United States Central Command's Joint Task Force Southwest Asia (JTF-SWA) had the mission of monitoring and controlling the airspace south of the 32nd Parallel (extended to the 33rd Parallel in 1996) in southern and south-central Iraq during the period following the end of the 1991 Gulf War until the 2003 invasion of Iraq.
Operation Southern Watch began on 27 August 1992 with the stated purpose of ensuring Iraqi compliance with United Nations Security Council Resolution 688 (UNSCR 688) of 5 April 1991, which demanded that Iraq "immediately end this repression and express the hope in the same context that an open dialogue will take place to ensure that the human and political rights of all Iraqi citizens are respected." Nothing in the resolution spelled out the Iraqi no-fly zones or Operation Southern Watch.
Iraqi bombing and strafing attacks against the Shi’ite Muslims in Southern Iraq during the remainder of 1991 and during 1992 indicated Saddam Hussein chose not to comply with the resolution. Forces from Saudi Arabia, the United States, the United Kingdom, and France participated in Operation Southern Watch. The commander of JTF-SWA, an aeronautically rated United States Air Force (USAF) Major General, assisted by an aeronautically designated United States Navy (USN) Rear Admiral, reported directly to the Commander, United States Central Command (USCENTCOM).
Military engagements in Southern Watch occurred with regularity, with Coalition aircraft routinely being shot at by Iraqi air defense forces, though they were usually only reported in the Western press occasionally. An intensification was noted prior to the 2003 invasion of Iraq, though it was said at the time to just be in response to increasing activity by Iraqi air-defense forces. Background
HMCS Algonquin
The operation replaced naval blockades Operation Maritime Guard (of NATO; begun by the U.S. in November 1992) and Sharp Fence (of the WEU). It put them under a single chain of command and control (the "Adriatic Military Committee", over which the NATO and WEU Councils exerted joint control), to address what their respective Councils viewed as wasteful duplication of effort. Some maintain that despite the nominal official joint command and control of the operation, in reality it was NATO staff that ran the operation.
Purpose
The operation's purpose was, through a blockade on shipments to the former Yugoslavia,[10] to enforce economic sanctions and an arms embargo of weapons and military equipment against the former Federal Republic of Yugoslavia, and rival factions in Croatia and Bosnia. The Yugoslav Wars were being waged, and the participants hoped to limit the fighting by limiting supplies to it.
Blockade
Fourteen nations contributed ships and patrol aircraft to the operation. At any given time, 22 ships and 8 aircraft were enforcing the blockade, with ships from Standing Naval Force Atlantic and Standing Naval Force Mediterranean establishing a rotating duty. (Belgium, Canada, Denmark, France, Germany, Greece, Italy, the Netherlands, Norway, Portugal, Spain, Turkey, the U.K., and the U.S.), and eight maritime patrol aircraft, were involved in searching for and stopping blockade runners. Most contributors to the operation supplied one or two ships. The Turkish Navy, for example, participated with frigates, submarines, and tankers.
The operational area was divided into a series of "sea boxes", each the responsibility of a single warship. Each boarding team was composed of a "guard team" to board and wrest control of the target ship, and a "search team", to conduct the search.
The ships were authorized to board, inspect, and seize both ships seeking to break the blockade and their cargo. The Combined Task Force 440 was commanded by Admiral Mario Angeli of Italy. It marked the first time since its founding in 1949 that NATO was involved in combat operations.
Lido II incident

The issue of differing views among nations in the coalition as to the use of force authorized by rules of engagement arose in April 1994. Faced with the Maltese tanker Lido II making its way towards Montenegrin port with 45,000 tons of fuel oil, a U.S. cruiser (USS Philippine Sea) asked the NATO commander (a British Commodore) for guidance, and received authorization to use "disabling fire" to stop the tanker, if necessary. He received confirmation that he should follow the British commodore's guidance from his own higher authority. Under U.S. Navy standards, "disabling fire" means firing rounds into the ship's engineering space. The U.S. cruiser was about to pass the order along to the Dutch Kortenaer-class frigate HMNLS Van Kinsbergen. However, the fact that the Dutch definition of "disabling fire" involves launching rounds into the bridge of the target ship, with an increased risk of loss of life, became important. The ship was boarded by Dutch Marines inserted by helicopter from HMNLS Van Kinsbergen and eventually stopped without firing a shot on the first of May. Three Yugoslav Navy Konar-class corvettes challenged the NATO operation and one of them tried to ram the British frigate HMS Chatham as it was assisting Van Kinsberger. The corvettes eventually fled following the reaction of the British warship, supported by Italian Tornado aircraft which scrambled from an airbase at Gioia Del Colle. Lido II had to undergo repairs before being diverted to Italy, since the crew had sabotaged the ship's engine room. The leaking was contained by an engineer party from HMS Chatham. Seven Yugoslav stowaways were found on board.
Statistics
The "NATO and WEU forces challenged more than 73,000 ships, boarded and inspected almost 6,000 at sea, and diverted 1,500 suspect ships to ports for further inspection." Of those, nearly a dozen vessels were found to be blockade runners, some carrying arms in violation of UN Security Council resolutions. NATO officials said no ships were able to run the blockade successfully, and that the maritime blockade had a major effect in preventing escalation of the conflict.

The U.S.-led, multinational effort to create a safe and secure environment and support the return of exiled President Jean-Bertrand Aristide to Haiti, was conducted from September 1994 through March 1996. In excess of 20,000 American service men and women from the U.S. Army, Navy, Air Force, Marine Corps and Coast Guard, in conjunction with approximately 5,000 non-U.S. forces from 24 nations, served as part of the Multinational Force, and later, United Nations Mission in Haiti. Upon direction of President Bill Clinton, the operation was conducted by U.S. Atlantic Command, in Norfolk, Va.
President Aristide was elected in December 1990 as the first democratically-elected head of state in Haitian history. Seven months after taking office in February 1991, President Aristide was overthrown in a coup led by Lt. Gen. Raoul Cedras, the head of the Forces Armees d'Haiti (FAd'H). This eventually would be the impetus for renewed U.S. operational involvement in Haiti.
A United Nations international embargo began in late June 1993. In support of the international embargo, USACOM activated Joint Task Force 120 in mid-October to conduct maritime interdiction operations and increase pressure on the illegitimate government of Haiti. To provide humanitarian assistance to more than 21,000 Haitians escaping by sea from political strife, USACOM established a second JTF, JTF 160, on May 18, 1994. The mission of JTF 160 included migrant interdiction and processing, both at sea and at designated migrant camp sites ashore. The largest of these migrant camp sites was at the U.S. Naval Base at Guantanamo Bay, Cuba.
On July 31 the UN Security Council passed a resolution authorizing the U.S. to use "all means necessary" to remove Haiti's military-backed government. As military forces began final preparations for an invasion, President Bill Clinton dispatched a negotiating team to Haiti to avert an invasion. The team was headed by former President Jimmy Carter, and included former Chairman of the Joint Chiefs of Staff, retired Gen. Colin Powell, and Senator Sam Nunn, D-Ga., former chairman of the Senate Armed Services Committee.
With U.S. invasion forces enroute to Haiti the evening of September 18, Lt. Gen. Cedras relayed his decision to relinquish control and ultimately leave Haiti through the Carter mission. The following morning U.S. forces began a peaceful entry into Haiti.
Over the next six months, significant accomplishments of the U.S.-led MultinationalForce (MNF) included: ensuring the peaceful restoration of President Aristide; helping standup a fragile Government in Haiti; fostering a safe and secure environment; initiating a weapons buy-back program; eliminating arms caches; restoration of electrical power and commercial communications; commencing police force training; overseeing the return of Haitian migrants from Guantanamo Bay, Cuba; and establishing conditions for democratic elections.
On March 31, 1995, the MNF transferred command to United Nations Mission in Haiti (UNMIH) forces. Under UNMIH, forces continued to maintain a secure and stable environment which facilitated free and fair democratic elections. In addition, civil engineering projects such as repairing schools, roads, bridges, water wells, and distribution systems were undertaken, and thousands of tons of donated materials and supplies were distributed.
On June 25, UNMIH forces provided support and security for Haiti's first round of national parliamentary free elections since the restoration of President Aristide to office.
The last Haitian migrant selected for repatriation from Guantanamo Bay, Cuba, was returned to Port-au-Prince October 16, 1995. Approximately 75,000 Haitians had been repatriated since the beginning of the maritime interdiction operation; more than 21,000 of which were processed through migrant facilities at Guantanamo Bay.
On December 17, Haiti conducted presidential elections, again with UNMIH forces providing support and security. Former Prime Minister Rene Preval won handily and was inaugurated February 7, 1996, as Haiti's second democratically elected president, succeeding President Aristide.

Basic U.N. deficiencies in planning, C3I, and political acumen were compounded by an expanded and intrusive mandate; greatly diminished military capabilities; more aggressive Somali opposition; uncertain support from the United States; differences within the coalition; and uncertainty by the Security Council, the Secretariat, and others.
Operation Continue Hope provided support of UNOSOM II to establish a secure environment for humanitarian relief operations by providing personnel, logistical, communications, intelligence support, a quick reaction force, and other elements as required. Over 60 Army aircraft and approximately 1,000 aviation personnel operated in Somalia from 1992 to 1994.
UNOSOM II became a badly flawed peace, with military forces which came to be seen by parties to the local conflict as co-belligerents rather than impartial peacekeepers. In Somalia, peace enforcement was only an implicit element of the original U.N. mandate, which focused on peace-building (disarmament, political reconciliation, and economic rehabilitation). However, after a confrontation between the Somali National Alliance (SNA) and the U.N. led to the killing of twenty-five Pakistani peacekeepers, the Security Council made the operation's peace-enforcement mission explicit. It was executed by both U.N. forces and a 1,000-man U.S. rapid-reaction force under U.S. operational control, with the authority of the United Nations. There was also a 3,000-man U.S. logistics unit under U.N. operational control. A lack of decisiveness, cohesion, and command and control by the undermanned U.N. mission (half the strength of UNITAF, with some 20,000 personnel) and a series of armed clashes between U.S./U.N. forces and the SNA created a virtual state of war and undermined the effectiveness of the U.N. operation. Confusion over the dual-command relationship between the U.S. and UNOSOM II was another complicating factor, with a U.S. general officer serving as both the U.N. deputy forces commander and commander of U.S. forces.
A clash on 3-4 October 1993 left eighteen U.S. personnel dead and seventy-eight wounded, along with over one thousand Somali casualties. Public outcry in the United States contributed to the decision to withdraw U.S. forces in March 1994. That, coupled with continued internal strife and SNA hostility toward the U.N., led to a total U.N. withdrawal in March 1995. This was executed skillfully, without casualties, in a carefully planned combined U.S.-U.N. action.
The killing of Army Rangers in Somalia provoked a resurgence of a debate that began before the Gulf War: when is it appropriate to use military force -- and, more to the point, can you justify using the military in regions in which Americans either do not see their interests at stake or are willing to help only so long as the costs remain very low? Somalia drove home the reality that the Gulf War experience could not serve as a model for other situations where the diplomatic lineup was more confused, the stakes less clear, and the difference between good guys and bad guys less simple to discern. It was also an early indication of the coming debate on the international community's role in internal strife.

Description On 5 April, the United Nations Security Council passed Resolution 688, calling on Iraq to end repression of its population. On 6 April, Operation Provide Comfort began to bring humanitarian relief to On 5 April, the United Nations Security Council passed Resolution 688, calling on Iraq to end repression of its population. On 6 April, Operation Provide Comfort began to bring humanitarian relief to the Kurds. A no-fly zone was established by the U.S., the UK, and France north of the 36th parallel, as part of the Iraqi no-fly zones. This was enforced by American, British, and French aircraft. Included in this effort was the delivery of humanitarian relief and military protection of the Kurds by a small Allied (U.S./UK/Fr/Tu) ground force based in Turkey. Also participating was the 3/325 Airborne Battalion Combat Team, based in Vicenza, Italy, and commanded by then-Lt. Col. John Abizaid. With the 3/325, was a Task Force of 6 UH-60 Blackhawks and highly trained crews led by Cpt Morrow of the 5th Quarter Master Detachment in Kaiserslautern, and SSG Bluman from Giebelstadt, Germany. Fifteen UH-60 Blackhawks and five OH-58D helicopters, crews, and support personnel from the 11th ACR in Fulda, Germany self deployed to join the operation in mid April. The 11th ACR contingent remained there until mid October. Among other individual utility missions, the 11th ACR contingent provided the majority of the support for the State Department mission run by Lt. Colonel Richard Naab, the shuttle flights back to Incirlik, Turkey, and the air support for the ready reaction forces provided by the USMC.
Units of the 18th Military Police Brigade, commanded by COL Lucious Delk, and a forward Headquarters Command Cell led by CPT Alan Mahan, and SGM Ed Deane, with units of the 709th MP Battalion, the 284th MP Co and the 527th MP Co, provided security of the headquarters, Kurdish refugee camps, and convoy security. The Brigade was the last unit to leave the area at the conclusion of operations. Several members received the Soldier's medal after calling in and assisting in the MEDEVAC of a wounded Iraqi National from a minefield near the river not far from the MP Headquarters camp.

While Operations Desert Shield and Desert Storm were run by the U.S. Central Command (CENTCOM), Operation Provide Comfort came under the authority of the U.S. European Command (EUCOM), headquartered in Vaihingen, Germany. On-ground humanitarian aid was provided by the 353rd Civil Affairs Command, Bronx, New York City, and by subordinate units 432nd Civil Affairs Battalion, Green Bay, Wisconsin, and 431st Civil Affairs BN, Little Rock, Arkansas. These units were relocated to Turkey and Northern Iraq after completing missions in Kuwait. They were soon joined by Lieutenant Colonel Ted Sahlin's 96th Civil Affairs Battalion (Airborne) from Fort Bragg, North Carolina, which had only returned to the U.S. two weeks before after having been deployed to Saudi Arabia, Iraq and Kuwait for the past 10 months. The base camps that were established for Kurdish refugees were nicknamed Camp Jayhawk and Camp Badger after college mascots. Other camps were established in Silopi, Turkey the first troops to arrive were the 36h CES from Bitburg Air Base Germany, the 36th CES which built all base camp and facilities for multi-national troops sent to assist with the operation. Smaller "detachment" camps were also built in and around Zakho, Iraq and Sirsenk, Iraq by these same members and were led by USAF Prime BEEF commander Captain Donald Gleason from Ramstein Air Force base and USAF Prime RIBS personnel from RAF Bentwaters. He led a team of fifteen that is now known as the first Air Force unit to enter Iraq. Supplies for these camps were sourced from a variety of areas including units that were returning to the U.S., Coalition countries, European military stocks, and civilian contractors in the U.S. Many supplies had to be airdropped due to restrictions by the Turkish government for entering Iraq through their border.
Also deployed to Zakho from their main-body deployment site in Rota, Spain, was Naval Mobile Construction Battalion 133, homeported in Gulfport, Mississippi, Commanded by Cdr Donald Hutchins, U.S. Navy Civil Engineer Corps. It provided humanitarian aid, water wells, and minor repairs to Sirsink air field (Prime BEEF team members from Torrejon Air Base, Spain and Aviano Air Base, Italy, provided the major airfield repairs) from bomb damage received during Operation Desert Storm. Like its Air Force counterparts, it was the first Naval Mobile Construction Battalion to enter Iraq prior to Operation Iraqi Freedom. USS Forrestal (CV-59) and her Carrier Task Force commanded by Commander, Carrier Group Six commenced her 21st and final operational deployment on 30 May 1991. During this period she provided air power presence and airborne intelligence support (the airwing flew over 900 sorties over Iraq) to the Combined Joint Task Forces of Operation Provide Comfort and Operation Northern Watch enforcing the northern "no-fly zone" in Iraq. During this last deployment FORRESTAL served in a number of new and innovative battle group and carrier roles. She completed this deployment on 23 December 1991.
Lieutenant General John Shalikashvili commanded the overall operation and later became Chairman of the Joint Chiefs of Staff. Task Force Bravo, the in-country multi-national element of the operation was commanded by MG Jay Garner, U.S. Army, who was later appointed a Special Representative to Iraq under the George W. Bush Administration.
The first conventional units to cross into Iraq and enter Zakho were the U.S. Marines on April 20, 1991, when two companies of infantry were helo lifted into Zakho, where around 300 regular Iraqi Army infantry and armored vehicles from the 66th Special Assault Brigade were still present posing as police. The Marines had been preceded by 1st battalion, 10th SFG (who were inserted into Iraq on 13 April 1991). The 24th Marine Expeditionary Unit (SOC) was commanded by Colonel James L. Jones, who later became Commandant of the Marine Corps; Supreme Allied Commander, Europe (SACEUR); and National Security Advisor. The MEU consisted of the 24th MEU command element, Battalion Landing team 2/8 (BLT 2/8) under Lt. Colonel Tony Corwin, Composite Helicopter Squadron 264 (HMM-264) Led by Lt. Colonel Joseph Byrtus, Jr. and MEU service support group 24 (MSSG-24) led by Lt. Colonel Richard Kohl, counting about 2,000 Marines. The Marine Expeditionary Unit had been under the command of Commodore Turner, commander, Mediterranean Amphibious Ready Group 1–91, aboard his flagship, the USS Guadalcanal, but were transferred to Combine Task Force (CFT) Provide Comfort on 14 April and was 3 months into a 6-month routine Mediterranean deployment. The 24th MEU (SOC) would initially serve as the command to a regiment sized force consisting of all MEU elements, 697 Royal Marines from 45 Commando (22 April), commanded by Lt. Colonel Jonathan Thompson and 400 Marines from the Dutch 1st Amphibious Combat Group (1st ACG) commanded by Lieutenant Colonel Cees Van Egmond (arrived 23 April) for purposes of containing Zakho until the Iraqi forces would withdraw from the area. On 29 April, 3rd Commando Brigade took back command of 45 Commando, 29th Commando Regiment, Royal Artillery and the 1st ACG for expanded operations to the east. On 4 May, BLT 2/8 commenced operations to the south of Zakho along the route to Dohuk. The MEU then began to move back to Silopi, beginning with the BLT on June 15. 24th MEU left North Iraq on July 15 and embarked on 19 July for the United States, ending its 6-month deployment.
The 24th MEU (SOC) along with Joint Task Force Bravo (Task Force Alpha was responsible for the Kurd camps in the mountains) grew in size in the days following April 20. The MEU was joined by 4th Brigade (Aviation), 3rd Infantry Division, 18th Engineer Brigade, Naval Mobil Construction Battalion 133, 18th Military Police Brigade, 418th Civil Affairs Battalion USAR, 432 Civil Affairs Battalion USAR, and 431st Civil Affairs Battalion USAR, Canadian 4th Field Ambulance, 3d Battalion, 325th Infantry (Airborne)(reinforced)(arriving on 27 April), 40 Commando, 29 Commando Regiment, Royal Artillery, the French 8th Marine Parachute Infantry (Cougar Force), a Spanish expeditionary force formed from the 1st Airborne Brigade, "Roger De Flor" and the Italian Folgore Parachute Brigade. All together military forces from 10 countries participated deploying 20,000 military personnel. The Kurds were housed in Camp Jahawk and Camp Badger. The mayor of Jayhawk was MAJ Carl Fischer and the mayor of Badger was MAJ John Elliott.
The U.S. contributed to the operation with the United Kingdom who providing the initiative and significant ground and air forces with 3 Commando Brigade and the RAF. Other allies included France, the Netherlands and Australia. Britain deployed 40 and 45 Commando Royal Marines and air transport assets to help protect refugees and to deliver humanitarian aid. In 1990, fellow Arab Gulf states refused to endorse Iraqi leader Saddam Hussein's plan to cut production and raise the price of oil, leaving him frustrated and paranoid. Iraq had incurred a mountain of debt during its war with Iran that had lasted for most of the previous decade, and the Iraqi President felt that his Arab brothers were conspiring against him by refusing to raise oil prices. Therefore, after weeks of massing troops along the Iraq-Kuwait border and accusing Kuwait of various crimes, Hussein sent seven divisions of the Iraqi Army into Kuwait in the early morning hours of 2 August 1990. The invasion force of 120,000 troops and 2,000 tanks quickly overwhelmed Iraq's neighbor to the south, allowing Hussein to declare, in less than a week, that Kuwait was his nation's nineteenth province. The United Nations responded quickly, passing a series of resolutions that condemned the invasion, called for an immediate withdrawal of Iraqi troops from Kuwait, imposed a financial and trade embargo on Iraq, and declared the annexation void.
Regarding Iraq's actions as a threat to a vital interest of the US, namely the oil production capability of the Persian Gulf region, President George Bush ordered warplanes and ground forces to Saudi Arabia after obtaining King Fahd's approval. Iraqi troops had begun to mass along the Saudi border, breaching it at some points, and indicating the possibility that Hussein's forces would continue south into Saudi Arabia's oil fields. Operation DESERT SHIELD, the US military deployment to first defend Saudi Arabia grew rapidly to become the largest American deployment since the Southeast Asia Conflict. The Gulf region was within US Central Command's (CENTCOM) area of responsibility. Eventually, 30 nations joined the military coalition arrayed against Iraq, with a further 18 countries supplying economic, humanitarian, or other type of assistance.
Carriers in the Gulf of Oman and the Red Sea responded, US Air Force interceptors deployed from bases in the United States, and airlift transports carried US Army airborne troopers to Saudi Arabia. Navy prepositioning ships rushed equipment and supplies for an entire marine brigade from Diego Garcia in the Indian Ocean to the gulf. During the next six months the United States and its allies built up a powerful force in the Arabian peninsula. The navy also began maritime intercept operations in support of a US-led blockade and United Nations sanctions against Iraq.
Coalition forces, specifically XVIII Airborne Corps and VII Corps, used deception cells to create the impression that they were going to attack near the Kuwaiti boot heel, as opposed to the "left hook" strategy actually implemented. XVIII Airborne Corps set up "Forward Operating Base Weasel" near the boot heel, consisting of a phony network of camps manned by several dozen soldiers. Using portable radio equipment, cued by computers, phony radio messages were passed between fictitious headquarters. In addition, smoke generators and loudspeakers playing tape-recorded tank and truck noises were used, as were inflatable Humvees and helicopters.

It stands as the longest hostage crisis in recorded history.
The crisis was described by the Western media as an “entanglement” of “vengeance and mutual incomprehension.” President Jimmy Carter called the hostages “victims of terrorism and anarchy” and said, “The United States will not yield to blackmail.” In Iran, it was widely seen as a blow against the United States and its influence in Iran, including its perceived attempts to undermine the Iranian Revolution and its longstanding support of the recently overthrown Shah of Iran, Mohammad Reza Pahlavi, who had led an autocratic regime.
After his overthrow in 1979, the Shah Mohammad Reza Pahlavi was purportedly admitted to the United States for cancer treatment. Iran demanded that he be returned to stand trial for crimes he was accused of committing during his reign. The Americans saw the hostage-taking as an egregious violation of the principles of international law, which granted diplomats immunity from arrest and made diplomatic compounds inviolable.
The crisis reached a climax when, after failed efforts to negotiate the hostages’ release, the United States military attempted a rescue operation using ships, including the USS Nimitz and USS Coral Sea, that were patrolling the waters near Iran. On April 24, 1980, the attempt, known as Operation Eagle Claw, failed, resulting in the deaths of eight American servicemen and one Iranian civilian, as well as the destruction of two aircraft.
Shah Pahlavi left the United States in December 1979 and was ultimately granted asylum in Egypt, where he died from complications of cancer on July 27, 1980. In September 1980, the Iraqi military invaded Iran, beginning the Iran–Iraq War. These events led the Iranian government to enter negotiations with the U.S., with Algeria acting as a mediator. The hostages were formally released into United States custody the day after the signing of the Algiers Accords, just minutes after the new American president, Ronald Reagan, was sworn into office.
The crisis is considered a pivotal episode in the history of Iran–United States relations. On 24 April 1980, after six months of failed negotiation, the national command authorities executed Operation Eagle Claw to free US hostages held in Iran by militant students.
On the evening of 24 April, six C-130s left Masirah Island, Oman, and eight RH-53D helicopters departed the USS Nimitz in the Arabian Sea. Both formations headed for the location code-named Desert One. Within four hours, two helicopters had aborted. The remaining helicopters were delayed due to an unforecast "dust front," and one developed a hydraulic leak that its crew could not fix at the Desert One site. Because planners had decided six helicopters were required for the mission to continue, and only five were now available, the rescue attempt was aborted.
The plan called for eight Navy RH-53D helicopters to fly 600 miles to Desert One and, under the cover of darkness, refuel from KC-130 tankers, load a 120-man Army assault team and proceed to two additional hide sites. One of the go/no-go parameters for the mission was a minimum of six operational helicopters. Within four hours, two helicopters aborted due to mechanical failure. The remaining aircraft were delayed due to weather, with one of them not operational due to a hydraulic leak.
While repositioning to refuel from the C-130s, one helicopter collided with a C-130. The two aircraft were quickly engulfed in flames. The on-scene commander decided at that point to load the survivors of the collision and all the other helicopter crews in the C-130s and depart. Eight men had been killed and five more injured. Five intact helicopters, the burned wreckage of the helicopter and C-130, and the dead, were left behind.
It was during the evacuation of the site that problems arose. One of the helicopters collided with a KC-130 during refueling. The result was 193 million dollars worth of equipment and eight dead servicemen left behind. Unlike Operation Ivory Coast, analysis of the mission concluded that there were significant problems. Command and control during the execution of the operation was flawed. Violating the principle of unity of command, there was no designated mission commander for six months, hampering the training, planning, and execution of the operation. There were separate commanders for site security, helicopter force, ground force, KC-130, and landing support. The ground force commander had go/no-go authority, but he was not known to the rest of the force. Training was also not conducted in a joint manner. It was conducted at the individual and unit level within each component. Although there were few rehearsals that assessed specific portions of the operation, there was no full dress rehearsal. Compounding the problem was communications inter- operability and procedural restraints.
A six-member commission was appointed by the JCS to study the operation. Headed by Adm James L. Holloway III, the panel included Gen LeRoy Manor, who commanded the earlier Son Tay raid. One issue investigated was selection of aircrew. Navy and Marine pilots with little experience in long-range overland navigation or refueling from C-130s were selected though more than a hundred qualified Air Force H-53 pilots were available. Another issue was the lack of a comprehensive readiness evaluation and mission rehearsal program. From the beginning, training was not conducted in a truly joint manner; it was compartmented and held at scattered locations throughout the US. The limited rehearsals that were conducted assessed only portions of the total mission. Also at issue was the number of helicopters used. The commission concluded that at least ten and perhaps as many as twelve helicopters should have been launched to guarantee the minimum of six required for completion of the mission. The plan was also criticized for using the "hopscotch" method of ground refueling instead of air refueling as was used for the Son Tay raid. The 42,000-man naval service marshalled a force of 1,500 ships and craft for warfare on the rivers and canals, in coastal waters, and far out to sea. The supply, training, and repair facilities were structured to man and support the operational navy for a long-term struggle.
Despite these advantages, the Vietnamese Navy still was burdened with the old problems of poor leadership, low morale, and lack of dedication on the part of many personnel. The departing Americans in the Naval Advisory Group concluded that the relatively young, recently expanded, and still developing Vietnamese Navy had the potential to add great strength to the defense of South Vietnam, but only if given the time to mature.
The nature of the campaign changed in May when President Nixon ordered the virtual isolation of North Vietnam from external Communist support. Aside from the obvious military rationale, the President sought by this action to end North Vietnamese intransigence at the stalled Paris negotiations. For the first time in the long Southeast Asian conflict, all of the Navy's conventional resources were brought to bear on the enemy. On 9 May, in Operation Pocket Money, Coral Sea's A-6 Intruders and A-7 Corsairs dropped magnetic-acoustic sea mines in the river approaches to Haiphong, North Vietnam's chief port. Shortly thereafter, the other major ports were mined as well. Over 85 percent of the country's military imports passed through these ports. Washington gave foreign ships three days to depart the country, after which the mines armed themselves. Despite this advance notice, 32 foreign, mostly Communist ships elected to remain trapped in North Vietnamese waters.
The fleet's surface combatants also helped deny the enemy unhindered use of the inland coastal areas. On 10 May the 8-inch guns of heavy cruiser Newport News bombarded targets near Hanoi from a position off Do Son while guided missile cruisers Oklahoma City and Providence and three destroyers suppressed the enemy's counterbattery fire from the peninsula. Normally three or four U.S. ships made up the surface action group that cruised along the coast ready to provide air-spotted or direct fire. From April through September, the cruiser destroyer group fired over 111,000 rounds at the enemy, destroying or damaging thousands of bunkers and buildings; knocking out tanks, trucks, and artillery sites; killing 2,000 troops; and sinking almost 200 coastal logistic craft and 4 motor torpedo boats. In August, Newport News, destroyer Rowan (DD 782), and naval air units sank two of the PT boats that attacked the American ships off Haiphong.
The North Vietnamese fought back hard. Earlier in the year Higbee (DD 806) became the first U.S. naval vessel attacked by enemy MiGs, one of which dropped a bomb on the destroyer's stern, wounding four sailors. In addition, while Communist coastal batteries hit 16 ships offshore in 1972, no ship was sunk then or at any time in the Southeast Asian conflict. In July, Warrington (DD 843) struck what was determined to be a wayward U.S. mine that caused extensive damage to the ship. Naval leaders later decided to scrap the already obsolete destroyer rather than spend money on her repair. These few human and material casualties suffered by the Seventh Fleet contrasted with the great punishment absorbed by the North Vietnamese.
From May through December 1972, no large merchant vessels entered or left North Vietnamese harbors. An attempt by the Communist to lighter cargo to shore from ships in international waters was foiled when fleet ships and aircraft, including Marine helicopter gunships, intercepted and destroyed the shuttling craft. The deployed American fleet even curtailed the enemy's intracoastal movement.
Complementing this effort at sea was the massive aerial offensive by the U.S. Navy and U.S. Air Force named Linebacker. In contrast to the earlier Rolling Thunder campaign, in Linebacker Washington gave operational commanders authority to choose when, how, and in what order to strike and restrike targets. Commanders could adjust to changing weather and the enemy's defenses and concentrate their aerial firepower to best effect. As a result, American air squadrons interdicted the road and rail lines from China and devastated North Vietnamese warmaking resources, including munition stockpiles, fuel storage facilities, power plants, rail yards, and bridges.
Using Boeing B-52 bombers and new, more accurate ordnance, such as laser guided bombs and advanced Walleye bombs, the Air Force and the Navy hit targets with great precision and destructiveness. For instance, the U.S. air forces destroyed the Thanh Hoa and Paul Doumer bridges, long impervious to American bombing, and the Hanoi power plant deep in the heart of the populated capital city. They also knocked out targets as close as 10 miles to the center of Hanoi and 5 miles from Haiphong harbor. Between 9 May and the end of September, the Navy flew an average of 4,000 day-and-night attack sorties each month, reaching a peak of 4,746 in August. This represented over 60 percent of the American combat support sorties during the same five-month period.
The North Vietnamese attempted to counter the American onslaught. Employing thousands of antiaircraft weapons and firing almost 2,000 surface-to-air missiles in this period, the enemy shot down 28 American aircraft. In one day alone, the Communist air force challenged U.S. aerial supremacy by sending up 41 interceptor aircraft. On that day, 10 May, Navy pilot Lieutenant Randy Cunningham and his radar intercept officer Lieutenant (jg) William Driscoll became the war's only Navy "aces," adding three kills to the two already credited to them. American air units destroyed a total of 11 North Vietnamese aircraft that day, but lost 6 of their own. The Navy's ratio of kills to losses had improved by the end of air operations on 15 January 1973, when the total stood at 25 MiGs destroyed in air-to-air combat for the loss of 5 naval aircraft. During the Linebacker campaigns, the fleet's SAR units rescued 30 naval air crewmen downed for various reasons in the North Vietnamese theater of operations.
By the end of September 1972, the North Vietnamese diplomats in Paris were much more amenable to serious negotiation than they were at the end of March. Allied air, naval, and ground forces had repulsed the Communist offensive in South Vietnam and in I Corps even regained much lost ground. After drastically reducing the enemy's reinforcements and munitions infiltrated into the South, the U.S. air and naval campaign in the North gradually destroyed Hanoi's ability to prosecute the war.
Believing that a negotiated settlement of the Southeast Asian conflict was within reach in Paris, on 11 October the Nixon administration ordered U.S. Pacific forces to cease bombing in the vicinity of Hanoi. Then on the twenty-third, Washington restricted allied strikes to targets below the 20th parallel. Nevertheless, negotiations with the North Vietnamese again bogged down in Paris while the enemy strengthened the air defenses of the capital and Haiphong and restored the rail lines to China. The Communist once more stockpiled war reserves.
In response to these developments, President Nixon ordered a massive air assault by Air Force B-52 bombers, tactical aircraft, and the Navy's carrier attack units against military targets deep within Hanoi and Haiphong. On 18 December the joint attack, designated Linebacker II, fell on the enemy capital. That night and on succeeding nights of the operation, wave after wave of B-52 bombers and supporting aircraft struck Hanoi, hitting command and communication facilities, power plants, rail yards, bridges, storage buildings, open stockpiles, truck parks, and ship repair complexes. Because of the precision of the air crews and their weapons, there was minimal damage to nonmilitary property. The North Vietnamese met the Linebacker II attack with 1,250 surface-to-air missiles, which brought down 15 of the big American bombers and 3 supporting aircraft; antiaircraft defenses and MiG interceptors destroyed another 4 carrier planes.
The loss of six B-52s on 20 December alone, however, called for a change in tactics and more reliance on technologically superior equipment. Thereafter, the American air forces employed the most advanced precision-guided weapons and electronic countermeasure, target finding, and other equipment. They also concentrated on the destruction of the enemy's missile defense network, including command and control facilities, missile assembly and transportation points, and the missile batteries themselves. To spread thin Communist defenses, the American command broadened the operational arena to include not only Hanoi, but Haiphong, Thai Nguyen, Long Dun Kep, and Lang Dang. This redirection of effort succeeded. By 29 December, the last day of Linebacker II, U.S. forces had neutralized the enemy's surface-to-air missile system while reducing friendly losses to a minimum. Not surprisingly, at year's end the North Vietnamese resumed serious discussions in Paris. On 15 January 1973, both sides ceased combat operations in the North.
Withdrawal from the War
On 27 January 1973, U.S., South Vietnamese, North Vietnamese, and Viet Cong representatives finally signed the long-sought cease- fire agreement at Paris. Under its provisions, the Communist agreed to release all American prisoners of war within a space of two months in exchange for U.S. military withdrawal from South Vietnam and the U.S. Navy's clearance of mines from North Vietnamese waters.
During February and March, U.S. aircraft touched down at Gia Lam Airfield in Hanoi to repatriate 138 naval aviators, some of whom had been prisoners in North Vietnam since 1964. The men were flown to reception centers in the Pacific and the United States, where they received a joyous welcome from families and friends. The repatriation program, appropriately named Operation Homecoming, ensured that the men received extensive medical, psychological, and emotional support for the transition from captivity to freedom. Another five men captured in the war were released earlier by the North Vietnamese while two escaped. Thirty-six naval aviators died while in the hands of the Communist, whose treatment of American prisoners was always harsh and often bestial. The Navy listed over 600 naval flight crew personnel missing and presumed dead at the end of the conflict.
In these same two months, the Navy closed down all remaining base facilities, offices, and commands in South Vietnam. Advisors, the first naval personnel to deploy to Vietnam in 1950, were also the last to leave. The men gathered in Saigon for flights home. On 11 February, the Coast Guard disestablished the office of the Senior Coast Guard Officer, Vietnam, and airlifted out all of its personnel. Soon afterward, the fleet air reconnaissance and communications detachments at Danang relocated to Cubi Point in the Philippines. Finally, on 29 March 1973, the Naval Advisory Group and Naval Forces, Vietnam, were formally disestablished. Thereafter, only 9 Navy and Marine Corps officers assigned to the U.S. Embassy's Defense Attache Office and 156 Marine embassy guards remained in South Vietnam.
The last provision of the cease-fire agreement that directly related to the Navy entailed removal of the U.S. sea mines laid along the North Vietnamese coast and the Mark 36 Destructors dropped into inland waterways. On 28 January, following months of extensive preparation and training, the Seventh Fleet's Mine Countermeasures Force (Task Force 78), led by Rear Admiral Brian McCauley, sailed from Subic Bay and shaped course for a staging area off Haiphong. On 6 February, one day after Commander Task Force 78 met in the city to coordinate actions with his North Vietnamese opposite, Colonel Hoang Huu Thai, Operation End Sweep got underway. Ocean minesweepers Engage (MSO 433), Force (MSO) 445), Fortify (MSO 446), and Impervious (MSO 449) swept areas off the coast near Haiphong while being escorted by guided missile frigate Worden (DLG 18) and destroyer Epperson (DD 719). By the end of the month, amphibious ships New Orleans (LPH 11), Dubuque (LPD 8), Ogdon (LPD 5), Cleveland (LPD 7), and Inchon (LPH 12) had joined the force off North Vietnam. These ships carried 31 CH-53 Sea Stallion helicopters from the Navy's Helicopter Mine Countermeasures Squadron 12 and from Marine helicopter squadrons HMM-165 and HMH-463. These aircraft towed minesweeping sleds and other devices to carry out aerial mine countermeasures along the inland waterways and the shallow port areas. A total of 10 ocean minesweepers, 9 amphibious ships, 6 fleet tugs, 3 salvage ships, and 19 destroyer types served with Task Force 78 during the six months of Operation End Sweep.
The Americans began airborne minesweeping in the primary shipping channel to Haiphong on 27 February and in the ports of Hon Gai and Cam Pha on 17 March. During the early part of April, MSS 2, an old, decommissioned LST, filled with foam and other buffers and crewed by a few daring volunteers, made eight check runs up the Haiphong channel to ensure that no mines threatened the vital waterway. Meanwhile, U.S. naval instructors trained 50 North Vietnamese personnel to conduct minesweeping operations on rivers and inland waterways. Further, U.S. C-130 transport aircraft flew into Cat Bi Airfield to transfer minesweeping gear to the North Vietnamese. Airborne and ocean sweeping operations continued in the Haiphong and northern areas until 17 April, when U.S. leaders temporarily withdrew the task force to persuade the North Vietnamese to adhere to the terms of the Paris agreement. Convinced that Hanoi had received the intended message, on 18 June Washington restarted Operation End Sweep. The task force returned to the anchorage off Haiphong. In little more than a week, Admiral McCauley declared the water approaches to Haiphong and the harbors of Hon Gai and Cam Pha free of danger from mines. Afterward, the American flotilla worked the coastal areas off Vinh in southern North Vietnam. Finally, on 18 July 1973, with Operation End Sweep completed, the Seventh Fleet departed North Vietnamese territorial waters. The North Vietnamese invasion prompted increased air operations by the carriers in support of South Vietnamese and US forces. The carriers on Yankee Station when North Vietnam invaded on 30 March were Hancock and Coral Sea. During the March four carriers had rotated on Yankee Station; they were Constellation, Kitty Hawk, Coral Sea and Hancock.
Operation Freedom Train involved Navy tactical air sorties against military and logistic targets in the southern part of North Vietnam which were involved in the invasion of SVN. The operating area in North Vietnam was initially limited to between 17th and 19th parallel. However, special strikes were authorized against targets above the l9th parallel on various occasions. The magnitude of the North Vietnam offensive indicated that an extended logistics network and increased resupply routes would be required to sustain ground operations by North Vietnam in their invasion of South Vietnam. Most target and geographical restrictions that were placed in effect since October 1968 concerning the bombing in North Vietnam were gradually lifted and the list of authorized targets expanded. Strikes in North Vietnam were against vehicle targets, lines of communication targets (roads, waterways, bridges, railroad bridges and railroad tracks), supply targets, air defense targets and industrial/power targets. Aircraft involved in Freedom Train operations were from Hancock, Coral Sea, Kitty Hawk and Constellation. By the end of April operations were permitted in North Vietnam throughout the region below the 20th parallel and many special strikes above the 20th parallel had also been authorized.
The aerial interdiction campaign against North Vietnam which began on 6 April 1972 with attacks in the southern part of the country expanded rapidly. Inclement weather along most bombing runs caused pilots to use precision instruments to destroy the targets during early April. However, once the weather cleared, visual strikes resumed, and the wing sent more and more aircraft into North Vietnam. The pilots on bombing runs were tasked to cut lines of communication and destroy transportation resources and surface-to-air missile sites.
On 16 April, B-52s, escorted by fighter and aircraft specializing in electronic countermeasures and suppression of surface-to-air missiles, bombed the fuel storage tanks at Haiphong, setting fires that, reflected from cloud and smoke, were visible from 110 miles away. Shortly afterward, carrier aircraft joined Air Force fighter-bombers in battering a tank farm and a warehouse complex on the outskirts of Hanoi. When these attacks failed to slow the offensive, naval aircraft began mining the harbors on 8 May, and two days later the administration extended the aerial interdiction campaign, formerly known as Freedom Train but now designated Linebacker, throughout all of North Vietnam.... The generally good performance of the Vietnamese Navy during the allied sweep into Cambodia motivated the transfer of significant operational responsibilities to the Vietnamese. The barrier along the Cambodian border was turned over to the Vietnamese Navy in March 1970, which renamed the operation Tran Hung Dao I. In May, Giant Slingshot and Sea Tiger became Tran Hung Dao II and Tran Hung Dao VII. The allied navies also launched Operation Blue Shark, a seven-month effort designed to strike at the Viet Cong command, communication, and logistics network (or infrastructure) in the mangrove swamps at the mouth of the Mekong River system, on the river islands, and along the river banks all the way to the Cambodian border. Coastal Surveillance Force PCFs landed SEALs and LDNN for swift, deadly attacks on the usually surprised enemy. The units often followed up on intelligence gathered by Naval Intelligence Liaison Officers (NILO) assigned to many of South Vietnam's provinces and operational areas.
Coinciding with the turnover of river and coastal fighting vessels in 1969 and 1970, the Navy transferred many of the bases from which they operated. The first change of command occurred at My Tho in November 1969. Then, in the last three months of 1970, COMNAVFORV placed the Phu Cuong, Long Binh, Kien An, Chau Doc, Tan Chau, and Ha Tien Operating Bases under Vietnamese control. The transfer of Sa Dec and Chu Lai the following spring completed the process. During this same period, the Vietnamese Navy took over the six Advanced Tactical Support Bases established on the Vam Co Dong and Vam Co Tay Rivers for the Giant Slingshot operation and two more on the Cua Viet River in I Corps. In addition, the allied naval service assumed control of the harbor defense posts of the Stable Door effort, the three existing coastal radar sites, and Market Time's coastal surveillance centers.
Meanwhile, the Navy deployed Seabee detachments throughout South Vietnam to construct logistic facilities at new and existing bases. Once the Seabees completed this work and U.S. leaders felt the Vietnamese could totally support their combat units, the Americans transferred the bases to their allies. In this manner, beginning in the spring of 1971, Rear Admiral Robert S. Salzer, the new COMNAVFORV, relinquished control of Cat Lo and An Thoi, two of seven primary Logistic Support Bases that provided allied naval forces with major vessel overhauls and other supply assistance. In the same period, the Vietnamese took charge of Ben Luc and Rach Soi, two secondary or Intermediate Support Bases. These installations handled minor craft overhauls and provided units with maintenance, administrative, financial, and supply support.
