RADM Kelly served as Chief of Chaplains which is the Senior Chaplain of the Navy from July 1965 until he reitred in July 1970.
This position includes two major duties - Director of Religion and Ministry Support for the Department of the Navy. The Chief of Chaplains advises the Commandant of the Marine Corps, the Chief of Naval Operations, and the Commandant of the Coast Guard on all matters pertaining to religion with the Navy, United States Marine Corps, and United States Coast Guard.
Other than the fact that ADMR Kelly served as Chief of Navy Chaplains, not much can be found about the remainder of his career or his personal life. More facts will be added as they become available.

Presented to LT James Woodrow Kelly for heroic conduct when an explosion and fire occurred on the USS Mobile during an enemy attack. He immediately went to the scene where he commenced evacuation of casualties, extinguished fires, and rendered first aid. His courage, initiative, and the assistance and comfort he gave saved many lives.
