.S., U.K. and Afghan operation, is separate from the International Security Assistance Force (ISAF), which is an operation of North Atlantic Treaty Organization nations including the U.S. and U.K. The two operations run in parallel, and although it has been intended that they merge for some time, this has not yet happened.
Overview
In response to the attacks of 11 September, the early combat operations that took place on 7 October 2001 to include a mix of strikes from land-based B-1 Lancer, B-2 Spirit and B-52 Stratofortress bombers, carrier-based F-14 Tomcat and F/A-18 Hornet fighters, and Tomahawk cruise missiles launched from both U.S. and British ships and submarines signaled the start of Operation Enduring Freedom – Afghanistan (OEF-A).
The initial military objectives of OEF-A, as articulated by President George W. Bush in his 20 September Address to a Joint Session of Congress and his 7 October address to the country, included the destruction of terrorist training camps and infrastructure within Afghanistan, the capture of al-Qaeda leaders, and the cessation of terrorist activities in Afghanistan."
In January 2002, over 1,200 soldiers from the United States Special Operations Command Pacific (SOCPAC) deployed to the Philippines to support the Armed Forces of the Philippines (AFP) in their push to uproot terrorist forces on the island of Basilan. Of those groups included are Abu Sayyaf Group (ASG), al-Qaeda and Jemaah Islamiyah.[8] The operation consisted of training the AFP in counter-terrorist operations as well as supporting the local people with humanitarian aid in Operation Smiles.
In October 2002, the Combined Task Force 150 and United States military Special Forces established themselves in Djibouti at Camp Lemonnier. The stated goals of the operation were to provide humanitarian aid and patrol the Horn of Africa to reduce the abilities of terrorist organizations in the region. Similar to OEF-P, the goal of humanitarian aid was emphasised, ostensibly to prevent militant organizations from being able to take hold amongst the population as well as reemerge after being removed.
The military aspect involves coalition forces searching and boarding ships entering the region for illegal cargo as well as providing training and equipment to the armed forces in the region. The humanitarian aspect involves building schools, clinics and water wells to enforce the confidence of the local people.
Since 2001, the cumulative expenditure by the U.S. government on Operation Enduring Freedom has exceeded $150 billion.
