Fifty-two American diplomats and citizens were held hostage for 444 days from November 4, 1979, to January 20, 1981 after a group of Iranian students belonging to the Muslim Student Followers of the Imam's Line, who supported the Iranian Revolution, took over the U.S. Embassy in Tehran. It stands as the longest hostage crisis in recorded history.
The crisis was described by the Western media as an “entanglement” of “vengeance and mutual incomprehension.” President Jimmy Carter called the hostages “victims of terrorism and anarchy” and said, “The United States will not yield to blackmail.” In Iran, it was widely seen as a blow against the United States and its influence in Iran, including its perceived attempts to undermine the Iranian Revolution and its longstanding support of the recently overthrown Shah of Iran, Mohammad Reza Pahlavi, who had led an autocratic regime.
After his overthrow in 1979, the Shah Mohammad Reza Pahlavi was purportedly admitted to the United States for cancer treatment. Iran demanded that he be returned to stand trial for crimes he was accused of committing during his reign. Specifically, Pahlavi was accused of committing crimes against Iranian citizens with the help of his secret police, the SAVAK. Iranians saw the decision to grant him asylum as American complicity in those atrocities. The Americans saw the hostage-taking as an egregious violation of the principles of international law, which granted diplomats immunity from arrest and made diplomatic compounds inviolable.
The crisis reached a climax when, after failed efforts to negotiate the hostages’ release, the United States military attempted a rescue operation using ships, including the USS Nimitz and USS Coral Sea, that were patrolling the waters near Iran. On April 24, 1980, the attempt, known as Operation Eagle Claw, failed, resulting in the deaths of eight American servicemen and one Iranian civilian, as well as the destruction of two aircraft.
Shah Pahlavi left the United States in December 1979 and was ultimately granted asylum in Egypt, where he died from complications of cancer on July 27, 1980. In September 1980, the Iraqi military invaded Iran, beginning the Iran–Iraq War. These events led the Iranian government to enter negotiations with the U.S., with Algeria acting as a mediator. The hostages were formally released into United States custody the day after the signing of the Algiers Accords, just minutes after the new American president, Ronald Reagan, was sworn into office.
The crisis is considered a pivotal episode in the history of Iran–United States relations. Political analysts cite it as a major factor in the trajectory of Jimmy Carter’s presidency and his loss in the 1980 presidential election. In Iran, the crisis strengthened the prestige of Ayatollah Ruhollah Khomeini and the political power of theocrats who opposed any normalization of relations with the West. By riverine assault operations preempting enemy offensive operations, the Force made a significant contribution to thwarting the threat to Saigon and the Mekong Delta. Surprise attacks and routine fire fights on the narrow streams and canals were an almost daily occurrence, while rocket and mining attacks against the Mobile Riverine Bases were an everpresent danger. The courage and determination of TF 117 personnel contributed significantly to the successful completion of each Force objective. final preparations for the change of command ceremony on 5 May, in which Operation GIANT SLINGSHOT would be turned over to the Vietnamese Navy, were being made at Ben Luc.
At 051000H May 1970, the ceremony commence, with Vice Admiral ZUMWALT and Commodore CHON, plus numerous other distinguished guests in attendance. Following the inspection of the colors and the invocation, Commander SIGMOND and his relief, Lieutenant Commander TIEU made their remarks. The GIANT SLINGSHOT Flag was then passed from the United States Navy to the Vietnamese Navy marking the turnover. ADMIRAL ZUMWALT and Commodore CHON, the Vietnamese Chief of Operations, each made remarks.
The turnover of operational control of Operation GIANT SLINGSHOT to the Vietnamese marks another giant step in the turnover program. The accomplishments and the successes are a tribute to those who have served so well during the past 18 months.
Along with the turnover came a new name for the operation "Tran Hung Dao II". Designated TG 214.1, under the command of Commodore Phong, CTF 214, with Lieutenant Commander TIEU designated as the on-scene commander.
During the planning and initial stages of the operation, changes were frequent. It was apparent then,that the business of interdiction is a fast moving type of operation and flexibility is the key to success. To be specific, the River LST was scheduled to be the USS Garrett County, which was to be relieved by the USS Harnett County. USS Garrett County was due for regular overhaul. The Harnett County was delayed in Yokosuka, however, and thus a gap existed between River LST's in the operation. A third River Patrol Division was scheduled into the operation but it was newly forming and arrived on 6 December 1968, commencing patrols on 8 December 1968. Since YRBM-16 was unable to support more than two river divisions, the third river division was primarily staged in Nha Be, and transited to their patrol area on a daily basis. They also used YRBM-18 as a staging point.
The units commenced patrols as scheduled on 6 December 1968 and River Division 534 was the first GIANT SLINGSHOT unit to engage the enemy. At 061915H December 1968 a U.S. Army helicopter flying surveillance patrol on the Vam Co Dong River received ground fire and requested that PBRs investigate the area for a possible sampan crossing. Two PBRs deployed to investigate and received heavy automatic weapons fire while enroute, XS 426086. The boats returned fire, made another firing run and suppressed the enemy fire. No one was injured in this first fire fight. On the 7th of December 1968 there were two additional firefights which were initiated by the enemy. It should be added here that this level of activity was considered high because PBR's had previously been engaged in the population and resources control mission of Task Force 116, where firefights with this regularity were seldom encountered. The enemy was engaged on numerous occasions, but seldom three times in two days. This level of activity for GIANT SLINGSHOT forces remained both high and above the average of other units operating in the Mekong Delta.
From the beginning the cooperation, assistance, coordination and support between GIANT SLINGSHOT forces and the U.S. Army, ARVN, Special forces and numerous other non-organic units operating in the area was excellent and ever increasing. The increased water mobility given to the ground units lured them into previously unguarded rivers. With land oriented and water oriented people working together, the operation became more and more abundant and efficient. The land troops enjoyed the mobility allowing them to sail into an area rapidly, disembark and sweep an area quickly before the enemy could hide caches or booby traps. The Viet Cong, long known to be transporting their arms and ammo down canals, streams and rivers in pony express point-to-point fashion, were caught short by the combined efforts in GIANT SLINGSHOT. They were suddenly unable to move freely about the rivers and were therefore unable to get their caches moved away from the river and in some cases unable to even cover caches lying in the open. ... The naval units engaged in Operation GIANT SLINGSHOT, including the Riverine Warfare and River Patrol Forces who supplied support, consistently distinguised themselves by their countless deeds of valiant service while carrying out patrols along the narrow, enemy-infested Vam Co, Vam Co Dong, and Vam Co Tay Rivers. Operating with limited logistic support under austere and dangerous conditions, personnel of CTF 194.9 countered intense rocket and automatic weapons barrages at point-blank range with unshakeable determination. As a result of their intrepidity and resolution, the enemy threat was significantly diminished and vital routes of resupply were severed. The quantity of captured enemy war material reached staggering proportions, and the ever-increasing number of enemy casualties attested to the effectiveness of ingeniously developed individual and group offensive tactics. The Secretary of the Navy takes pleasure in commending RIVER ASSAULT FLOTILLA ONE for service set forth in the following citation: For exceptionally meritorious service from 5 March 1968 through 24 January 1969 while operating with friendly foreign forces engaged in armed conflict against communist aggressor forces in the Mekong Delta region of the Republic of Vietnam. As the naval component of the Army/Navy Mobile Riverine Force (TF 117), the ships and assault boats of River Assault Flotilla ONE provided close logistic, communication, and gunfire support to troops of the Unites States Army's 9th Infantry Division, the 2nd, 3rd, and 4th Vietnamese Marine Corps Battalions, and the 9th and 21st Divisions of the Army of the Republic of Vietnam during riverine assault operations which were part of a concerted offensive campaign into communist-dominated rural areas. Ambushes and firefights on the rivers and narrow canals were almost daily occurrences; and rocket and mining attacks were frequent and ever-present dangers. The multiple operations of River Assault Flotilla ONE during this period were directly responsible for weakening the hold of the Viet Cong and their North Vietnamese cohorts on the Delta, for depriving them of sole possession of hundreds of waterways, and for ensuring freedom of movement for Vietnamese civilians throughout much of the Delta. In the kind of close combat action which requires exceptional courage, enterprise, and patience, the officers and men of River Assault Flotilla ONE consistently exhibited these qualities. Their gallantry in the face of continuous enemy opposition, and their superlative performance as individuals and as a team, were in keeping with the highest traditions of the United States Naval Service. From 7 to 18 April, ground, air, and naval units from each of the American services, the Vietnamese Navy, and the Vietnamese Marine Corps conducted Silver Mace II, a strike operation in the Nam Can Forest on Ca Mau Peninsula. The enemy avoided heavy contact with the allied force, but his logistical system was disrupted.
Enemy air defenses caused aviators more concern for by 1968 the Communists had developed a defensive system that was well-armed, coordinated, and supported. On the ground throughout North Vietnam, South Vietnam, and Laos, the enemy trained skyward thousands of small arms, automatic weapons, and antiaircraft artillery. North Vietnam alone contained 8,000 weapons of many calibers, concentrated around key targets. Beginning in early 1965, surface-to-air missiles (SAM) were added to this defensive arsenal, and by early 1968 over 300 SAM sites dotted the North Vietnamese countryside. The entire defensive system was tied together with a sophisticated network of communications, air alert stations, and early warning, ground control-interceptor, and fire control radars. New and replacement weapons and ammunition were amply supplied by sympathetic Communist countries. The loss in Southeast Asia of 421 fixed-wing aircraft from 1965 to 1968 attested to the strength of these defenses. The aviators killed, missing, or made prisoner totaled 450. The operating environment was especially dangerous in North Vietnam, where 382 Navy planes were shot down, 58 of them by SAMs.
Although only accounting for eight of the Navy's aircraft during this three-year period, the North Vietnamese air units posed a constant threat to U.S. operations, thus requiring a diversion of vital resources for protection. The enemy air force varied from 25 to 100 MiG-15, MiG-17, MiG-19, and MiG-21 jet fighters. The country's jet-capable airfields included Gia Lam, Phuc Yen, Cat Bi, Kep, Kien An, Yen Bai, Son Tay, Bai Thuong, Hoa Lac, and Vinh. The U.S. Navy engaged in its first air-to-air encounter of the war on 3 April 1965, when several MiG-15s unsuccessfully attacked a flight of F-8 Crusaders near Thanh Hoa.
